G49-95 (2) Ordinance No. G49-95 AN ORDINANCE AMENDING THE AUTHORIZED STRENGTH OF THE POLICE DEPARTMENT BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1 . That Chapter 2 .52 entitled "Police Department" of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by amending Section 2 .52 . O10A to read as follows : A. There is established an executive department of the city to be known as the police department. The police department shall consist of one hundred forty ( 140) sworn members, of which one member shall be chief, no more than three ( 3) members shall hold the rank of deputy chief, no more than six (6) members shall hold the rank of lieutenant, no more than sixteen ( 16) members shall hold the rank of sergeant and the balance of said members shall be of police officer rank. Section 2 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3 . Helwig, City Manager SUBJECT: Increased Strength for Police Department PURPOSE The purpose of this memorandum is to request an increase in the authorized strength of the Police Department by six sworn officers from the current 131 to 137 . rh BACKGROUND As part of the negotiations with the Elgin Riverboat Casino, it was agreed that the Casino would contribute $350,000 per year for the next five years to defray law enforcement costs which may be incurred. This agreement has no specific re- quirements attached regarding the number or deployment of the officers . The Police Department believes that the Casino will generate some additional workload and impact the surrounding communi- ty. It is, therefore, suggested that these six officers be used to augment police service in inner-ring neighborhoods . An additional Resident Officer will be added to both the north and south ends of downtown and four officers will be used for additional patrol . A patrol beat would then be established to deal with casino issues as well as other is- sues in the area of the casino. There currently is not a list of police candidates avail- able. These six officers would be hired when the list is completed, estimated at November, 1994 . COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED This approach has been widely publicized in area media with- out negative response. . a Increased Strength for Police Department October 19, 1994 Page 2 FINANCIAL IMPACT The negotiated donation of $350, 000 for the next five years will cover salary costs for the six officers . After five years, funding would be required through the General Fund. Equipment for the additional officers (side arms, squad cars, etc. ) , as well as rent and other costs associated with adding officers to the force, will be accommodated with Fourth Quar- ter 1994 gaming receipts . Transfers of $120, 000 from the Elgin Riverboat Fund ($30,000/month for four months) will be funded by the negotiated donation. Another $200,000 will be transferred funded by Fourth Quarter 1994 gaming receipts . LEGAL IMPACT None. Section 2 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3 .
