G28-00 (2) Ordinance No . G28-00 AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN FOR THE CITY OF ELGIN WHEREAS , the City of Elgin has heretofore adopted a Comprehensive Plan; and WHEREAS, the city has undertaken a study of its Center City and adjoining Riverfront through a comprehensive planning process that was initiated in September, 1999; and WHEREAS, on May 1, 2000 the Planning and Development Commission of the City of Elgin conducted a public hearing on said plan after due notice in the manner provided by law; and WHEREAS, the Planning and Development Commission of the City of Elgin has heretofore submitted its findings and recommendation for the Riverfront/Center City Master Plan for the City of Elgin; and WHEREAS, all persons appearing and desiring to be heard concerning the proposed amendments were heard; and WHEREAS, the corporate authorities of the City of Elgin have considered the proposed amendments to the Comprehensive Plan and the oral and written statements of persons desiring to comment ; and WHEREAS, the corporate authorities of the City of Elgin hereby find and determine that it is in the best interests of the City of Elgin to amend the Comprehensive Plan. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . That it hereby amends the Comprehensive Plan for the City of Elgin heretofore adopted on June 6 , 1983 and amended January 24 , 1990 , March 22 , 1995 , April 24 , 1996 , August 14 , 1996 and January 26, 2000 by adding thereto the Riverfront/Center City Master Plan dated May 24 , 2000, a copy of which is attached hereto and made a part hereof by reference . Section 2 . That in case of conflict between the Riverfront/Center City Master Plan and the Comprehensive Plan as heretofore adopted, the provisions of the Riverfront/Center City Master Plan shall control in the area covered by said guidelines . Section 3 . That the provisions of Ordinance Nos . G21-83 , G10-90, G15-95, G17-96, G34-96 and G4-00 shall otherwise remain in full force and effect until amended or repealed in the manner provided by law. Section 4 . Parker, City Manager SUBJECT: Riverfront/Center City Master Plan Report Presentation PURPOSE The purpose of this memorandum is to present to the Mayor and members of the City Council the final draft of the Riverfront/Center City Master Plan. BACKGROUND In September 1999, the City of Elgin commissioned CityVison Associates of Madison, Wisconsin and Hitchcock Design Group of Naperville, Illinois to prepare a comprehensive Master Plan for Elgin' s Fox River and Center City. This plan, which updates the 1991 Elgin Center City Master Plan, focuses on creating a vision and implementation strategy for the physical and economic revitalization of the riverfront and the downtown. The final Master Plan establishes the beginning of a 10-15 year implementation process, and will serve as a guideline to assist the City, public agencies, developers, business owners, property owners, and others in short-term and long-term redevelopment activities that will bring new energy and vitality to Elgin' s riverfront and Center City. ' The plan' s conclusions and recommendations are outlined in the 98-page report. The Elgin Riverfront/Center City Master Plan was developed through a thorough public review and input process . Surveys, meetings and workshops were held during the planning process to review findings, approve recommendations and solicit public input . Over the course of the individual and group work sessions, the City Council developed strategic goals, creating a vision upon which to focus the community' s energy and resources. These shared goals establish clear priorities that will form the foundation for the community' s future - in particular the two key goals of "River as Resource" and "Alive Downtown." eh- Riverfront Master Plan Report Presentation April 20, 2000 Page 2 "River as Resource" stresses protection and enhancing the Fox River to create a beautifying asset for the community. By providing citizens with improved access to the river' s beauty, power and recreational opportunities, Elgin will make its riverfront an important destination and a source of community identity and pride. "Alive Downtown" establishes the downtown as a cultural and economic focal point for the entire community. This goal envisions a downtown core strengthened by residential and business development, and providing a vibrant center for events, entertainment and festivals with improved public spaces, transportation and architecture. Together, these two goals provide an overview of the vision that guides the Master Plan. The Master Plan recommendations are based on a comprehensive assessment and analysis of conditions and opportunities within the study area, bordered by Crystal Street on the west, Geneva Street on the east, Slade Avenue on the north and the METRA/National Street Rail Station on the south. The opportunities examined include broad market potential for employment, housing, business and tourism development, zoning and land use patterns, transportation and parking patterns, environmental issues, and the visual character of the project area' s architecture, public spaces, travel corridors, and riverfront areas. The analysis recommends that the City focus on catalytic projects for key areas of downtown that can be implemented in a three-to five-year period, recognizing the strategic role that the Fox River will play in the revitalization of Elgin' s Center City. If properly programmed, planned and physically integrated, the Fox River can directly influence the economic future of downtown Elgin, providing critical momentum and