AN ORDINANCE
AMENDING THE PAY PLAN FOR PART TIME AND SEASONAL EMPLOYEES
OF THE CITY OF ELGIN
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Section 1 of Ordinance No. G1-99 passed
January 13, 1999 be and is hereby amended by deleting from the
listing of Single Rate Positions "Systems Engineer" .
Section 2 . That all ordinances in conflict with the
provisions of this ordinance are hereby repealed.
Section 3 . That this ordinance shall be in full force
and effect from and after its passage in the manner provided
by law.

Subject : System Engineer Position in MIS
PURPOSE
The purpose of this memorandum is to request Mayor and City
Council approval to merge two part-time network system
engineer positions into one full time position.
BACKGROUND
With the recent resignation of our part-time system engineer,
we now have two vacant part-time system engineer positions in
the MIS Department . These two part time positions were, at
one time, one full-time position. The full time position was
r divided into two part-time positions back in 1995 because of
unique circumstances. For the last several years, one
employee has been filling both part time positions and, in
effect, working full-time hours with none of the full time
benefits . It would be in the best interest and benefit to the
City to have one full-time network system engineer on staff .
One individual could better provide complete user support and
project continuity. Furthermore, there would be no difference
in the overall salary or benefits as compared to the original
budgeted position. Given our hiring experience over the past
24 months for MIS-type positions, it has been extremely
difficult to fill one full-time position let alone two
part-time positions .

1) Approve the requested position change .

RECOMMENDATION
The recommendation is to approve the requested change to the
