G40-97 (2) Ordinance No. G40-97 AN ORDINANCE AMENDING THE PAY PLAN FOR CERTAIN APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF ELGIN • BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . That Ordinance No. G73-96 entitled "An Ordinance Establishing a Pay Plan for Certain Appointed Officers and Employees of the City of Elgin" passed December 18, 1996 , be and is hereby amended by deleting from Range 47, Benefit Group B, the position title Deputy Human Resources Director from the Management Group salary and benefit plan. Section 2 . That Ordinance No. G73-96 entitled "An Ordinance Establishing a Pay Plan for Certain Appointed Officers and Employees of the City of Elgin" passed December 18, 1996 , be and is hereby amended by adding to Range 30, Benefit Group C, the position title Human Resource Generalist I to the Management Group salary and benefit plan. Section 3 . That Ordinance No. G73-96 entitled "An Ordinance Establishing a Pay Plan for Certain Appointed Officers and Employees of the City of Elgin" passed December 18, 1996, be and is hereby amended by deleting from Range 34, Benefit Group C the position title Fair Employment Administrator and adding to Range 34, Benefit Group C, the position title Human Resource Generalist II to the Management Group salary and benefit plan. Section 4 . That Ordinance No. G73-96 entitled "An Ordinance Establishing a Pay Plan for Certain Appointed Officers and Employees of the City of Elgin" passed December 18, 1996, be and is hereby amended by deleting from Range 9, Benefit Group C, the position title Clerk Typist/Personnel and adding to Range 9, Benefit Group C, the position title Human Resources Technician to the Management Group salary and benefit plan. Section 5 . Malm, Interim City Manager SUBJECT: Human Resources Department Reorganization PURPOSE The purpose of this memorandum is to present information to the Mayor and Members of the City Council to consider position changes in the Human Resources Department. BACKGROUND With the anticipated retirement of the Deputy Human Resources Director and the transfer of Olga DeLeon to the Manager' s eft. Office, re-organization of the- Human Resources Department was included as an important 1997 responsibility for the depart- ment. Following a number of discussions and a review of the depart- ment' s operations with the former City Manager and the Interim City Manager, the department was requested to investigate possible alternatives to filling the Deputy Director' s posi- tion. It was decided the Human Resource function could be best served by eliminating the Deputy's position and replacing it with two other positions--a Personnel Technician and a Human Resource Generalist I (HRGI ) . With the Personnel Technician (Clerk Typist) position requiring an annual salary of $23,000, the remaining $36,326 is sufficient to recruit a qualified individual for the outlined duties of the second position (HRGI) . With this in mind, a review of positions within the department were made and responsibilities realigned. Under the proposed reorganization, the Personnel Technician will perform recep- tionist, fair housing in-take, and general clerical duties . The new position of Human Resource Generalist I (filling Walter Blalark's slot) will be responsible for fair hous- ing/EEO, training, employee orientation, special summer recruitment, participation in union negotiations and serving as liaison to the Human Relations Commission. • • . July 18, 1997 Page 2 Denise Bell will be Human Resources Generalist II (HRGII ) and will now be responsible for Contract Administration/Employee Relations, some negotiation work, safety and health compliance and programming, ADA, Uniform Personnel recruitment, and will serve as the liaison to the Fire and Police Commission. The HRGII position will be at the same salary level as Ms. Bell 's current position. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The proposed changes have been discussed with the employees that will be affected. •-1 /14 FINANCIAL IMPACT The net effect of the reorganization is an additional cost of $5,700 to the City, primarily from insurance costs of the additional employee. The Human Resources Department budget will be less, given the previous transfer of the City Hall Receptionist position. LEGAL IMPACT )111611 None. • ALTERNATIVES The City Council could approve the proposed changes or leave the two positions unfilled. RECOMMENDATION Staff recommends that the City Council authorize the necessary changes to the pay plan to implement the proposed reorganiza- tion of the Human Resources Department.
