That Title 11, Chapter 11 .60 of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by deleting from the list of streets where parking is prohibited under Section 11 . 60 . 050P the following: W. Highland Avenue on the north side thereof from North State Street to Hamilton Avenue. W. Highland Avenue, south side thereof, from Hamilton Avenue to Crighton Avenue. Section 2 . Malm, Acting City Manager SUBJECT: Parking Restrictions in Clifford/Owasco Area PURPOSE The purpose of this memorandum is to provide information to the Mayor and members of the City Council regarding adopting off-street parking restrictions in the Clifford/Owasco neighborhood. BACKGROUND At the October 23, 1996 City Council Committee of the Whole work session, the City Council considered overnight parking restrictions on Frazier and Owasco Avenues as well as Clifford Avenue. The item was tabled to allow for further discussions on the potential of providing some additional parking spaces . Subsequent discussions with the Housing Authority and a tenant at the property are to allow overnight parking in existing gravel parking area in front of the park area. This alternative will provide approximately eight parking spaces in a concentrated area that is relatively well-lighted. There are currently another 26 stalls (reserved for residents ) within the. Housing Authority property. There are 31 units but not all tenants have cars . The Housing Authority is willing to investigate the option of relocating their trash dumpsters currently on the existing parking lot to provide additional assigned spaces . The proposal is to completely restrict parking on Frazier Avenue and to create no overnight parking ( 12 : 00 a.m. to 6 : 00 a.m. ) on Owasco Avenue and on Clifford Street. Overnight parking would be allowed in the parking lot adjacent to Owasco Park. Parking Restrictions - Clifford/Owasco Area October 17, 1996 Page 2 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Housing Authority of Elgin Executive Director, Rose Oliver, has been informed of the proposal and concurs with the recommendation as a trial initiative. The tenant who addressed the City Council on this subject was also contacted and concurs with the new recommendation. FINANCIAL IMPACT New traffic signs would have to be installed at a cost of $800 . 00 . These costs will be charged to Public Works , Materi- als, Traffic Control, Account No. 010-3321-753 . 19-08, where adequate funds remain. LEGAL IMPACT None. ALTERNATIVES Alternatives are to implement the parking restrictions or to continue allowing 24-hour parking on the city streets in question. RECOMMENDATION It is recommended the parking restrictions described (no overnight parking on the subject public streets and allowing unrestricted overnight parking in the city parking lot) be established. Helwig, City Manager SUBJECT: Parking Restrictions in Clifford/Owasco Area PURPOSE The purpose of this memorandum is to provide information for the Mayor and members of the City Council to consider adopt- ing off-street parking restrictions in the Clifford/Owasco neighborhood. BACKGROUND The subject area is located between State Street and the Fox River (map attached) . There are 31 residential rental units in the area administered by the Housing Authority of Elgin. As part of a review of neighborhood security enhancements , the Elgin Police Department has recommended that on-street parking be eliminated. Abandoned cars have frequently been ticketed and unwanted visitors to the development is also a source of concern. The City maintains park land at two adja- cent locations . Vehicles are already prohibited from parking in the park after 10 : 00 p.m. Another safety recommendation being implemented is the addition of three more street lights and the upgrading of seven existing ones . The proposal is to completely restrict parking on Frazier Avenue and to create no overnight parking ( 12 : 00 a.m. to 6 : 00 a.m. ) on Owasco Avenue and on Clifford Street . The first reason that the parking ban would create a problem, is that the housing authority doesn't provided enough parking spaces for the residents that live there. There are 26 spots and 31 apartments. ,, so we are 5 parking spots short. Also some houses would :>le to have two cars and would have no where to park, there other car. The housing a.r r+_:rity has a towing plan in place, if you park in lot without a sticker you can be towel The next reason is that there are some residents there that use other peoples cars and they are not able to get a parking sticker from housing, since the in order to get a sticker from the housing authority you must have the vehicle in your name. These people need to park on the street, so this would prevent them from having access to a car. These people have signed a separate sheet to let you know how many of them are affected under this item. The other reason that this change would affect the residents so hard is that this would prevent the residents from having company from out of town stay down with them,this is not fair to the residents there is no there place within a reasonable distance for other people to park and still have access to the residents. Also the housing authority has not provided any spots for our guests to park so guest have to park on the street, this is what housing has been telling us to do up until now. Also the proposed change, was asked for by the housing authority with no knowledge by the residents, we were quite shocked when we received the letter in the mail for the proposed change . These changes are unneeded as the problems that are have been occurring at Clifford and Owasco courts, have been resident problems and which now seem to be under control and parking played no part in these problems. Thank you very much for considering our feelings and the reasons that we have laid out in front of you.
