municipal clerk of the City of Elgin, Cook and Kane Counties, Illinois.
I further certify that on October 22, 1997, the Corporate Authorities of
such municipality passed and approved Ordinance No. G51-97, entitled An Ordinance
Amending Certain Parking Restrictions Within the Municipal Parking Lots, which
provided by its terms that it should be published in pamphlet form.
The pamphlet form of Ordinance No. G51-97, including the Ordinance
and a cover sheet thereof, was prepared, and a copy of such Ordinance was posted
in the municipal building, commencing on October 24, 1997, and continuing for at
least ten days thereafter. Copies of such Ordinance were also available for public
inspection upon request in the office of the municipal clerk.

AN ORDINANCE
AMENDING CERTAIN PARKING RESTRICTIONS WITHIN THE
MUNICIPAL PARKING LOTS
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Section 11 . 68 . 150 entitled "Civic Center
Parking Zone" of Chapter 11 . 68 of the Elgin Municipal Code,
1976 , as amended, be and is hereby further amended by amending
Subsection C to read as follows :
C. There shall be no fee required for parking
in the civic center parking zone and the Spring
Street parking facility. Except as otherwise
provided by this Chapter, parking at the civic center
parking zone shall be limited during the hours of
8 :00 a.m. to 5 :00 p.m. Mondays through Fridays for
all parking spaces and 8 :00 a.m. to 12 :00 p.m.
Saturdays for the 21 parking spaces located on the
western boundary of the civic center parking zone,
and during the hours of 8 :00 a.m. to 5 :00 p.m.
Mondays through Fridays at the Spring Street parking
facility as follows :
1 . The Civic Center Parking Zone, the 21
westernmost parking spaces shall be limited to
30 minutes .
2 . The Civic Center Parking Zone, other
than those parking spaces referenced in
subsection (a) above shall be limited to 2
hours .
3 . The Spring Street Parking Facility,
levels 1 and 2 , shall be limited to 2 hours .
4 . The Spring Street Parking Facility,
levels 3, 4 and 5, shall be limited to 10 hours .
The aforementioned parking time restrictions shall
not be applicable to designated handicapped parking
spaces , vehicles displaying a leased parking space
pass or to vehicles of employees of the city of Elgin
displaying a parking space pass .
Section 2 . That Section 11 . 68 . 150 entitled "Civic Center
Parking Zone" of Chapter 11 . 68 of the Elgin Municipal Code,
1976 , as amended, be and is hereby further amended by amending
Subsection F to read as follows :
F. The finance director may sell leased
parking space passes as he may deem reasonable for
parking in the civic center parking zone or Spring
Street parking facility for a designated period.
The prepaid rate shall be thirty dollars per month.
Section 3 . That Section 11 . 68 . 150 entitled "Civic Center
Parking Zone" of Chapter 11 . 68 of the Elgin Municipal Code,
1976, as amended, be and is hereby further amended by amending
Subsection G to read as follows :
G. The finance director may provide for the
use of parking space in the Spring Street parking
deck, between the hours of 10 : 00 p.m. and 8 : 00 a.m.
for overnight parking as provided herein. Such
overnight permits shall be issued to the extent
deemed reasonable and upon such other terms as may
be deemed reasonable by the finance director.
Permits may be issued at no charge annually and
limited to persons residing within the central
business district bounded by the Fox River, North
Street, Center Street and Prairie Street. Parking
permits shall be displayed in a manner designated by
the finance director so as to be visible. Failure
to comply with this section may result in the
revocation of the parking permit in the discretion
` of the finance director. No more than two permits
shall be issued for each applicable dwelling unit.
Overnight parking at the Civic Center parking zone
and the Spring Street parking facility as described
herein shall be prohibited as to all vehicles which
do not have an overnight parking pass displayed as
described herein.
Section 4 . That Section 11 . 76 . 050 entitled "Penalty for
Parking Violation" of Chapter 11 . 76 of the Elgin Municipal
Code, 1976 , as amended, be and is hereby further amended by
amending Subsection A to read as follows :
A. Any person accused of a violation of
Chapters 11 . 56 , 11 . 60, 11 . 64 and 11 . 68 may settle
and compromise the claim for such illegal parking by
paying to the city the sum of $25 . 00 within ten days
from the time such alleged offense was committed.
Section 5 . That Section 11 . 60 . 060 entitled "Penalty for
Violation of Section 11 . 56 . 010 and Sections 11 . 60 . 030 through
11 . 60 . 050" be and is hereby repealed.
Section 6 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are
hereby repealed.
tow Section 7 . That this ordinance shall be in full force and
effect ten days after its passage in the manner provided by
law.
