AN ORDINANCE
AMENDING CHAPTER 11.60 ENTITLED "STOPPING, STANDING AND PARKING" OF
THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED
(Recreational Vehicles)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That Chapter 11.60 of the Elgin Municipal Code, 1976, as amended, entitled
"Stopping, Standing and Parking"be and is hereby further amended by amending Section 11.60.130
Subparagraph B thereof to read as follows:
"B. No person shall park a recreational vehicle without motive power or a
trailer of any kind without motive power on any public street. This restriction
includes,but is not limited to,boat trailers,campers,pop-ups, trailer coaches, semi-
trailers,travel trailers, utility trailers, and every other vehicle without motive power
designed for carrying persons or property on its own structure which is designed or
intended to be drawn by a vehicle with motive power."
Section 2. That Chapter 11.60 of the Elgin Municipal Code, 1976, as amended, entitled
"Stopping, Standing and Parking" be and is hereby further amended by adding thereto a new
Section 11.60.130 Subparagraph C thereof to read as follows:
"C. No person shall park a recreational vehicle with motive power on any
public street for a longer period than two (2) hours. A recreational vehicle with
motive power shall be defined as provided in Title 19 of this code, as amended.
Notwithstanding the foregoing, a recreational vehicle with motive power may be
parked on a public street for up to twelve(12)hours if such recreational vehicle with
motive power is then being utilized for the actual and continuous loading or
unloading of goods or merchandise. Persons seeking to park a recreational vehicle
with motive power on a public street for the purpose of loading or unloading of goods
or merchandise for a period of time longer than twelve (12) hours must obtain a
permit therefor from the Chief of Police or his designee. The Chief of Police or his
designee may issue a permit authorizing a recreational vehicle with motive power to
be parked on a public street for the purpose of loading or unloading of goods or
merchandise for a time period not to exceed seventy-two (72)hours. No more than
two(2)such permits shall be issued to any person or for any recreational vehicle with
motive power in any calendar year."
Section 3. That all ordinances or parts of ordinances in conflict with the provisions of this
ordinance be and are hereby repealed.