support for a wide range of redevelopment initiatives and public space improvements . The Elgin Riverfront/Center City Master Plan identifies specific recommendations for the physical and economic revitalization of Elgin' s Fox River and Center City, covering the following key topics: • Center City Districts • Master Plan Recommendations and Guidelines for: Fox River Improvements Redevelopment Transportation Parking Streetscape and Urban Design Wayfinding • Streetscape Design Guidelines • Building Design Guidelines Riverfront Master Plan Report Presentation rak April 20, 2000 Page 3 The Center City Districts help to define the downtown as a series of interconnected activity centers. Retail, entertainment, employment, housing, civic and recreation uses will be coordinated to strengthen the Center City as a destination for the community and the region and achieve a long-term sustainable economy for the downtown. Development of the downtown will be focused on both sides of the river so that the river is the center for new land uses and economic development within the Center City. The Master Plan recommendations and guidelines are described in detail, and illustrated with maps, plan views, cross sections, aerial perspectives, photographs, drawings and diagrams - providing a clear and comprehensive vision for riverfront improvements and downtown redevelopment initiatives to take place over the next 10 to 15 years . The Implementation Strategy section establishes a framework for the structures and approaches needed to successfully implement the Elgin Riverfront/Center City Master Plan. These include: • A set of strategies for implementing priority projects over the next 3-5 years. These priority projects will help create the interest, support and momentum that is needed to build long-term commitment for the full 10-15 year implementation process. • An organizational and administrative process for overseeing and directing plan implementation. • Funding strategies that extend the use of public funding by establishing strong public/private partnerships for redevelopment. • Detailed timelines and phasing plans for full plan implementation. It is extremely important in organizing for implementation that processes for decision-making and negotiating be streamlined and simplified. It is also important that an implementation process creates effective public-private partnerships or joint ventures, and that key partnerships with state and federal representatives and technical staff are established in the early stages of implementation. 'eft Understanding that final decision-making on funding and public policy rests with the City Council, the plan recommends the creation of a project management team (PMT) to manage the many details of project implementation as well as to advise and recommend to the Council specific implementation actions . . _ • rk. The future of Downtown Elgin is strongly linked both physically and economically to the river that runs through its center. The Elgin Riverfront/Center City Master Plan synthesizes a broad range of analysis and public input to establish a clear vision and direction that integrates the strength and beauty of the Fox River with a revitalized Center City. Elgin Riverfront Potential Pilot Projects March 6,2000 The pilot project(s) for the riverfront is an important first step in the implementation of not only the Riverfront Master Plan,but the reestablishment of the Elgin Center City as the focal point and premier destination for the community and the region. It is important that the first project not only captivate the attention of everyone enjoying a visit to Elgin, but that it also serves as a stimulus for the economic rejuvenation of the City Center. Choosing a pilot project means selecting a project that meets as many, or the most high priority, of the following criteria as possible: • Location - Location in or adjacent to the City Center will yield the best 'spin off' benefits, creating more value in adjacent parcels, making them more attractive for upgrading or redevelopment. • Stimulus—The ability for a project to cause, or prepare an adjacent parcel for redevelopment sooner, or for a higher overall use makes the project more desirable. Those projects that solve the most problems, or stimulate the most interest in the adjacent parcels have higher value as pilot projects. • Synergy—The ability for a combination or sequence of projects together to more effectively spur the redevelopment of adjacent areas. The more subsequent 'dominos' a project will likely cause to fall makes the project more valuable. • Time/Schedule— Some pilot projects by their location, or current uses that need to be relocated, have a longer time frame for execution. Certain projects need to occur before other projects. Brownfield sites and sites in the floodplain generally require more study and review time for site analysis, design, permit application and regulatory agency approval. • Connectivity—Projects which provide critical links to existing facilities generally create more value than those which are establishing the first phase of an overall project. • Visual Impact—Some projects may provide important pieces in the overall plan, but are not as visible, aesthetic or of the grand scale as others. Pilot projects should capture the attention and the imagination of everyone involved. Eight potential pilot projects are listed below. This high profile space overlooking the river and the City could serve as the City's official Veterans Park,and display the items currently located in the north end of Festival Park. Benefits • Completes the entryway