AN ORDINANCE
ESTABLISHING A FUNDING APPLICATION REVIEW COMMITTEE
WHEREAS, the City of Elgin is a home rule unit pursuant to the
Illinois Constitution; and
WHEREAS, the City of Elgin, as a home rule unit , may exercise
any power and perform any function relating to its government and
affairs; and
WHEREAS, the City Council has previously adopted Resolution
No. 00-278 adopting a program for reviewing agency funding
requests; and
WHEREAS, the program for reviewing agency funding requests as
adopted by the City Council contemplates that a funding application
review committee will be created as described in said program; and
WHEREAS, the establishment of a funding application review
committee to review funding applications and make funding
recommendations to the City Council relates to the government and
affairs of the City of Elgin.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS :
Section 1 . Funding Application Review Committee Created.
There is hereby created the Funding Application Review Committee
for the purpose of reviewing funding applications to the City of
Elgin for Elgin-based not-for-profit corporations and making
funding recommendations to the City Council .
Section 2 . Membership. The Funding Application Review
Committee shall consist of five members to be appointed by the City
Council . The terms of the members of the committee shall be for
one year. Appointments shall expire on May 1 in the anniversary
year of appointment of the member. Two members of the committee
shall be members of the City Council , two members of the committee
shall be citizen representatives and one member of the committee
shall be a staff representative of the City Manager' s office .
Section 3 . Meetings . The committee may establish rules
regarding the conduct of meetings and where not otherwise provided
Roberts Rule of Order, Newly Revised, shall apply. Minutes shall
be taken at all meetings . All meetings shall be conducted in
accordance with the Open Meetings Act .
e Section 4 . Powers and Duties . The Funding Application Review
Committee shall have the power and duty to review, evaluate and
submit funding recommendations to the City Council on funding
requests made to the city by Elgin-based not-for-profit
corporations . The committee shall evaluate and base its
recommendations on funding requests pursuant to the terms and
provisions of the Program for Reviewing Agency Funding Requests
then in effect as adopted by the City Council .
Section 5 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are hereby
repealed.
Section 6 . That this ordinance shall be in full force and
effect from and after its passage in the manner provided by law.
