G96-98 (2) Ordinance No. G96-98 AN ORDINANCE AMENDING CERTAIN TRAFFIC AND PARKING RESTRICTIONS WITHIN THE CITY OF ELGIN BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . That Title 11, Chapter 11 . 32 of the Elgin Municipal Code, 1976 , as amended, be and is hereby further amended by adding to the list of stop intersections under Section 11 . 32 . 030 the following: Royal Boulevard. All vehicles being operated on Royal Boulevard must stop at Clearwater Way before crossing or entering the same. Royal Boulevard. All vehicles being operated on Royal Boulevard must stop at Valley Creek Drive before crossing or entering the same. Section 2 . Intentionally Omitted. Section 3 . This area has a history of traffic and safety concerns which dates back several years. The intensity and anxiety of school officials, officers and members of the PTO, as well as area residents concerning the safety of children walking to and from school has been heightened with the opening of the new school. Prior to the opening of this school, neighborhood students were bussed to and from other school(s). Therefore, this is the first time these students will be required to walk to and from school. Pavia-Marting & Co. (PMC) was requested by the Neighborhood Services Committee to review the concerns of all of the above named parties associated with the opening of the new school. Pursuant to that directive, we have completed our analysis of the related concerns and are pleased to present our findings, conclusions and recommendations herein. We wish to acknowledge the cooperation and invaluable input from Sgt. Shergold, Officer Genz and Mr. Herb Klunk of the Elgin Police Department; Mr. Dave Osborne and Mr. Tom Migatz of the City of Elgin Department of Public Works; Ms. Karen Carlson, Creekside Elementary School Principal; Ms. Sharon Schuman, Co-President of the Creekside Elementary School PTO; and the many area residents who provided additional insight into the problems. One such resident was Ms. Donna Saurbaugh who resides at 2001 Valley Creek Drive (southeast corner of Royal Blvd and Valley Creek Drive). Ms. Saurbaugh submitted a letter of concern via certified mail to the City on February 14, 1996. (Refer to Attachment 1). Her letter reflects the thoughts and concerns of other area residents to whom we spoke with. SUMMARY OF RECOMMENDATIONS This report sets forth in graphic detail, traffic and pedestrian operations throughout this neighborhood during a two week period beginning October 5, 1998 and ending October 16, 1998. In summary, school adult crossing guards are justified for the intersection of Royal Blvd and Valley Creek Drive / Clearwater Way; and, Valley Creek Drive and Airlite Street. A four-way STOP is justified for the intersection of Royal Blvd and Valley Creek Drive/Clearwater Way. In addition,the report sets forth a number of traffic control signage modifications, including additional speed limit signs, along with tree trimming and/or removal throughout the neighborhood to further enhance pedestrian safety. 1 CHAPTER 1 CREEKSIDE ELEMENTARY SCHOOL Study Area Limits The Creekside Elementary School is located along the northeast side of Airlite Street (just east of Valley Creek Drive and south of Royal Blvd. (Refer to Exhibit 1 - Project Study Area). Due to the concerns and magnitude of the problem as discussed in the Introduction, the scope of our investigations included all of Royal Blvd between McLean Blvd and Randall Road; Valley Creek Drive between Royal Blvd and Lyle Avenue; and, Airlite Street between Valley Creek Drive and Wood Ridge Court. School Operations The Creekside Elementary School officially opened on August 26, 1998 and currently has an enrollment of 480 students ranging from Kindergarten through the sixth grades. Normal school hours are 8:30am to 2:30pm. The school services the subdivisions of Eagle Heights, Valley Creek, Highland Springs and Mill Creek. Approximately 70 students are bussed via one large school bus and six special education school buses. The remainder of the students either walk or are dropped-off and picked-up by parents. Established Walking Routes As part of the School Operations Plan prepared by school officials (refer to Attachment 2), the following recommendation for walking students is included: "All students living north of Royal Blvd are to walk to the intersection of Royal and Valley Creek Drive to be crossed by the crossing guard. Under no circumstances should they cross Royal Blvd at any other intersection. This will be the safest location for them to cross because of the crossing guard. Students south of Royal Blvd should walk towards the intersection of Valley Creek Drive and Lyle Avenue and cross with the crossing guard. We do not want students crossing north/south on Airlite and Lyle at the four way stop. We ask that they continue heading west on Lyle until they come to the next intersection at Valley Creek Drive". Drop-off and Pick-up Operations Strict guidelines for parents dropping-off and picking-up children have also been put in place by school officials and is also detailed in Attachment 2. 2 Request for Adult Crossing Guards A crossing guard placement evaluation form was submitted to the City on March 10, 1998, prepared by the school Principal, Ms. Carlson. (Refer to Attachment 3). Adult crossing guards were requested for the intersections of Royal Blvd and Valley Creek Drive / Clearwater Way; and, Lyle Avenue and Valley Creek Drive. An adult crossing guard has been assigned and now supervises crossings at the intersection of Royal Blvd and Valley Creek Drive/ Clearwater Way. An evaluation of the need for an adult crossing guard at the intersection of Lyle Avenue and Valley Creek Drive is included within this report and is not recommended at this time. Request Concerning Additional Safety Measures On March 13, 1998, a letter from Ms. Carlson expressing additional safety concerns was sent to Officer Genz of the Elgin Police Department. (Refer to Attachment 4). In summary, a four-way STOP was requested for the intersection of Royal Blvd and Valley Creek