AN ORDINANCE
AMENDING CHAPTER 3.03 OF THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED,
ENTITLED "MEETINGS; GENERAL PROVISIONS"
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That Chapter 3.03 of the Elgin Municipal Code, 1976, as amended, entitled
"Meetings; General Provisions"be and is hereby further amended by adding a new Section 3.03.100
thereto entitled"Eligibility for City Grants; Procedures"to read as follows:
"3.03.100 ELIGIBILITY FOR CITY GRANTS; PROCEDURES:
Members of city boards,commissions or committees shall not be disqualified
for eligibility to receive city grants solely because of membership on a city board,
commission or committee. In the event a member of any city board,commission or
committee applies for a city grant for a grant program which is under the jurisdiction
of the city board, commission or committee such applicant is a member, such
applicant member shall not attend or participate in the portion of any meeting at
which such applicant member's application or competing applications are on the
agenda or are considered and such member shall abstain from any vote by the city
board, commission or committee on the member's application or on any competing
application for the grant in question. A violation of the provisions of this section
shall render the member of the city board, commission or committee ineligible to
receive the city grant in question. Any city grant or grant agreement awarded in
violation of the provisions of this section is void."
Section 2. That Section 20.15.060F of the Elgin Municipal Code, 1976, as amended, be
and is hereby repealed.
Section 3. That all ordinances or parts of ordinances in conflict with the provisions of this
ordinance be and are hereby repealed.
Section 4. That this ordinance shall be in full force and effect upon its passage and
publication in the manner provided by law.
