G36-96 Ordinance No. G36-96 AN ORDINANCE AMENDING CHAPTER 16 . 20 ENTITLED "PLUMBING CODE" OF THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . That Chapter 16 .20 entitled "Plumbing Code" of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by amending Section 16 . 20 to read as follows : Chapter 16 .20 PLUMBING CODES Sections : 16 .20 . 010 Short title. 16 . 20 . 020 Adopted. 16 .20 . 030 Permits, Fees and Inspections 16 .20 . 040 Definitions . 16 . 20 . 050 Licensed Plumbing Contractor-Bond. 16 . 20 . 060 Street work permit. e`' 16 . 20 . 070 CABO One and Two Family Dwelling Code Amendments . 16 .20 . 080 State of Illinois Plumbing Code-Amendments . 16 .20 . 090 Low Pressure Gas Piping and Gas Appliance Code. 16 . 20 . 100 Conflicts with other provisions . 16.20.010 SHORT TITLE. The ordinance codified in this chapter shall be known and cited as the "plumbing code" and will be referred to in this chapter as "this code" . (Ord. G66-87 § 6 (part) , 1987 . ) 16.20.020 ADOPTED. The regulations of the 1993 edition of the Illinois State Plumbing Code, as recommended and published by the Illinois Department of Public Health, published in pamphlet form, are adopted as the regulations governing the practice of plumbing in the city with such amendments as are hereinafter set forth in this chapter, except as such matters as P are otherwise provided for in other ordinances or statutes . (Ord. G66-87 § 6 (part) , 1987 . ) 16.20.030 PERMITS, FEES and INSPECTIONS. A plumbing permit is required for all new plumbing work, including repiping and replacement of water heaters . Permit fees shall be in accordance with Chapter 16 . 48 of the municipal code. (Ord. G66-87 § 6 (part) , 1987 . ) Inspections are required prior to concealing any work, underground or within the walls or ceilings and a final inspection prior to occupancy or reoccupancy. 16 .20.040 DEFINITIONS. The following words and phrases used in this code shall have and include the several meanings given in this section: A. "Building official" means the director of the • Department of Code Administration and Neighborhood Affairs or his designated appointee. B. "Health department" means the Health Division emk of the Department of Code Administration and Neighborhood Affairs. C. "Licensed plumbing contractor" means a person who has a certificate of registration in effect, issued in accordance with the state of Illinois plumbing license law (225 ILCS 32010 . 01 ) and who is engaged in the business of plumbing as an individual or officer of a firm, partnership, corporation or company. D. "Plumbing inspector" means such person duly licensed by the State of Illinois as a licensed plumber and appointed as an agent of the building official and authorized by the building official to enforce the provisions of this code and other city ordinances . E. "Private stormwater disposal system" means the system of pipes, catch basins, dry wells, foundation and drain appurtenances intercepting surface water and underground stormwater not discharging into the public right-of-way. (Ord. G66-87 § 6 (part) , 1987 . ) eft 16.20.050 LICENSED PLUMBING CONTRACTOR-BOND. Each licensed plumbing contractor shall provide the city with a surety bond in the amount of five thousand ( $5,000) dollars, such bond to be conditioned that all plumbing work be performed in accordance with the provisions of this code. (Ord. G66-87 § 6 (part) , 1987 . ) 16.20.060 STREET WORK PERMIT. In addition to permits required under this chapter, a street work permit must be obtained from the engineering division and such liability insurance as may be required shall be filed with the city for all work done in the public right-of-way. (Ord. G66-87 § 6 (part) , 1987 . ) 16.20.070 CABO ONE AND TWO-FAMILY DWELLING CODE- AMENDMENTS: The following provisions of the 1989 edition of the CABO One and Two-Family Dwelling Code shall be deleted in their entirety: A. Chapter 26 "Fuel-Gas Piping. " B. Chapters 29 through 38 . (Ord. G66-87 § 6 (part) , 1987 . ) 16.20.080 STATE OF ILLINOIS PLUMBING k CODE-AMENDMENTS: The following provisions of the State of Illinois Plumbing Code ( 1993 Edition) shall be amended as follows : A. Section 890 . 320 Type of Joints is amended as follows : k) Bituminized Fiber Pipe Joints is deleted in its entirety. 