Drive; school speed zones signs were requested to be posted throughout the subdivision; and, no parking signs were requested to be posted along the south side of Airlite Street between the hours of 8:00am to 3:00pm. School speed zone signs have been posted throughout the area and No Parking 8:00am to 3:00pm signs have been posted along both sides of Airlite Street. The evaluation for a four-way STOP at the intersection of Royal Blvd and Valley Creek Drive / Clearwater Way is included within this report and was found to be justified. Request for Additional Adult Crossing Supervision On August 26, 1998, a request for an additional adult crossing guard was submitted by Ms. Carlson for the intersection of Valley Creek Drive and Airlite Street. (Refer to Attachment 5). An evaluation of the need for an adult crossing guard at the intersection of Valley Creek Drive and Airlite Street is included within this report and is justified. Request to Neighborhood Services Committee On September 8, 1998, Ms. Carlson submitted a letter to the Neighborhood Services Committee (refer to Attachment 6) in reference to a tree blocking the vision of the STOP sign for southbound traffic on Valley Creek Drive at Airlite Street; and, a request for painted crosswalks on Valley Creek Drive at Airlite Street. The lower branches of the tree blocking the vision of the STOP sign were trimmed and crosswalks were painted on the pavements of Valley Creek Drive and Airlite Street. Vision of this STOP sign is still partially obscured by the trunk of the aforementioned tree and is recommended to be removed. Letter of Concern from Creekside Elementary School PTO A letter dated September 9, 1998 (refer to Attachment 7) was submitted to Sgt. Shergold of the Elgin Police Department from Ms. Sharon Schuman, Co-President of the Creekside 3 Elementary School PTO requesting a four-way STOP at the intersection of Royal Blvd and Valley Creek Drive / Clearwater Way. Copies of the letter were also presented to the p Neighborhood Services Committee, Police Chief, City Manager, Mayor and all members of the City Council. As previously indicated, the four-way STOP is justified. 116 I op 16 IP 4 CHAPTER 2 TRAFFIC OPERATIONS - ANALYSIS AND RECOMMENDATIONS - ROYAL BLVD The volume and speed of traffic along Royal Blvd are the primary areas of concern to school officials, PTO officials and neighborhood residents as related to pedestrian safety. We therefore undertook an in-depth analysis of traffic operations and existing signage 'v along this roadway. Physical Inventory Royal Blvd is approximately 1.300 miles in length between McLean Blvd and Randall Road and is 44 feet wide between faces of curbs. On-street parking is provided along both sides of the roadway, however, usage of the available parking is minimum. White stripes have been painted along both sides of the roadway to delineate the parking lanes and discourage speeding by providing one 11 .5 foot wide travel lane in each direction. School • crosswalks have been painted across the east leg of Royal Blvd at Valley Creek Drive / Clearwater Way; and, the north leg of Clearwater Way at Royal Blvd. At McLean Blvd, Royal Blvd has been throat-widened to provide one westbound (inbound) lane, a combination left turn / through lane and a separate right turn lane for eastbound traffic (outbound). Eastbound and westbound traffic movements are separated by a landscaped median. At Randall Road, McLean Blvd has been throat-widened to provide one eastbound (inbound) lane, a separate left turn lane and a combination through and right turn lane for westbound traffic (outbound). Eastbound and westbound traffic movements are separated by a landscaped median. Existing Traffic Volumes w Royal Blvd has been constructed and serves as a major east / west collector street. The east leg of Royal Blvd at Valley Creek Drive / Clearwater Way carries an average daily traffic (ADT) volume of 9,850 vehicles per day and the west leg carries an ADT of 6,540 vehicles per day. Existing Traffic Control The intersections of Royal Blvd at McLean Blvd and Randall Road are controlled by traffic signals. The intersection of Royal Blvd and Lyle Avenue is controlled by four-way STOP signs. All other intersecting streets with Royal Blvd are controlled by STOP signs on the intersecting streets. Existing traffic signage is shown in Exhibit 2 - Existing Traffic Control - Royal Blvd and described as follows: 5 i I Royal Blvd - North Side of Street for Westbound Traffic I : 1) Speed Limit 30 sign (18"x 24") located 145 feet west of Carol Avenue. Sign is too small and located 1,095 feet west of McLean Blvd. (Should be closer). 2) Speed Limit 30 sign (24" x 30") located 494 feet west of Ruth Drive (at eastern edge of Tyler Creek). Sign is located in a curve, badly worn—faded and vision is partially obstructed by a large tree. Distance between first and second Speed Limit sign is 1,009 feet. rt 3) School Advance sign (30" x 30") located 349 feet east of school crosswalk on Royal Blvd at Valley Creek Drive / Clearwater Way. 4) School Speed Limit 20 MPH sign (24" x 48") located 195 feet east of school crosswalk. 5) School Crosswalk sign (30" x 30") located 56 feet east of school crosswalk. 6) End School Zone sign (24" x 30") located 368 feet west of school crosswalk. 7) Speed Limit 30 sign (18" x 24") located 278 feet west of Lyle Avenue. Distance between first and second Speed Limit sign is 3,142 feet. 3) School Advance sign (30" x 30") located 354 feet west of school crosswalk on Royal Blvd at Valley Creek Drive / Clearwater Way. 4) School Speed Limit 20 MPH sign (24" x 48") located 274 feet west of school crosswalk. 5) School Crosswalk sign (30" x 30") located 50 feet west of school crosswalk is obscured by trees. 6) End School Zone sign (24" x 30") located 349 feet east of school crosswalk 6 is partially obscured by trees. 