Ultimately, these uses should be dispersed within the community facility and business districts throughout the city. SUMMARY OF FINDINGS, UNRESOLVED ISSUES, AND ALTERNATIVES The Zoning and Subdivision Hearing Board has developed or identified the following findings, unresolved issues, and alternatives: A. Summary of Findings. 1. Positive Attributes. The establishment of a clothing distribution facility at the subject property will provide a valuable service to those residents of Elgin in need. The proposed use will be operated in a manner which will limit the clientele of the facility to those who are referred by various public and not for profit institutions within the area. Additionally, the facility will have limited weekly hours of operation which coincide with the typical school year. - 4 - Findings of Fact Zoning and Subdivision Hearing Board 1 Petition 07-03 March 19, 2003 2.
