I further certify that on August 28, 1996 , the Corporate Authorities of such municipality passed and approved Ordinance No. G41-96, entitled An Ordinance Amending the Elgin Municipal Code, 1976, as Amended, by Amending Title 2 Entitled "Administration and Personnel" , which provided by its terms that it should be published in pamphlet form. The pamphlet form of Ordinance No. G41-96, including the Ordinance and a cover sheet thereof, was prepared, and a copy of such Ordinance was posted in the municipal building, commencing on August 29 , 1996 , and continuing for at least ten days thereafter. Municipal Clerk (SEAL) R r Ordinance No. G41-96 AN ORDINANCE AMENDING THE ELGIN MUNICIPAL CODE, 1976 , AS AMENDED, BY AMENDING TITLE 2 ENTITLED "ADMINISTRATION AND PERSONNEL" BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1 . That Title 2 entitled "Administration and Personnel" of the Elgin Municipal Code, 1976 , as amended, be and is hereby further amended by adding Chapter 2 . 70 to read as follows : Chapter 2 . 70 DEPARTMENT OF WATER 2 . 70 . 010 Created. There is created an administrative department of the city government to be known as the department of water. This department shall consist of the director of the department of water and such other officers and employees as the city council shall fek from time to time authorize. 2 . 70 . 020 Director--Office Established. There is established the director of the department of water, an executive office of the city, who shall be the supervising officer of the department and who shall have charge of all property and employees thereof . He shall be appointed by the city manager. 2 . 70 . 030 Director--Powers and Duties . A. The director of the department of water shall be responsible for the construction, operation and maintenance of the city water distribution system and the pumping, purification and filtration of waters supplied to the distribution system. B. The director of the department of water shall have charge of the maintenance, repair and operation of the water distribution system and treatment plants of the city, and of all intakes, wells, reservoirs, mains, hydrants and other appurtenances thereto; and in addition he shall perform such other duties as may be assigned to him rft by the city manager. C. All employees assigned to the maintenance or operation of the water plant shall be under the supervision and direction of said director of the department of water. D. The director of the department of water shall supervise and cause to be inspected all connections made to the city waterworks system and water lines, and shall be responsible for their efficient operation and management; shall have supervision over the making of any extensions to the waterworks system; shall be responsible for the enforcement of all laws and ordinances relating to the waterworks system; and shall make all reports as the city manager shall require or may otherwise be required by law. E. The director of the department of water shall protect the waterworks system from unnecessary damage or loss, shall keep the system in good running order and repair, keep a correct map or profile of all water mains in the city on file in his office, with the dimensions, locations and connections, valves, hydrants, and cutoffs, and �w► shall keep true and correct records . Section 2 . That Section 2 . 68 . 030 of Chapter 2 . 68 entitled "Department of Public Works and Engineering" be and is hereby amended to read as follows : 2 . 68 . 030 Director--Powers and Duties . A. The director of public works shall be responsible for the maintenance of city streets, storm sewers, sanitary sewers, lift stations, traffic signals, recycling, parking operations, garage, sidewalks, street lights, equipment, buildings and property not assigned to another department for maintenance; the collection and disposal of garbage and refuse; the installation and maintenance of traffic signs and traffic-control devices; the removal of snow and control of ice and other material upon the city streets and thoroughfares; and for force account construction and other related activities . B. The director of public works shall be responsible for all city engineering relating to traffic, construction, planning, design and inspection; the review of subdivision plans and engineering plans assigned to him by statute or few ordinance and any amendments thereof; and the preparation and preservation of city maps and associated records . Section 3 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 4 .