7) Speed Limit 30 sign (18" x 24") located 250 feet west of Ruth Drive. Sign is too small. Distance between second and third Speed Limit sign is 1 ,607 feet. 8) Speed Limit 30 sign (18" x 24") located 145 east of Carol Avenue. Sign is too small. Distance between third and fourth Speed Limit sign is 1,094 feet. Existing Travel Speeds Neighborhood residents are concerned about the prevailing travel speeds of traffic along Royal Blvd. The prevailing travel speed is that speed at which a motorist will travel through the area under uninterrupted conditions and does not include speeds of vehicles entering or exiting side streets and/or driveways. To address this issue from the perspective of the neighborhood residents, a speed study was conducted using a concealed radar unit on Royal Blvd in the vicinity of Valley Creek Drive / Clearwater Way. (Refer to Exhibit 3 - Speed Limit Study). The study was conducted on Tuesday, October 13, 1998 between the hours of 3:35pm to 5:15pm. In summary, the prevailing speed of 379 vehicles were recorded. The speeds ranged between 27 miles per hour to 46 miles per hour. (Refer to Exhibit 3A - Travel Speed Summary). The 85th percentile speed was 39.00 miles per hour for eastbound travel and 37.00 miles per hour for westbound travel. Motorists travel this roadway as if it were posted as a forty mile per hour speed limit. The average travel speed for eastbound vehicles was 35.04 miles per hour and 33.66 miles per hour for westbound travel. Three hundred and twenty-seven (327)vehicles (86%)of the recorded travel speeds were in violation of the thirty mile per hour speed limit. One hundred and ninety-six (196) vehicles (52%) exceeded the speed limit between one to five miles per hour. Travel speeds in this range are generally acceptable to the neighborhood residents. One hundred and eight (108)vehicles (28%)exceeded the speed limit between six to ten miles per hour; and, 23 vehicles (6%) exceeded the speed limit between eleven to sixteen miles per hour. It is the travel speeds in the range of seven to sixteen miles per hour over the limit-25% of the total traffic, that concerns residents the most. Based on the existing geometries of the roadway, it is our opinion that the above-stated travel speeds are present throughout the day and are a constant threat to the residential tranquility of this neighborhood. Recommended Signage Modifications - Royal Blvd The recommended Signage Plan for Royal Blvd is shown in Exhibit 4 and can be accomplished by the following: 7 Royal Blvd - North Side of Street for Westbound Traffic 1) Install a new Speed Limit 30 sign (24" x 30") 129 feet west of McLean Blvd. 2) Replace the existing Speed Limit 30 sign (18" x 24") located 145 west of Carol Avenue with a 24" x 30" Speed Limit sign for higher visibility. 3) Install a new Speed Limit 30 sign (24" x 30") 225 feet west of Ruth Drive. 4) Remove the existing Speed Limit 30 sign located 494 feet west of Ruth Drive (at the eastern edge of Tyler Creek). 5) Replace the existing yellow 30" x 30" School Advance sign located 349 east of school crosswalk on Royal Blvd at Valley Creek Drive / Clearwater Way with a new 36" x 36" fluorescent yellow green School Advance sign for higher visibility. 6) The existing School Speed Limit 20 MPH sign (24" x 48") located 195 east of school crosswalk is to remain in place. 7) The existing yellow School Crosswalk sign located 56 feet east of the school crosswalk is to be removed. A STOP sign for westbound traffic is to be installed on the east approach of Royal Blvd. The new STOP sign negates the need for the School Crosswalk sign. 8) Install a new Speed Limit 30 sign (24" x 30") 274 feet west of school crosswalk. 9) Remove the existing End School Zone sign located 368 feet west of school crosswalk. 10) Install a new Speed Limit 30 sign (24" x 30") 35 feet west of Lyle Avenue. 11) Remove the existing Speed Limit 30 sign located 278 feet west of Lyle Avenue. 12) Install a new Speed Limit 30 sign (24" x 30") 50 feet west of Fletcher Drive. 13) Install a new Speed Limit 30 sign (24" x 30") 768 feet west of Fletcher Drive. 14) The existing Traffic Signal Ahead symbol sign located 377 feet east of Randall Road is to remain in place. 8 I Royal Blvd - South Side of Street for Eastbound Traffic 1) Replace the existing Speed Limit 30 sign located 170 feet east of Randall Road with a new 24" x 30" Speed Limit sign. 2) Install a new Speed Limit 30 sign (24" x 30") 60 feet east of Valley Creek I I Drive. 3) Install a new Speed Limit 30 sign (24"x 30") 100 feet east of Colorado Drive. 0 4) Install a new Speed Limit 30 sign (24" x 30") 182 feet east of Lyle Avenue. 5) Remove the existing Speed Limit 30 sign located 484 feet east of Lyle Avenue. 6- 6) Replace the existing yellow 30"x 30" School Advance sign located 354 west 1111of the school crosswalk on Royal Blvd at Valley Creek Drive / Clearwater Way with a new 36" x 36"fluorescent yellow green School Advance sign for higher visibility. 7) The existing School Speed Limit 20 MPH sign (24" x 48") located 274 feet west of school crosswalk is to remain in place. 8) The existing School Crosswalk sign located 50 feet west of the school crosswalk is to be removed. A STOP sign for eastbound traffic is to be • R installed on the west approach of Royal Blvd (near the curb line)and negates the need for the School Crosswalk sign. 9) The existing End School Zone sign located 349 feet east of the school crosswalk is to be relocated to a point 195 feet east of the school crosswalk. 10) Replace the existing 18" x 24" Speed Limit 30 sign located 250 feet west of Ruth Drive with a 24" 30" Speed Limit sign for higher visibility. 11) Install a new Speed Limit 30 sign (24" x 30") 145 feet west of Carol Avenue. 