into the city from Route 31. • Parking could also serve those who want to visit Foundry Park. • Park would serve as a trailhead,and Phase I of the west bank path. Positives • City owns the land. • Shows intent for progress on the west side. • High profile location for vehicular and train traffic. • Creates an official home for a Veterans Memorial,while freeing up redevelopment of Festival Park as an active recreational space. • No state or federal permits are required. Construction could start this fall. Negatives • May be perceived as another underused park space,like Foundry Park—or with parking lot may increase the accessibility and use of Foundry Park. • Project is not on the river,nor near the City Core. Scope Complete redevelopment of the Riverside Drive right-of-way and adjacent parking deck into an urban riverfront plaza. Benefits • Creates a large urban park,directly adjacent to the downtown retail core on Grove Avenue. • Creates a safer stretch of County Bike Path,with a trailhead. • Serves as a tool to redevelop the adjacent buildings,as well as the addition of new buildings on empty parcels. Positives • The City owns the site. • There is huge public support for the project. • The project is a high-profile site. Negatives • Existing parking must be relocated. • A review process for permits could delay a 2000 construction start. • Structural integrity of deck piers is unknown at this time • Construction over the Fox River will be expensive,due to access,potential dewatering and sediment control. Scope A cantilevered observation plaza over the dam,with adjacent slope plantings,with a link to the Kane County bike path and Kimball Street. Benefits • Completes the repairs of the dam,the surrounding area is in need of restoration. • Creates a safer place to observe the Fox River and the dam. • Repairs the slope adjacent to the river with regrading and appropriate shoreline plantings. Positives • The area is a high profile site.Part of the Kimball Avenue gateway into the Center City. • The plaza could serve as the location of the Pioneer Memorial Sculpture—the dam is an important feature in the early history of Elgin. Negatives • The city owns only a small parcel of the overall site. • Project is best complete in conjunction with an underpass at Kimball Street,and therefore the new Library site. Scope An underpass,20' feet wide to safely accommodate the traffic of the Kane County Bike Path,and pedestrian users. Two small gateway structure on top of the underpass along sidewalks of Kimball Street serve as overlooks,and contain signage and maps relating to the Center City and specifically the Civic and Cultural Campus. Benefits • Provides a safe crossing for path users,as well as those using the new library, located north of Kimball Street. • The structures atop the underpasses serve to reinforce architecturally the area's significance as a gateway to the Civic and Cultural Campus. Positives • The safety,ease of wayfinding and convenience of path user would all be improved. • The area is a high-profile site. Many people outside of Elgin use the County Bike Path. Negatives • The city does not own the property,except for a small parcel south of Kimball Street. • Construction of the underpass will have to be coordinated with the construction of the new Gail Borden Library,in site plan,access and timing. • The trail would not continue along the river until the Public Works Facility is relocated. A temporary path back up to the sidewalk on Kimball Street would have to be developed. • Traffic along Kimball Street will probably be impacted during construction. Scope A riverfront path/Riverwalk Promenade in conjunction with riverbank slope stabilization and revegetation. The Promenade portion of the path would be highly amenitized with lighting, benches, landscaping. The remaining would receive a lower amount of amenities,but the full slope stabilization and landscape treatments. Benefits • Stabilization of the shoreline and adjacent Metra rail lines. • Phase one of the Center City Riverwalk on the West Bank. • Improves the view to the west bank from the Grand Victoria,Festival Park and the Riverside Deck. Positives • Solves many structural,functional and aesthetic issues in one project. • The City owns the property. • Shows commitment to the west side of Center City. Negatives • Permitting could delay the project beyond 2000. • Construction near the rail lines and in the Fox River will be expensive,due to access constraints,dewatering and required sediment control. Scope The reinstallation of a roadway through the Brook Street Corridor complete with streetscape and pedestrian amenities. The redevelopment of the current plaza into an enhanced public open space, or an ice rink facility with climate-controlled ice. Benefits • The project opens up the area to vehicular traffic for more visibility and another drop-off option for the Hemmens and City Hall. It would also help to link the new Recreation Center to the downtown. • An ice rink with quality ice would provide a downtown draw for the winter and Christmas Shopping seasons. • The rink area could be used for Hemmens programs during the warm months or as an in-line skating facility. Positives • The City owns most of the land,except the area directly east of the Appellate Court. • Construction would nicely coincide with the building of the Recreation Center. • No state or federal permits are required. Construction could start this fall. Negatives • The project is not on the river. • The project is not in the City Core,but its close. Funding Available • The Park District could be a partner in the project.
