AN ORDINANCE
ADOPTING A NEW COMPREHENSIVE PLAN
WHEREAS,the City of Elgin has heretofore adopted a comprehensive plan for the City of
Elgin; and
WHEREAS, a new Comprehensive Plan has been proposed as an update to the
comprehensive plan of 2005 adopted by Ordinance No. G18-05; and
WHEREAS, on May 7, 2018 the Planning and Zoning Commission of the City of Elgin
conducted a public hearing on the proposed new Comprehensive Plan; and
WHEREAS, all persons appearing and desiring to be heard concerning said proposed
Comprehensive Plan were heard at said public hearing; and
WHEREAS, the Planning and Zoning Commission has reviewed the proposed
Comprehensive Plan and has submitted to the City Council of the City of Elgin its recommendation
that the proposed new Comprehensive Plan be approved and adopted; and
WHEREAS,the City of Elgin is a home rule unit and as a home rule unit may exercise any
power and perform any function pertaining to its government and affairs; and
WHEREAS, a comprehensive plan, including, but not limited to this ordinance adopting a
comprehensive plan, pertains to the government and affairs of the city; and
WHEREAS, the corporate authorities of the City of Elgin find and determine that it is in
the best interest of the City of Elgin to approve and adopt the proposed new Comprehensive Plan.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That the Comprehensive Plan of 2018, a copy of which is attached hereto and
made a part hereof by reference, is hereby approved and adopted as the Comprehensive Plan for
the City of Elgin.
Section 2. That all ordinances or parts of ordinances in conflict with the provisions of
this ordinance be and are hereby repealed to the extent of any such conflict.
Section 3. That this ordinance shall be in full force and effect upon its passage and
publication in the manner provided by law.
