That Chapter 1 . 20 of the Elgin Municipal Code, 1976 , as amended, be and is hereby further amended by deleting from Section 1 . 20 . 060 entitled "Violation and settlement schedule" the following: Chapter 11 . 72 (Vehicle Licenses) all sections; Section 2 . That Chapter 11 . 72 of the Elgin Municipal Code, 1976 , as amended, be and is hereby further amended by amending Section 11 . 72 . 060 entitled "Penalty for violation" to read as follows : 11 . 72 . 060 Penalty for violation. Any person, firm or corporation violating any of the provisions of this chapter shall be fined er.. $20 . 00 for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues . Section 3 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 4 . BACKGROUND: e Historically, the Elgin Police Department has utilized the "City Sticker Road Block" to check compliance and enforce the purchase of City Vehicle Licenses. Recent year history has shown this not to be an efficient method of enforcement and often causes irritation to the citizens. A new approach is being proposed to better utilize resources in both time and manpower. This would utilize the use of a parking ticket citation, rather than requiring the posting of one's driver license as bond or a court appearance. It would simply require the payment of the ticket fine and, to preclude additional citations, the purchase of the city vehicle license. The current penalty for this violation is ten dollars ($10) if paid within ten days and twenty five dollars ($25) if paid after ten days. In order to facilitate payment of the citation and make the implementation more manageable this ordinance change proposes the fine be changed to a flat twenty dollar ($20) fee regardless of time lapse. r Agenda Item City Vehicle License Fine/Enforcement Page 2 FINANCIAL IMPACT: The City has no expenditure of funds. The ordinance passage may increase revenues as more citations might be written. Additionally more City Vehicle Licenses are expected to be purchased, again increasing revenues. RECOMMENDATION: Because the adoption of this ordinance would benefit the Elgin Police Department, in better utilization of resources, and the City generally by having more compliance with the requirement for the purchase of the vehicle license, staff recommends that it be adopted and approved by the City Council.
