G29-93 (2) Ordinance No. G29-93 AN ORDINANCE INCREASING THE AUTHORIZED STRENGTH OF THE POLICE DEPARTMENT BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Chapter 2 .52 entitled "Police Department" of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by amending Section 2 .52 .O10A to read as follows: A. There is established an executive department of the city to be known as the police department. The police department shall consist of one hundred twenty-eight ( 128) sworn members, of which one member shall be chief, no more than three (3) members shall hold the rank of deputy chief, no more than six (6) members shall hold the rank of lieutenant, no more than fifteen ( 15) members shall hold the rank of sergeant and the balance of said members shall be of police officer rank. Section 2 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3. BACKGROUND: The Elgin Police Department has been working to improve rela- tions with the Hispanic Community in Elgin, approximately 19% of the city's population. It has been noted that a dispropor- tionate number of traffic related arrestees have Hispanic sur- names. The Elgin Police began searching for a means to address this problem and located the "El Protector" program operating in Arizona and California. The program was researched and found to have great value. The Elgin Police Department then sought and secured funding through the Illinois Department of Transporta- tion through Federal Traffic Safety Funds. In late June, the Elgin Police Department was informed that the "El Protector" Program had been selected for 100% funding for the next three years. This funding would finance the full salary and benefits for one police officer and a part-time secretary on a reimburse- ment basis. Also authorized were various expenses and equip- ment to begin the program in the northern Illinois area. The request for increased strength is to replace the officer intended to be dedicated to this program. Should the program fail or if it is not renewed, the authorized strength would return to its previous level. C FINANCIAL IMPACT: Personnel costs will be paid out of the City' s budget and fully reimbursed. r RECOMMENDATION: The proposed change to the authorized strength ordinance be approved. Rice, City Manager SUBJECT: Bid for Production of Public Service Announcements for the El Protector Program PURPOSE This memorandum will provide the Mayor and City Council with information to consider awarding a contract for the production of four (4) public service announcements for the El Protector Traffic Safety Awareness Program. BACKGROUND As part of the agreement listed in the Grant for the El Protector Program, the production and duplication of four (4) video public service announcements will be subcontracted with an outside source. The public service announcements need to be completed by August 23, 1993 in order to distribute them to the Spanish speaking television stations in time for the September 15th unveiling of the program. The Elgin Police Department will also distribute copies of the public service announcements to schools and other public service agencies. Proposals for the production of the aforementioned public service announcements began in mid-July, 1993, and were com- pleted by August 2, 1993. Of the four production companies interviewed, the Rick Simon Production Company of Chicago is the recommended company to use for the production of said public service announcements . FINANCIAL IMPACT The proposals ranged from a high of $15, 000, submitted by the Gutierrez Multi Media Production and Company, to a low bid of $12,615, submitted by the Rick Simon Production Company. A copy of the tabulation of bids is attached for your considera- r tion. The camera that we would be using would be a Sony BVP 70. This is a $65,000 camera with 700 lines of resolution and one of the best chip cameras available. Additional equipment we would supply include a fog machine, and special effects generators to give your commercials a realistic feel. Contreras WHEREAS, City desires to employ Maria C. Contreras as a project secretary for the City's "El Protector" program; and WHEREAS, Maria C. Contreras is willing to accept appointment as a secretary for the City upon certain terms and conditions; and WHEREAS, the employment of Maria C. Contreras as a secretary for City's "El Protector" program is pursuant to an agreement between City and the Illinois Department of Transportation, dated July 20, 1993; NOW, THEREFORE, for and in consideration of the mutual covenants contained herein, City and Maria C. Contreras , agree as follows: 1. That for an in consideration of the salary established by City the secretary shall: a. Provide secretarial, administrative and public relations functions as may be required for the efficient operation of the "El Protector" project by the "El Protector" project coordinator. b. Be governed by the City's personnel Rules and Regulations, except that the benefits received shall • be those herein identified or otherwise required by law. 2 . City shall provide the following: a. Hourly salary of $8.34, to be paid in biweekly installments. b. Attempt to provide enrollment in the Illinois Municipal Retirement Fund. 3. Maria C. Contrerasagrees that she shall work no more than 1,040 hours during the term of this agreement. 4 . Further, no benefits shall be provided by City other than as described herein, or as are required by law. 5. This Agreement shall terminate on June 30, 1994; provided however, that this agreement shall be terminable at will upon written notice by either party.
