G27-93 (2) Ordinance No. G27-93 AN ORDINANCE AMENDING TITLE 18 ENTITLED "SUBDIVISIONS" OF THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Title 18 entitled "Subdivisions" of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by amending Section 18. 28. 050D to read as follows: D. Barrier-type P.C. concrete curb and gutter shall be installed on all streets . Curb and gutter shall be designed and constructed in accordance with city standard specifications. Section 2 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 3. Rice. City Manager SUBJECT: Street Curbs - Subdivision Ordinance PURPOSE: To advise the City Council of the existing street curb requirements and illustrate possible amended language. BACKGROUND: During the course of recent City Council discussion regarding a pending development proposal , Council members questioned the standards for required improvements to street curbs . In general . the requirements for street improvements within new developments are controlled by the Subdivision Ordinance (Title 18 of the Elgin Municipal Code) . Specifically, Section 18 . 28 .050D reads as follows : Barrier type P.C. concrete curb and gutter shall be installed on all major arterial , minor arterial , and collector streets. A roll-type P.C. concrete curb and gutter shall be installed on all minor streets and cul- de-sacs. Each shall be designed and constructed in accordance with city standard specifications. If the City Council wishes to amend the Subdivision Ordinance to require barrier curbs on all streets , revised language for Section 18. 28 .050D could read as follows: Barrier-type P.C. concrete curb and gutter shall be installed on all streets. Curb and gutter shall be designed and constructed in accordance with city rstandard specifications. r. 4 FINANCIAL IMPACT: The amended language would impose no financial impact on the city. However, the amended language would result in some additional costs for land development. RECOMMENDATION: The Public Works Director and I believe the city should return to the exclusive use of barrier curbs for increased traffic and pedestrian safety, and for ease of snow removal . If the City Council agrees to require barrier curbs on all city streets , the staff should be directed to process an amendment to the Subdivision Ordinance as outlined above. 4 , L04 Larry L. ice, City Manager r • r