12) Remove the existing Speed Limit sign located 145 east of Carol Avenue. The proposed sign locations were selected to provide the highest visibility possible given the location of trees planted in the parkway. No additional trimming or removal of trees along Royal Blvd appears to be necessary with the new sign placements. However, during the sign replacement program, it is recommended that Mr. Osborne and/or Mr. Migatz verify the visibility of all signs and modify the field locations if necessary. Additional speed limit signs (24" x 30") have been recommended to be posted in hi 9 accordance with the State Policy On Establishing and Posting Speed Limits. It should be noted, however, that the Statutory speed limit of 30 miles per hour is applicable to Royal Blvd with, or without, speed limit signs posted. Based on the speeding problem as previously defined, speed limit signs are necessary to advise motorists of the 30 mile per hour limit. It is recommended that enforcement of the thirty mile per hour speed limit be undertaken, to the extent possible, once the new speed'limit signs are in place. Based on the results of the speed limit study, we have verified that the existing thirty mile per hour speed limit along Royal Blvd is the legal and proper speed limit for this roadway. 10 CHAPTER 3 TRAFFIC OPERATIONS - ANALYSIS AND RECOMMENDATIONS - VALLEY CREEK DRIVE Physical Inventory Valley Creek Drive between Royal Blvd and Lyle Avenue is 36 feet wide between faces of curbs. On-street parking is permitted along both sides of the roadway. A School crosswalk has been painted across the south leg of Valley Creek Drive at Airlite Street. Existing Traffic Volumes For purposes of this study, 24 four hour machine traffic counts provided by the City of Elgin Department of Public Works and supplemented with counts by PMC, indicates a total daily traffic volume of 5,730 vehicles per day along this roadway. Existing Traffic Control Valley Creek Drive / Clearwater Way are controlled by STOP signs it's intersection with Royal Blvd. The intersection of Valley Creek Drive and Airlite Street is a three-way STOP controlled intersection. The intersection of Valley Creek Drive and Lyle Avenue is a four- way STOP controlled intersection. All other intersecting streets with Valley Creek Drive are controlled by STOP signs on the intersecting streets. Existing traffic signage is shown in Exhibit 5 - Existing Traffic Control - Valley Creek Drive and described as follows: Valley Creek Drive - East Side of Street for Northbound Traffic 1) School Advance sign (30"x 30") located 306 feet south of school crosswalk. 2) School Speed Limit 20 MPH sign (24"x 48") located 218 feet south of school crosswalk is obscured by three crab apple trees planted in the parkway. 3) School Speed Limit 20 MPH sign (24" x 48") located 306 feet north of Airlite Street. Valley Creek Drive - West Side of Street for Southbound Traffic 1) School Speed Limit 20 MPH sign (24" x 48") located 40 feet south of Royal Blvd. 2) Speed Limit 30 sign (18" x 24") located 12 feet north of Canyon Lane. (This sign is located within the School Zone 20 MPH area and is not permissible). 3) School Speed Limit 20 MPH sign (24" x 48") located 182 feet south of 11 ICanyon Lane. I4) School Advance sign (30" x 30") located 264 feet north of school crosswalk. 5) STOP sign located on the north approach of Valley Creek Drive at Airlite Street. The vision of this STOP sign is partially obscured by a tree located approximately 10 feet in front of the sign. The lower branches have been trimmed, however, sight distance of the sign remains a problem. t• 6) End School Zone sign (24" x 30") located 10 feet north of Canyon Lane. 7) Stop Ahead sign (30" x 30") located 39 feet south of Canyon Lane. Recommended Signage Modifications - Valley Creek Drive The recommended Signage Plan for Valley Creek Drive is shown in Exhibit 6 and can be I accomplished by the following: Valley Creek Drive - East Side of Street for Northbound Traffic 1 ) The existing School Advance sign located 306 feet south of school crosswalk is to remain in place. 2) The existing School Speed Limit 20 MPH sign located 218 feet south of p school crosswalk is to remain in place. Three crab apple trees planted in the parkway restrict the vision of this sign to northbound motorists. There is no alternative location for the Speed Limit 20 MPH sign. The crab apple trees will have be trimmed to a height of 10 feet from the ground surface (as per City Ordinance), or else, removed. 3) The existing School Speed Limit 20 MPH sign located 306 feet north of Airlite Street is to remain in place. 4) Install a new School Speed Limit 20 MPH sign (24" x 48") 583 feet north of Airlite Street. (277 feet north of School Speed Limit 20 MPH sign referenced in item 3). School speed limit zones over 500 feet in length require additional School Speed Limit 20 MPH signs. • r Valley Creek Drive - West Side of Street for Southbound Traffic 1) The existing School Speed Limit 20 MPH sign located 40 feet south of Royal • p Blvd is to remain in place. 2) Remove the existing Speed Limit 30 sign located 12 feet north of Canyon Lane. Regulatory speed limit signs are not allowed within school zone speed ▪ p 12 limit areas as they present conflicting speed limit messages to motorists. 3) Relocate the existing School Speed Limit 20 MPH sign from 182 feet south of Canyon Lane to 306 feet north of school crosswalk (opposite School Speed Limit 20 MPH for southbound traffic). 4) Remove the existing School Advance sign located 264 feet north of school crosswalk. (Not needed). 5) Remove the existing tree located 15 feet north of the STOP sign on the north approach of Valley Creek Drive as it blocks the vision of the STOP sign. (This tree has been trimmed, however, the diameter of the trunk of the tree prevents clear vision of the STOP sign). 6) The existing End School Zone sign located 10 feet north of Canyon Lane is to remain in place. 