1) 2) Joints and Fittings in Plastic Pipe for potable water service, 1) 2 )A, 1) 2 )B and 1) 2)C, inclusive is deleted in its entirety. B. Section 890 . 630 Installation Add h) Plumbing fixtures attached to a wall or protruding through a wall shall be made watertight by either caulking or a factory supplied gasket where they contact a wall surface. C. Section 890 . 1190 Water Supply Control Valves f and Meter Delete the following: b) but not required to have a shut-off valve on the inlet side of the meter if it is inside a building. D. Section 890. 1200 Water Service Sizing a) The second sentence shall read as follows : Water service pipe and fittings shall be at least one ( 1) inch nominal diameter I .D. Type K copper. d) Separate Water Services. Separate water services shall be required from the street main for each residential unit that will be separately metered. In lieu of separate services, meters shall be located in a central area accessible to meter personnel for repair or shut-off. " E. Section 890 . 1360 Sanitary Wastes Below Sewer e) Vent Sizes . Building sump vents shall be sized in accordance with Appendix A: Table K, but shall be a minimum of two (2" ) inches . F. Section 890 . 1380 Storm Water Drainage Within a eft. Building a) The provisions of Chapter 8 "Storm Drainage Systems" and "Appendix A" of the 1993 BOCA ,` National Plumbing Code for design and procedures of roof drain systems shall be followed. G. Section 890. 1420 Stack Vents, Vent Stacks, Main Vents e) Building Sub-drain Sump Vent Sizes . Building Sub-drain Sump Vent Sizes shall be sized in accordance with Appendix A: Table K, but shall be a minimum of two (2" ) inches . H. Section 890. 1440 Vent Terminal Size a) Vent Terminal Size. Each vent extension through the roof shall be a minimum of four (4" ) inches in diameter and no smaller than the vent in which it terminates . Vent terminals shall not be screened. eft I . Section 890. 1510 Stack Venting F' Delete in its entirety. J. Section 890 Appendix A - Plumbing Materials, Equipment, Use Restrictions and Applicable Standards Table A - Approved Building Drainage/Vent Pipe Delete the following: 1) Acrylonitrite Butadiene Styrene (ABS) Pipe Add the following note to item 12 : 12) Polyvinyl Chloride (PVC) Pipe with Cellular Core shall be approved for above ground use only. Table A - Approved Materials for Building Sewer Delete the following 2) Asbestos Cement Pipe 3) Bituminized Fiber Pipe 6 ) Concrete Pipe Table A - Approved Materials for Water Service Pipe Delete the following: 1 ) Acrylonitrite Butadiene Styrene (ABS) Pipe 2) Brass Pipe 4 ) Chlorinated Polyvinyl Chloride (CPVC) Pipe 7 ) Galvanized Steel Pipe 8) Poly Butylene (PB) Pipe 9 ) Polyethelene (PE) Pipe 10) Polyethelene (PE) Tubing 11) Polyvinyl Chloride (PVC) Pipe Table A - Approved Materials for Water Distribution Pipe Delete the following: 2 ) Chlorinated Polyvinyl Chloride (CPVC) Pipe 7) Poly Butylene (PB) Pipe/Tubing 16 .20 . 090 LOW PRESSURE GAS PIPING AND GAS APPLIANCE CODE. For the purpose of establishing rules and regulations for the installation, repair and alteration of low pressure gas piping and rft appliances, that code known as National Board of Fire Underwriters (N.F.P.A. ) Pamphlet No. 54 entitled "Installation of Gas Appliances and Gas Piping" ( 1992 edition) as recommended by the National Fire Protection Association shall be followed. (Ord. G66-87 § 6 (part) , 1987 . ) 16.20. 100 CONFLICTS WITH OTHER PROVISIONS. In all instances where the provisions of these codes adopted in this chapter conflict with specific provisions of the building, electrical, heating or fire prevention codes of the city, either as presently adopted or to be adopted or amended in the future, the specific provisions of these individual codes shall supersede and take precedence over the conflicting provisions in this code. That Chapter 16 .48 entitled "Fee Schedule for Inspections and Permits" of the Elgin Municipal Code, 1976 , as amended, be and is hereby amended by amending Section 16 . 48 . 050C to read as follows : "C. Fixture Addition, or Replacement or Relocation (When venting required) All uses . Per fixture, unit or opening $30 . 00 Water Heaters $20 . 00 . " Section 3 . That all ordinances or parts of ordinance in conflict with the provisions of this ordinance be and are hereby repealed. Section 4 .
