T10-95 emk Ordinance No. T10-95 AN ORDINANCE EXTENDING THE MORATORIUM ON THE ISSUANCE OF LIQUOR LICENSES WHEREAS, the City Council of the City of Elgin on September 13, 1995 established a moratorium on the issuance of liquor licenses pending a comprehensive review of Chapter 6 . 06 of the Elgin Municipal Code relating to alcoholic liquor dealers; and WHEREAS, said moratorium was for a period of sixty ( 60) days and will expire unless otherwise extended on November 13, 1995; and WHEREAS, city staff in concert with individual members of the liquor control commission have been reviewing and studying and considering possible amendments to Chapter 6 . 06 of the Elgin Municipal Code relating to alcoholic liquor dealers; and WHEREAS, it is anticipated that the local liquor control commission will conduct a special meeting at the end of November for the purposes of a public discussion on possible amendments to Chapter 6 . 06 and that thereafter the City Council will consider any recommendations for amendments to Chapter 6 . 06 at the City Council meeting on December 6, 1995; ri" and WHEREAS, it is in the best interests of the City of Elgin and in furtherance of the public health, safety and welfare that no new licenses for alcoholic liquor sales be issued until completion of the review and study of Chapter 6 . 06 and any action to amend the ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby declares and directs that the moratorium on the issuance of new liquor licenses previously provided be and is hereby ratified and extended for the period through December 6, 1995, to permit the continued study and review and consideration of amendments to Chapter 6 . 06 relating to alcoholic liquor dealers . BE IT FURTHER ORDAINED that the moratorium hereby established shall apply to the issuance of any new license other than Class G, I, K, 0, extended hours and exterior sales permits as currently provided in Chapter 6 . 06 of the Elgin Municipal Code, 1976, as amended.
