AN ORDINANCE
AMENDING CHAPTER 2 . 08 ENTITLED "CITY COUNCIL" OF THE
ELGIN MUNICIPAL CODE, 1976 , AS AMENDED
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1 . That Chapter 2 . 08 entitled "City Council" of
the Elgin Municipal Code, 1976 , as amended, be and is hereby
further amended by amending Section 2 . 08 . 070 to read as
follows :
2 . 08 . 070 Agenda and order of business .
Any matter requiring consideration including
requests from citizens for matters to be added to
the agenda by the city council shall be presented in
written form to the city manager not less than seven
days prior to the date of the meeting. The city
manager shall inform the city council of all
requests by citizens to add matters to the agenda.
The order of business to be observed at all meetings
of the city council shall be as follows, unless a
tow majority vote of all councilmen present suspends the
established order of business :
A. Calling the meeting to order;
B. Invocation;
C. Pledge of allegiance;
D. Roll call of members;
E. Approval of the minutes of a previous meeting;
F. Communications addressed to the council;
G. Recognition of persons present;
H. Bids;
I . Other business;
J. Miscellaneous business including announcements
and appointments;
K. Adjournment.
Section 2 . That numbers 26 and 27 of Section 2 . 08 . 080
entitled "Rules of procedure" be and are hereby deleted.
Section 3 . That numbers 28 and 29 of Section 2 . 08 . 080
entitled "Rules of procedure" be and are hereby redesignated
as numbers 26 and 27 .
Section 4 . That Section 2 . 08 . 080 of Chapter 2 . 08
entitled "City Council" of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by adding the
following:
28 . Persons wishing to address the city
council on a matter not on the agenda for the
meeting shall register on a form furnished by the
city clerk prior to the meeting. Speakers shall be
heard in the order of registration and shall be
limited to three minutes and the total time
allocated for all speakers shall not exceed thirty
( 30) minutes at each meeting; speakers who have
registered but who are not permitted to speak
because of the lapse of time shall be granted time
to speak after miscellaneous business .
Section 5 . That number 30 of Section 2 . 08 . 080 entitled
"Rules of procedure" be and is hereby redesignated as number
29 .
Section 6 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are
hereby repealed.
Section 7 . That this ordinance shall be in full force
and effect from and after its passage and approval in the
manner provided by law.
