G20-01 (2) Ordinance No. G20-01 AN ORDINANCE ESTABLISHING FEES FOR THE USE OF THE WING PARK AND LORDS PARK FAMILY AQUATIC CENTERS WHEREAS, the Parks and Recreation Board of the City of Elgin has recommended to the City of Elgin that the fees for the use of the Wing Park and Lords Park Family Aquatic Centers of the City of Elgin be revised and established as hereinafter set forth; and WHEREAS, the City Council of the City of Elgin concurs with said recommendations . NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . BACKGROUND In March 2000, City Council established the following fee structure for the newly renovated Wing Park Family Aquatic Center. With the opening of the new Lords Park Family Aquatic Center in June 2001, the City will have two very similar facilities on each side of town. This fee schedule should now be applied to the new Lords Park Family Aquatic Center with the consideration of amending the group discount fees . In 2000, the majority of groups, and all not for profit groups, visited the Lords Park Pool to receive the older group rate of $1 . 00 for residents and $1 . 50 for nonresidents . The group agencies that have utilized the pools in the past are Community Crisis Center, The Boys and Girls Club, The Elgin Recreation Center, Larkin Center, Learning Tree, South Elgin Parks and Recreation, Elgin Housing Authority, and Salvation Army. rm. There has been much concern raised by the Elgin based non-profit social service agencies that they will not be able to afford the current group discount fees . Staff has developed a three tier rate schedule based on a percentage discount from the daily admission fees . If there are more adult supervisors than this ratio requires, each adult will be charged the appropriate adult rate. In addition to these group discount fees, the Parks and Recreation Department continues to provide assistance through the Recreation Youth Scholarship Fund. Although this fund cannot be used for daily admission fees, it is regularly used for pool season passes as well as swimming lessons . In 2000 the Youth Scholarship fund financed $6, 961 for season pool passes and $380 for swim lessons . COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. d4,FINANCIAL IMPACT It is anticipated that with the proposed fees, revenues will cover expenses at the Lords Park Family Aquatic Center. The total operating rbudget for 2001 for Lords Park is $255, 734 with revenues projected at $259, 000 . In 2000, Wing Park Family Aquatic Center recorded $748 in group discount fees and Lords Pool recorded $1, 163 . In 2001, based on the same group usage, it is anticipated that approximately $5, 000 will be generated through the proposed three tier group discount fee schedule. Group discount fees, having never been figured into the operating pro forma for the Wing or Lords Park Family Aquatic Centers, will have no impact on those already established pro formas . tignEGAL IMPACT None . ALTERNATIVES To not accept the proposed revision of the three tier group discount fees . A policy has been questioned as to allowing adults or guardians into the facilities free of charge if they are supervising younger children and are not planning on swimming. Staff is contacting other municipal and park district facilities to review this scenario and will report back at a later date . In lieu of this issue, the fee schedule for Lords Park Family Aquatic Center and the proposed group discount fees need to be established at this time to allow staff to proceed with publicizing the facilities, selling season passes and booking group outings for this upcoming season.