7) The existing Stop Ahead sign located 39 feet south of Canyon Lane is to remain in place. I ' 13 CHAPTER 4 TRAFFIC OPERATIONS - ANALYSIS AND RECOMMENDATIONS - AIRLITE STREET Physical Inventory Airlite Street between Valley Creek Drive and Wood Ridge Court is 34 feet wide between faces of curbs and serves as the primary route for ingress and egress for the school. At the request of the Creekside Elementary School Principal, Ms. Carlson, No Parking 8:00am to 3:00pm signs have been posted along both sides of the roadway. Multiple driveways 4 r serve the school area. Since students must cross these driveways, teachers and/or other school officials supervise student crossings during drop-off and/or pick-ups by vehicular traffic. Existing Traffic Control 4 p As previously indicated, the intersection of Airlite Street and Valley Creek Drive is controlled by three-way STOP signs. The only other intersecting street with Airlite Street in the immediate vicinity of the school is Wood Ridge Court which is controlled by a STOP sign on Wood Ridge Court. Existing traffic signage is shown in Exhibit 7 and described as follows: p Airlite Street - North Side of Street for Westbound Traffic 1) School Speed Limit 20 MPH sign (24" x 48") located 107 feet south of Wood Ridge Court. Airlite Street - South Side of Street for Eastbound Traffic le 1) School Speed Limit 20 MPH sign (24" x 48") located 68 feet east of Valley Creek Drive. 2) End School Zone sign located 38 feet south of Wood Ridge Court. Recommended Signage Modifications - Airlite Street P The recommended Signage Plan for Airlite Street is shown in Exhibit 8 and can be accomplished by the following: P Airlite Street - North Side of Street for Westbound Traffic 1) Replace the existing School Speed Limit 20 MPH sign located 107 feet south of Wood Ridge Court with a 30" x 30" School Advance sign. I 14 1 2) Install School Speed Limit 20 MPH sign (24" x 48") 83 feet north of Wood Ridge Court. 3) Install new School Speed Limit 20 MPH sign (24" x 48") approximately halfway between the new sign referenced in item 2 and the existing School Speed Limit 20 MPH sign located 68 feet east of Valley Creek Drive. Airlite Street - South Side of Street for Eastbound Traffic 1) The existing School Speed Limit 20 MPH sign located 68 feet east of Valley Creek Drive is to remain in place. 2) Install a new School Speed Limit 20 MPH sign (24" x 48") approximately halfway between the existing sign referenced in item 1 and the new School Speed Limit 20 MPH for westbound traffic located 83 feet north of Wood Ridge Court. 3) The existing End School Zone sign located 38 feet south of Wood Ridge Court is to remain in place. 1 1 ' 15 ' CHAPTER 5 ' PEDESTRIAN STUDIES Intersection of Royal Blvd and Valley Creek Drive / Clearwater Way A crossing study was conducted at the intersection of Royal Blvd and Valley Creek Drive / Clearwater Way on Tuesday, October 6, 1998 between the hours of 7:47am to 8:26am. This intersection is controlled with STOP signs on the north leg of Clearwater Way and the south leg of Valley Creek Drive. School crosswalks have been painted across the north k leg of Clearwater Way and the east leg of Royal Blvd. A light rainfall was occurring during the time of the crossing study. A total of 68 student crossings occurred during the study period. (Refer to Exhibit 9 - Turning Movement Summary Diagram). Twenty students crossed the north leg of Clearwater Way, 6 students crossed the south leg of Valley Creek Drive and 42 students crossed the east leg of Royal Blvd. Based on a conversation with R the adult crossing guard, the number of students crossing during this period was approximately one-half the number that usually cross. Generally 75 to 80 students cross the east leg of Royal Blvd. I During the crossing period, 499 vehicles entered the intersection from all four approaches; w 30 from the north approach of Clearwater Way, 118 from the south approach of Valley Creek Drive, 199 from the east approach of Royal Blvd, and 152 from the west approach of Royal Blvd. Forty-four gaps in traffic were observed during the crossing period. The shortest gap was three seconds and the longest gap was 15 seconds. No single gap was adequate for students to safely cross Royal Blvd. The adult crossing guard controlled the situation very well and appeared to be well-trained. We do have a concern that vehicles would often pass on the right side of a westbound vehicle stopped on Royal Blvd waiting to make a left-hand turn to travel southbound on Valley Creek Drive. The placement of red I IP traffic cones at the crosswalk between the north curb line of Royal Blvd and the painted white stripe along the north side of Royal Blvd can eliminate this maneuver. Three red cones (large) have been provided to the crossing guard. II It is recommended that the adult crossing guard be retained to supervise crossings at this intersection. i mi, Intersection of Valley Creek Drive and Airlite Street "° A crossing study was conducted at the intersection of Valley Creek Drive and Airlite Street on Tuesday, October 6, 1998 between the hours of 2:25pm to 2:39pm. This intersection is controlled by a three-way STOP condition. School crosswalks have been painted across the pavement on the east leg of Airlite Street and the north leg of Valley Creek Drive. A light rainfall was occurring during the time of the crossing study. A total of 58 student crossings occurred during the study period. (Refer to Exhibit 10 - Turning Movement Summary Diagram). Forty-three (43) students crossed the east leg of Airlite p 16 Street, 13 students crossed the north leg of Valley Creek Drive and 2 students crossed the south leg of Valley Creek Drive. Crossings are supervised by school patrol who stand on the northeast corner of the intersection. There were no gaps in traffic as vehicles were constantly arriving to pick up students or departing after picking up students. During the crossing period, 132 vehicles entered the intersection from all three approaches; 71 from the east approach of Airlite Street, 36 from the north approach of Valley Creek Drive and 25 from the south approach of Valley Creek Drive. We observed IIP no less than three near collisions involving a westbound Airlite Street left turning vehicle entering the intersection after stopping, and a southbound Valley Creek Drive vehicle who disregarded the STOP sign. We revisited this intersection on Tuesday, October 14, 1998 when the weather was clear ip and sunny. The number of crossings were approximately the same-56 as compared to 58 on the rainy day. Traffic congestion was present throughout the second study as it was in the first study and a significant number of southbound Valley Creek vehicles continued P to disregard the STOP sign. Due to the traffic