AN ORDINANCE
AMENDING TITLE 2 OF THE ELGIN MUNICIPAL CODE, 1976 ,
AS AMENDED, ENTITLED "ADMINISTRATION AND PERSONNEL"
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Section 2 . 12 . 040 entitled "Assistant City
Manager" be and is hereby added to the Elgin Municipal Code,
1976, as amended, to read as follows :
"2 . 12 . 140 ASSISTANT CITY MANAGER.
There is hereby created the office of assistant
city manager. The assistant city manager shall be
appointed by the city manager. The assistant city
manager shall have such duties as assigned by the
city manager. "
Section 2 . That Section 2 . 12 . 150 entitled "Budget and
Public Information Officer" be and is hereby added to the Elgin
Municipal Code, 1976, as amended, to read as follows :
"2 . 12 . 150 BUDGET AND PUBLIC INFORMATION OFFICER.
There is hereby created the office of budget and
public information officer. The budget and public
information officer shall be appointed by the city
manager. The budget and public information officer
shall have such duties as provided by statute and
such additional duties as assigned by the city
manager. "
Section 3 . That Section 2 . 12 . 160 entitled "Management
Assistant" be and is hereby added to the Elgin Municipal Code,
1976, as amended, to read as follows :
"2 . 12 . 160 MANAGEMENT ASSISTANT.
There is hereby created the office of management
assistant. The management assistant shall be
appointed by the city manager and shall have such
duties as assigned by the city manager. "
Section 4 . That Chapter 2 . 17 entitled "Division of Fiscal
Services" be and is hereby added to the Elgin Municipal Code,
1976 , as amended, to read as follows :
"CHAPTER 2 . 17
DIVISION OF FISCAL SERVICES
2 . 17 . 010 DIVISION OF FISCAL SERVICES CREATED.
A. There is hereby created an administrative
division of the city which shall be known as the
division of fiscal services . The division of fiscal
services shall consist of the department of finance,
department of purchasing and the department of
management information services .
B. There is hereby created the office of
fiscal services manager. The fiscal services manager
shall be appointed by the city manager. The fiscal
services manager may also simultaneously serve as the
director of the department of finance, purchasing or
management information services .
2 . 17 . 020 FISCAL SERVICES MANAGER--DUTIES .
The fiscal services manager shall be responsible
for the oversight and coordination of the operations
of the departments of finance, purchasing and
management information services and shall have such
additional duties and responsibilities as assigned by
the city manager. "
rft Section 5 . That Chapter 2 . 18 entitled "Division of
Community Development" be and is hereby added to the Elgin
Municipal Code, 1976 , as amended, to read as follows :
"CHAPTER 2 . 18
DIVISION OF COMMUNITY DEVELOPMENT
2 . 18 . 010 DIVISION OF COMMUNITY DEVELOPMENT CREATED.
A. There is hereby created an administrative
division of the city which shall be known as the
division of community development. The division of
community development shall consist of the department
of planning, department of code administration and
neighborhood affairs and the department of business
services .
B. There is hereby created the office of
community development manager. The community
development manager shall be appointed by the city
manager. The community development manager may also
simultaneously serve as the director of the
department of planning, code administration and
neighborhood affairs or business services .
2 . 18 . 020 COMMUNITY DEVELOPMENT MANAGER--DUTIES .

responsible for the oversight and coordination of the
operations of the departments of planning, code
administration and neighborhood services and business
services and shall have such additional duties and
responsibilities as assigned by the city manager. "
Section 6 . That Chapter 2 . 19 entitled "Division of
General Services" be and is hereby added to the Elgin Municipal
Code, 1976 , as amended, to read as follows :
"CHAPTER 2 . 19
DIVISION OF GENERAL SERVICES
2 . 19 . 010 DIVISION OF GENERAL SERVICES CREATED.
A. There is hereby created an administrative
division of the city which shall be known as the
division of general services . The division of
general services shall consist of the department of
public works and engineering, department of parks and
recreation, department of water and the department of
building maintenance.
B. There is hereby created the office of
general services manager. The general services
manager shall be appointed by the city manager.
2 . 19 . 020 GENERAL SERVICES MANAGER--DUTIES.
The general services manager shall be
responsible for the oversight and coordination of the
operations of the departments of public works and
engineering, parks and recreation, water and building
maintenance and shall have such additional duties and
responsibilities as assigned by the city manager. "
Section 7 . That Chapter 2 . 37 entitled "Department of
Management Information Services" be and is hereby added to the
Elgin Municipal Code, 1976 , as amended, to read as follows :
"CHAPTER 2 . 37
DEPARTMENT OF MANAGEMENT INFORMATION SERVICES
2 . 37 . 010 DEPARTMENT OF MANAGEMENT INFORMATION
SERVICES CREATED.
A. There is hereby created an administrative
department of the city which shall be known as the
department of management information services . This
department shall consist of the director of
management information services and such other
officers and employees as the city council shall from
time to time authorize.

B. There is hereby created the office of
director of management information services which
shall be the supervising officer of the department.
The director of management information services shall
be appointed by the city manager.
2 . 37 . 020 DIRECTOR OF MANAGEMENT INFORMATION
SERVICES--DUTIES .
The director of management information services
shall direct the activities of the management
information services department including
coordinating major development work in the analysis,
design, programming and implementation of new and
revised computer systems as well as provide support
to all departments in evaluating the implementation
of the city' s computer systems . The director of
management information services shall have the
following duties :
A. Plan, coordinate and direct the activities
of management information services personnel engaged
in software development, computer operation and user
training and support including prioritizing incoming
eft. work and scheduling staff and computer time
accordingly.
B. Manage the computer portion of the
equipment replacement fund, evaluate department
computer requests for computer equipment and provide
budget estimates for same.
C. Maintain computer supply inventory.
D. Provide technical guidance and support to
city departments on all aspects of computerization,
emerging technologies, improved information
processing methods and education and outside
services .
E. Assist management information services
staff in system analysis, programming, computer
operations and use training.
F. To assume such other duties as required or
as may be assigned from time to time by the city
manager. "
Section 8 . That Chapter 2 . 66 entitled "Department of
Business Services" be and is hereby added to the Elgin
Municipal Code, 1976 , as amended, to read as follows :

2 . 66 . 010 DEPARTMENT OF BUSINESS SERVICES CREATED.
A. There is hereby created an administrative
department of the city which shall be known as the
department of business services . This department
shall consist of the director of the department of
business services and such other employees as the
city council shall from time to time authorize.
B. There is created the office of director of
the department of business services which shall be
the supervising officer of the department. The
director of business services shall be appointed by
the city manager.
2 . 66 . 020 DIRECTOR OF BUSINESS SERVICES--DUTIES .
The director of business services shall be
responsible for encouraging economic development and
business retention and expansion and shall act as a
liaison between the business community and the city' s
corporate structure in an effort to facilitate
development activities and create a positive and
cooperative attitude toward business within the
city' s corporate structure. The director of business
services shall have such additional duties as
assigned by the city manager. "
Section 9 . That all ordinance or parts of ordinances in
conflict with the provisions of this ordinance be and are
hereby repealed.
Section 10 . That this ordinance shall be in full force and
effect immediately after its passage in the manner provided by
law.
