G5-02 AND G6-02 ESTABLISHING PAY PLANS FOR CERTAIN OFFICERS AND EMPLOYEES OF THE CITY OF ELGIN BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . That Section 1 of Ordinance G6-02 adopted by the City Council of the City of Elgin on January 9, 2002 , be and is hereby amended by deleting from Range 33S the position of Rehabilitation Specialist and from Range 25S the position of Custodial Supervisor. Section 2 . That Section 1 of Ordinance G5-02 adopted by the City Council of the City of Elgin on January 9, 2002 , be and is hereby amended by adding to Range 10 Benefit Group C the position of Housing and Rehabilitation Coordinator and to Range 7 Benefit Group C the position of Custodial Supervisor. Section 3 . That all ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 4 . BACKGROUND The existing Rehabilitation Specialist position is assigned to the Planning and Neighborhood Services Department . Presently, this position' s principal duties are to administer the residential rehab program though the City' s Community Development Block Grant (CDBG) entitlement (see attached job description) . In the next year, these duties will need to change from those that are primarily technical to those that involve managerial and policy areas (confidential information on clientele' s income, increasingly complex CDBG and TIF regulations and procedures, grant and loan repayment program, and various new housing and home ownership initiatives) . Also, because of the growing Hispanic clientele being served through our housing programs, the new position description should list a fluency in Spanish as a preferred qualification. Overall, the change in duties and responsibilities is anticipated as follows : • Continued CDBG rehab program administration and current responsibilities • Adoption/implementation of Lead Based Paint regulations • Create a new and supplemental rehab program using Tax Increment Financing Dollars • Monitor for compliance with TIF statutory requirements • Various reporting requirements on lead, TIF, and CDBG matters • Forgivable loan programs and monitoring of same r Revisions in Rehab Specialist Position June 21, 2002 Page 2 • Coordination with State on supplemental loan programs • Assist with affordable housing programs and initiatives • Secure new funding sources • Fluency in Spanish • Revise job title from "Rehabilitation Specialist to "Housing and Rehabilitation Coordinator" Due to this change of duties and responsibilities, it is recommended that this position be removed out of the Clerical/Technical pay plan and into the Management pay plan. In this pay plan, it is recommended that the position be classified as Grade 10 (Salary Range of $42 , 516 to $56, 976) . Currently, the position is classified as grade 33S (Clerical/Technical) with a pay range of $45, 960 to $56, 484 . The employee may choose to participate in the 401A Deferred Compensation Plan where the City will contribute up to 4% of gross pay. This position' s salary and benefits will be reimbursed by the Community Development Block Grant Fund (account number 230-0000-791 . 69-10) . The salary will be charged to account number 010-1505-715 . 01-01, General Fund, CDBG Administration Regular Employee Earnings . There are sufficient monies available to facilitate this change . LEGAL IMPACT The pay ordinance will need to be revised. ALTERNATIVES 1 . Approve the "Housing and Rehabilitation Coordinator" position, its revised job duties and its classification to Grade 10 in the Management Pay Plan. 2 . TYPICAL TASKS Provides for client intake and consultation regarding scope of housing rehabilitation work. Performs initial inspection of the subject property. Processes client application and determines client household rik eligibility including income verification. Reviews proposed rehabilitation contracts and advises program participants. Coordinates and monitors rehabilitation work. Performs final inspection of subject property. Collects data and maintains files regarding program performance and household participation as required by ordinance and federal regulations. Prepares program status reports. FINANCIALLY STABLE CITY GOVERNMENT FROM: Olufemi Folarin, Interim City ManagerANDOUAALfY INFRASTRUCTURE SUBJECT: SUBJECT: Revisions to Custodial Supervisor Position PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to review and approve the removal of the job classification of Custodial Supervisor from the SEIU Clerical/Technical unit and place it in Management C group at grade 7 . BACKGROUND t ' The SEIU has recently organized part time custodians as a stand alone, separate bargaining unit . Their current supervisor holds the position of Custodial Supervisor and is also a member of the SEIU Clerical/Technical Unit . Prior to the representation election, the City stipulated that in the event that the union was elected, the position of Custodial Supervisor was to be removed from the bargaining unit . The SEIU agreed to this stipulation. Currently, the Custodial Supervisor is an SEIU grade 25S which has a salary range of $39060-$47988 . In moving this position to a Management Group C, grade 7, the salary range will be $36, 732 to $49,212 .