congestion, number of students crossings, lack of adequate gaps in traffic and the concern over disregard of the STOP sign for southbound traffic, an adult crossing guard is recommended for this intersection. Intersection of Valley Creek Drive and Lyle Avenue 4 p A crossing study was conducted at the intersection of Valley Creek Drive and Lyle Avenue on Monday, October 5, 1998 between the hours of 2:30pm to 2:42pm. This intersection is controlled by STOP signs on all four corners. Pedestrian crosswalks have been painted across all four legs of the intersection. The weather was clear and sunny during the study. A total of 69 student crossings occurred during the study period. (Refer to Exhibit 11 - Turning Movement Summary Diagram). Student crossings are supervised by school patrols who stand on the corners. Fourteen (14) students crossed the northeast leg of Valley Creek Drive, 5 students crossed the southwest leg of Valley Creek Drive, 28 students crossed the southeast leg of Lyle Avenue and 22 students crossed the northwest leg of Lyle Avenue. During the crossing period, 119 vehicles entered the intersection from all four approaches; 42 from the northeast approach of Valley Creek Drive, 10 from the southwest approach of Valley Creek Drive, 40 from the southeast approach of Lyle Avenue and 27 from the northwest approach of Lyle Avenue. There were 10 gaps in traffic ranging from a low of 4 seconds to a high of 16 seconds. Traffic appeared to be orderly, aware of the presence of children and obeyed the STOP signs. Conversations with the school patrol indicated p no problems associated with the behavior of children or of vehicles. An adult crossing guard is not recommended for this intersection at this time. However, it is recommended that School Advance signs be place on the northwest and southeast P 17 approaches of Lyle Avenue; and, on the southwest approach of Valley Creek Drive approximately 150 feet in advance of the pedestrian crosswalks. Some tree trimming may Po be needed to enhance visibility of the signs. Periodic monitoring of the crossing operations by the Police Department is recommended. ■ 110, p p p p I r p r r I p r 18 CHAPTER 6 ' 4-WAY STOP ANALYSIS INTERSECTION OF ROYAL BLVD AND VALLEY CREEK DRIVE / CLEARWATER WAY Legal Aspects of Four-way STOP Controlled Intersections School officials, PTO officials and area neighborhood residents have requested a four-way STOP be implemented at the intersection of Royal Blvd and Valley Creek Drive / Clearwater Way out of concern for the safety of children and for the purpose of slowing traffic down. Due to legal constraints, neither of the above listed reasons provide legal I is justification for a four-way STOP controlled intersection. A four-way STOP controlled ■ intersection must meet certain warrants as set forth in the Manual On Uniform Traffic Control Devices (MUTCD). The authority for the MUTCD is set forth in Section 625, Section 11-301 . Section 11-304 of the same Chapter mandates that municipalities meet • the prescribed warrants for a four-way STOP controlled intersection to be considered as legal and enforceable. I Based on our analysis of traffic operations at this intersection, the prescribed warrants are met to the extent that a four-way STOP is warranted and is herein recommended based on the following: Existing Traffic Volumes p Average daily traffic (ADT) volumes were provided by the City of Elgin Department of Public Works and supplemented with additional traffic counts by PMC. Based on this data, the average daily traffic volumes at the intersection of Royal Blvd and Valley Creek Drive / Clearwater Way are summarized as follows: ' Royal Blvd (East of Valley Creek Drive / Clearwater Way) = 9,850 vehicles per day Royal Blvd (West of Valley Creek Drive / Clearwater Way) = 6,540 vehicles per day Valley Creek Drive (South of Royal Blvd) = 5,730 vehicles per day Clearwater Way (North of Royal Blvd) = 740 vehicles per day Analysis The minimum vehicular volume warrants require a total of 500 vehicles per hour to enter ' the intersection from all approaches during any eight hours of an average or typical weekday. In addition, 200 vehicles and/or pedestrians are required to enter the intersection from the minor street approaches (Valley Creek Drive and Clearwater Way) for the same eight hour period. Based on the recorded traffic count data, 5,960 total vehicles entered the intersection during the highest eight hour period for an average of 745 vehicles per hour (500 vehicles ' 19 per hour required). During the same eight hour period, 1 ,583 vehicles/pedestrians entered the intersection from the minor street approaches for an average of 198 vehicles/pedestrians per hour(200 required). The eight hours which satisfied the warrant requirements were 7:00am - 9:00am; 11 :00am -12:00noon; and, 2:00pm - 7:00pm. Conclusions / Recommendations A four-way STOP is justified for the intersection of Royal Blvd and Valley Creek Drive / Clearwater Way and is herein recommended. Upon placement of the new STOP signs on Royal Blvd, mount two red flags over the upper left and right corners of all four STOP signs and leave in place for thirty days. Install 4-Way, or, All-Way plates beneath all four STOP signs. Publicize the new four-way STOP intersection via the newspaper and/or newsletter. The new STOP sign for eastbound traffic should be post mounted near the curb line of Royal Blvd for higher visibility. The ensuing investigation strongly suggested that this accident was preventable and should not have occurred. ' A summary of our six year residence reads as follows: 3 mailboxes had to be replaced; 1 parkway tree replaced; 1 man struck on a bicycle while crossing the street; 3 car accidents; 2 stop signs damaged requiring repair or replacement; yearly tire marks ' across my yard and finally the icing on the cake, a drunk in a pick up truck destroying my property (see photograph). I have taken the liberty of soliciting my neighbors help in expressing the concern and reasons for the installation of stop signs thus creating a four way stop to at least inhibit