AN ORDINANCE
AMENDING CERTAIN TRAFFIC RESTRICTIONS PERTAINING TO
ONE-WAY STREETS AND RIGHT TURNS ON RED SIGNAL
(Wellington Avenue and McLean Boulevard at Wing Street)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That Title 11,Chapter 11.24 of the Elgin Municipal Code, 1976,as amended,be
and is hereby further amended by adding to the list of one-way streets in the City of Elgin under
Section 11.24.020(D) the following:
Wellington Avenue from Bent Street to Hastings Street.
Section 2. That Title 11,Chapter 11.14 of the Elgin Municipal Code, 1976,as amended,be
and is hereby further amended by deleting from the list of prohibited right turns on red in the City of
Elgin under Section 11.14.030 the following:
J. Northbound on McLean Boulevard turning east onto Wing Street.
Section 3. That all ordinances or parts of ordinances in conflict with the provisions of this
ordinance be and are hereby repealed.
Section 4. That this ordinance shall be in full force and effect ten days after its passage in
the manner provided by law.

SUBJECT: Remove No Right Turn on Red Northbound on McLean Boulevard. Turning East
onto Wing Street
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to amend a City ordinance to remove the "no right turn on red" northbound on
McLean Boulevard turning east onto Wing Street.
RECOMMENDATION
It is the recommendation of the Neighborhood Services Committee to amend City Ordinance
Chapter 11.14 Section 11.14.030, to amend a City ordinance to remove the "no right turn on red"
northbound on McLean Boulevard turning east onto Wing Street.
BACKGROUND
A request was submitted to the Neighborhood Services Committee (NSC) by a resident to
remove the "no right turn on red" northbound on McLean Boulevard turning east onto Wing
Street. The restriction was originally requested by School District U46 to establish a safe
crossing for students attending Illinois Park School.
The NSC evaluated the request to remove the "no right turn on red" and determined that the
subject intersection did not pose a safety hazard with any obstructions in the driver's line of site
when making the right turn. In addition, with the closing of Illinois Park School in 2004, the
number of pedestrians utilizing the intersection has significantly decreased. The walk signal
that is in place at the intersection of McLean Blvd. and Wing Street provides adequate time for
pedestrians to safely cross. Therefore, it was the consensus of the NSC that it would be
acceptable to remove the restriction of "no turn on red" northbound on McLean Boulevard
turning east onto Wing Street.

FINANCIAL IMPACT
The labor to remove the existing sign will be charged to the Regular Employee Earnings of the
Traffic Signals Division of the Public Works Department. It is anticipated that removal of the
sign will take one hour for the approximate cost of $50. The account number used to charge
labor is 010-3321-753.01-01, General Fund, Traffic Signals Division, Regular Employee
Earnings. Sufficient funds are budgeted ($441,810) and available ($93,487) in this account.
LEGAL IMPACT

ALTERNATIVES
1. Deny the recommendation as submitted.
2. Approve the recommendation to amend a City ordinance to remove the "no right turn on
red"northbound on McLean Boulevard turning east onto Wing Street.

SUBJECT: Request for a Southbound One-Way Street on Wellington Avenue from Bent to
Hastings Street
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to ordinance a one-way street on Wellington Avenue starting at the intersection of
Bent Street and continuing south to Hastings Street.

It is the recommendation of the Neighborhood Services Committee to amend City Ordinance
Chapter 11.24 Section 11.24.030, to ordinance a one-way street on Wellington Avenue starting
at the intersection of Bent Street and continuing south to Hastings Street.
BACKGROUND
A request was submitted to the Neighborhood Services Committee (NSC) by the Resident
Officer of the neighborhood to establish a one-way street on Wellington Avenue starting at the
intersection of Bent Street and continuing south to Hastings Street. It was the assessment of the
Resident Officer that allowing vehicles to park on both sides of the street on this stretch of
Wellington created treacherous conditions for motorists as they were forced to maneuver
between parked cars as they approached the 90 degree turn at Wellington Avenue and Hastings
Street.
To better evaluate the situation the NSC requested that the Resident Officer survey each resident
in the affected area. The officer's survey addressed three key issues: adequate street cleaning
and snow removal, current parking issues, and potential solutions to the parking problem. The
results from the survey indicated that 52 percent of the residents believed that the current parking
prevented adequate street services (i.e. snow removal and street cleaning). 63 percent of the
residents felt that the current parking created a problem and the street was too congested. Lastly,
ess► when asked if the street should be designated either a one-way street or no parking zone, 70
percent indicated that they would agree to a one-way street.

In response to the inquiry it was suggested that temporary signs restricting traffic to travel only
one-way southbound on Wellington Avenue be installed for a period of 90 days to evaluate the
situation. After the close of the 90 day period, the Neighborhood Services Committee
reevaluated the request and determined that the signs should remain their permanently to control
the traffic flow, alleviate parking issues, and allow for adequate street cleaning and snow
removal services from the City.
At the close of the 90 day trial period, the Resident Officer for the neighborhood reported that
there was a significant reduction in parking on the west side of the street, which has alleviated
traffic congestion and reduced the number of vehicles parking along the railroad right-of-way.
In addition, due to the enforcement of the 90 day trial period there has also been a significant
reduction in traffic speeding along this stretch of Wellington Avenue.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The request for the installation of stop signs was initiated by the Resident Police Officer for the
neighborhood, who surveyed the residents affected. 70 percent of the residents were in favor of
the one-way street.

Materials have been purchased and are available within the Public Works sign inventory. The
total cost for material and installation is $300 to install the two signs. The account number used
to charge these traffic control materials purchases is 010-3321-753.19-08, General Fund, Traffic
Signals Division. Sufficient funds are budgeted ($50,000) and available ($762) in this account if
additional materials are required.
