I, Dolonna Mecum, certify that I am the duly appointed and acting
municipal clerk of the City of Elgin, Cook and Kane Counties, Illinois.
I further certify that on January 12, 2000, the Corporate Authorities of
such municipality passed and approved Ordinance No. G3-00 entitled "Ordinance
Amending Chapter 2.16 of the Elgin Municipal Code, 1976, as Amended, Entitled "City
Clerk-City Treasurer," which provided by its terms that it should be published in
pamphlet form.
The pamphlet form of Ordinance No. G3-00, including the Ordinance and
a cover sheet thereof, was prepared, and a copy of such Ordinance was posted in the
municipal building commencing on January 14, 2000, and continuing for at least ten
days thereafter. Copies of such Ordinance were also available for public inspection
upon request in the office of the municipal clerk.

AN ORDINANCE
AMENDING CHAPTER 2 . 16 OF THE ELGIN MUNICIPAL CODE, 1976 , AS
AMENDED, ENTITLED "CITY CLERK-CITY TREASURER"
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Chapter 2 . 16 of the Elgin Municipal
Code, 1976 , as amended, entitled "City Clerk-City Treasurer"
be and is hereby further amended by amending Section 2 . 16 . 010A
thereof to read as follows :
A. The mayor, with the approval of the city
council shall appoint a clerk and treasurer for the
city. Their terms of office, duties, compensation
and amount of bond required shall be the same as if
they were elected. The city manager shall submit
recommendations to the mayor and the city council on
candidates for the position of city clerk. "
Section 2 . That Chapter 2 . 16 of the Elgin Municipal
Code, 1976, as amended, entitled "City Clerk-City Treasurer"
be and is hereby further amended by adding a new section
2 . 16 . 040 thereof to read as follows :
"2 . 16 . 040 City Clerk-Supervision
The city clerk, deputy clerk and any other
employees within the office of the city clerk shall
be under the supervision and control of the city
manager or the city manager ' s designee . The city
manager or the city manager ' s designee shall from
time to time, but not less than annually, evaluate
the performance of the city clerk and shall report
thereon to the mayor and the city council . "
Section 3 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are
hereby repealed.
Section 4 . That this ordinance shall be in full force and
effect upon its passage and publication in the manner provided
by law.