the reckless driving habits of far too many motorists. Under no circumstances should they cross Royal Blvd at any other intersection. This will be the safest location for them to cross because of the crossing guard. Students south of Royal Boulevard should walk towards the intersection of Valley Creek Drive & Lyle Avenue and cross with the crossing guard. We do not want students crossing north/south on Airlite and Lyle at the . four way stop. We ask that they continue heading west on Lyle until they come to the next intersection at Valley Creek Drive. If you have questions about the walking route please call the school office. I r We strongly recommend that you practice the recommended walking route with your child It will be helpful to determine an adequate amount of time that it will take. All rstudents need to be in line by 8:25 a.m. It is important that students be on time for school each and every day so that they do not lose out on instructional time. Students should not I r arrive any earlier than 8:10. At 8:10 there will be adult supervisors in the designated line-up areas. Please also remind your child of the usual "stranger danger" safety tips, as well as being a good neighbor and respecting people's property when walking to and I E from school. If your child is coming from Eagle Heights remind them that they are never to go near the creek when coming to and from school, they must use the side walks. r For those students who will be riding bikes, there will be bike racks available, however, bikes must be locked at all times. The school can not be responsible for the safety of the bikes. You and your child will need to decide if they are responsible enough to ride their ibike to school. Riding a bike to and from school is a privilege and students must follow all bike safety rules. In addition, bikes will need to be walked while on school property. IIfyou choose to drop off and/or pick your child up from school you will need to follow these guidelines: (See attached map) 1. There is no dropping off or picking students up along Airlite. We need to be courteous and respectful of our neighbors. You must use the west parking lot. 2. The east lot is for buses only. Those few parking spaces available in the east lot are for visitors during the day. 3. To drop off and pick up - enter the west lot at the east entrance. The parking lot is one way only. Form a single file line along the sidewalk. Please pull all the way Iforward to the end of the sidewalk so that we can fit in as many cars as possible. All students must enter and exit the car on the passenger side. Once the children have exited or entered your car, carefully pull out of the line and exit the parking lot using the ' west exit. We strongly discourage you from parking your car in the lot to wait for your child/children. Children will not be allowed to walk through the lot unaccompanied by an adult. In addition, this tends to cause further congestion and it is dangerous to have ' the children walking through the parking lot. If for some reason you need to park your car, do not park in Row A (see map). You will not be able to back up and pull out and it will disrupt the flow of traffic. ' I appreciate your�1cooperation with these guidelines. This appears to be the safest method for dropping off and picking up students. As the school year progresses we will continue to evaluate this process. r I realize that the first few days of school will be a little different with many parents wanting to see their child/children off to school. Hopefully, we will have nice weather I and most people can walk. It is always helpful to get your child in the habit of walking to and from school right from the beginning. It will also be a good opportunity for you to observe their walking route. EStudent Line-Up A map of the first and second floor has also been included identifying specific locations of the classrooms and where the children will line up beginning 8/26/98. Please bring the map with you on the night of August 19 to assist you in touring the building. Students will line up on the sidewalk or blacktop with their classes in the designated areas. We will have parent volunteers holding up teacher's name signs to assist in getting students to their correct lines. Classroom teachers will then meet their students and take them to their classrooms. Parents need to say their good-byes to their children outside. This helps ease the congestion in the hallways and makes it easier for classroom teachers to begin the day as soon as possible. We will have extra staff members at both entrances to help the children that are having difficulty separating from their parents. Remember, it is always harder on the adults than it is on the child and they are usually fine within minutes. I realize that this is a lot of information to absorb. I appreciate your explanation of the process involved in requesting crossing guards. Attached is the Crossing Guard Placement Evaluation Form for School C located in the Valley Creek subdivision. The following are additional concerns/requests that I would like to make the city aware of. These concerns/requests were generated by a group of parents at a PTO meeting. First of all, of primary concern is the need for a four-way stop sign at the intersection of Royal Blvd. and Valley Creek Dr. There will be approximately 120 children that will need to cross Royal Blvd. Royal Blvd. has become a main thoroughfare with a large volume of traffic. Even with a crossing guard at this location it will be difficult and dangerous to cross this number of children. It is also important to remember that there is a preschool site at this school. The preschool will generate additional children, ages 3 - 5 that will be walking with their older siblings. It will also be important to have school speed zones posted throughout the subdivision. Commuters in this area are not accustomed to children walking to and from school. Prior to the start of this coming school year, all children have been bused to and from their elementary school. I would appreciate