COUNTY OF KANE ) CERTIFICATE I, Dolonna Mecum, certify that I am the duly appointed and acting municipal clerk of the City of Elgin, Cook and Kane Counties, Illinois. I further certify that on November 18, 1998, the Corporate Authorities of such municipality passed and approved Ordinance No. T17-98, entitled An Ordinance Adopting the 1998 Budget in Lieu of Passage of an Appropriation Ordinance, which provided by its terms that it should be published in pamphlet form. The pamphlet form of Ordinance No. T17-98, including the Ordinance and a cover sheet thereof, was prepared, and a copy of such Ordinance was posted in the municipal building, commencing on November 20, 1998, and continuing for at least ten days thereafter. Copies of such Ordinance were also available for public inspection upon request in the office of the municipal clerk. DATED at Elgin, Illinois, on November 20, 1998. / LL- Municipal Clerk (SEAL) Ordinance No. T17-98 AN ORDINANCE ADOPTING THE 1999 BUDGET IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE WHEREAS, the City Council of the City of Elgin has pro- vided for the preparation and adoption of an annual budget in lieu of passage of an appropriation ordinance for the fiscal year 1999 ; and WHEREAS, a tentative annual budget has been prepared, notice given and a tentative annual budget made available for inspection for at least seven days; and WHEREAS, the City Council of the City of Elgin, Illinois, has examined said annual budget and has heard all persons appearing and desiring to be heard concerning said annual budget. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 .