any help in publicizing this information to make the surrounding community aware that children will be walking to and from school throughout Valley Creek, Eagle Heights, Millcreek and Highland Springs. The school is located at 655 Airlite. To assist with the safety of our students I would also like to request that no parking be allowed on the south side of Airlite between N. Lyle and Valley Creek Dr. from 8:00 AM- 3:00 PM on school days and no parking on the north side, directly in front of the school building. This will prevent parents from parking on the south side of the street and encouraging their children to cross the street at unsafe locations. It will also assist the school buses and parent traffic in entering and exiting the lot. Finally, I am hoping that a snow route sign will be posted on Airlite between N. Lyle and Valley Creek Dr. to ensure that the street in front of the school will be properly plowed. Thank you for your attention to these matters. The first problem is that there is a tree blocking drivers vision of the stop sign as you go south on Valley Creek Dr. Of greater concern is there is no crosswalk for children needing to cross Valley Creek Dr. There are a number of students who live on the west side of Valley Creek Dr. in the vicinity of the intersection. It is impossible to require them to walk two blocks out of their way to get to a crosswalk that would be safer. Large signs at both ends of Royal Boulevard and on Lyle Boulevard, advertisements in the local newspapers, flyers distributed to area businesses, and additional police patrols while the children walked to and from school were among the steps taken by the City of Elgin to remind motorists about the new school in the neighborhood and the presence of large numbers of children taking new routes ' to school. For its part, Creekside sent a mailing to each family during the summer, distributed flyers at an open house the week before classes began, and sent notices home with students during the first week of school. While we greatly appreciate the City's efforts,these are only temporary measures, and we remain convinced that the only long-term solution is a four-way stop sign at the intersection of Royal Boulevard and Valley Creek Drive/Clearwater Way. Before the opening of Creekside, children in the Valley Creek and Eagle Heights neighborhoods received bus service to Highland Elementary School and Illinois Park Elementary School. With the exception of special education students,these Valley Creek and Eagle Heights children from over 300 households now walk to school, at Creekside. Never before have motorists in the area needed to watch out for so many children in so many new places. In addition, approximately 130 of these cTiildren—one-third of the school's total enrollment— ' live on the north side of Royal Boulevard and must cross at the intersection with Valley Creek Drive/Clearwater Way. While there is a crossing guard at this location, given the large volume 1 • of traffic on Royal Boulevard and the hazardous nature of this intersection, we believe that it is only a matter of time before there is a serious accident involving one or more of our children. It is approximately 7/10 of a mile from the traffic light at Royal and North McLean Boulevard to the four-way stop at Royal and North Lyle Avenue. On this uninterrupted stretch of highway, many westbound motorists are unprepared to stop for the crosswalk at Valley Creek Drive/Clearwater Way, which is located at the 5/10 mile point. In addition, due to the curve in Royal Boulevard,the approaching school zone is hidden from motorists until they are just 700 111 feet from the crosswalk. Even at 300 feet from the crosswalk it can be difficult for drivers to see our children or the crossing guard because of heavy traffic, parked cars, numerous driveways, and other distractions. As a result, one must allow for longer reaction times and greater total stopping distances, even under the best weather conditions. The photographs accompanying this 4 letter were taken on the morning of Saturday, August 29,with two neighborhood children ages 8 and 11 positioned in the crosswalk, to illustrate these points. IThe situation is not much better for eastbound traffic on Royal. The crosswalk at Valley Creek Drive/Clearwater Way is approximately 2/10 of a mile from the stop sign at North Lyle Avenue, so traffic should be moving at a more moderate speed, and this section of Royal Boulevard has no curves. However, motorists must drive into the sun at the time in the morning when our children are on their way to school. Reduced visibility, combined with heavy traffic, parked sow cars, numerous driveways, and other distractions, can make it difficult for drivers to see and to stop in time. Once again, photographs are provided to illustrate these points. r When we met with the Neighborhood Services Committee on July 21, we were told that average traffic speeds on Royal Boulevard were only slightly above the posted speed of 30 miles per hour. As residents who live along and regularly drive on Royal Boulevard, we respectfully question the validity of these figures, on at least two counts. First, we believe that the emphasis should not be on the average speed, but on the upper end of the range. And second,these numbers were collected with a"speed trailer" device that both records and displays the speed of each passing motorist, and thereby encourages drivers to slow down. Using a less obvious method that does not inform drivers that they are being observed would provide a more realistic and unbiased measure of actual driving speeds. We understand that the City of Elgin must balance the need for public safety with the need to move large volumes of traffic on major streets such as Royal Boulevard. However, in this case we believe the safety of the students at Creekside Elementary School outweighs all other considerations, and that a four-way stop sign is needed at the intersection of Royal Boulevard and Valley Creek Drive/Clearwater Way before there is a tragedy involving one of our children.
