G46-90 rbk Ordinance No. G46-90 AN ORDINANCE AMENDING ORDINANCE NOS. G9-87 AND G22-87 GRANTING A VARIATION FOR A SPECIAL GRAPHICS DISTRICT WHEREAS, on February II, 1987 the City Council of the City of Elgin passed Ordinance No. G9-87 entitled "An Ordinance Amending Ordinance No. G23-81 to Permit Flushmounted Signs"; and WHEREAS, on April 27, 1987 the City Council of the City of Elgin passed Ordinance No. G22-87 entitled "An Ordinance Amending Ordinance No. G9-87 entitled 'An Ordinance Amending Ordinance No. G23-81 to Permit Flushmounted Signs'; and WHEREAS, the Land Use Committee has conducted a public hearing following notice by publication as required by law and has submitted its written findings and recommended approval; and WHEREAS, the City Council of the City of Elgin, Illinois, concurs in the findings and recommendations of the Elgin Land Use Committee. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section I. That Section I of Ordinance No. G9-87 be and is hereby amended to read as follows: "Section I. That the City Council of the City of Elgin, Illinois, hereby adopts the findings of the Land Use Committee granting a variation for a special sign district, the boundaries of which are legally described as follows: Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, I I, 12, 13, 14, 15 and 16 in Block I and Lots I, 2, 3, 4, 5, 6, 7 and 8 in Block II and that part of vacated North Center Street lying westerly of that adjoining said Lots I through 8 in Block Il, all in Slade's Addition to Elgin, in the City of Elgin, Kane County, Illinois. Also Lots I, 2, 3, 4, 5, 6, 7 and 8 in Block IV of Congdon's 2nd Addition to Elgin, in the City of Elgin, Kane County, Illinois. Also Lots I I, 12, 13, 14 and 15 of Block I, Grote and Waldron's 2nd Addition to Elgin, in the City of Elgin, Kane County, Illinois (said property is commonly known as 934 Center Street). subject to the following conditions: I. That all signs erected in the special sign district by Sherman Hospital shall be in accordance with the Graphics Design prepared by Poblocki and Sons, dated December 17, 1980, and the Graphics Site Plan prepared by Sherman Hospital. 2. That all signs erected be in compliance with the submitted Master Signage Plan, prepared by Sherman Hospital, amended to exclude signs 1 0, I I and 12. 3. That prior to installation of the signs, Sherman Hospital provide a specific sign location map for review and approval by the Land Use Administrator. 4. Conformance to all other applicable codes and ordinances." Section 2. That all parts of Ordinance Nos. G9-87 and G22-87 in conflict with this ordinance are repealed. Section 3. That, except as amended herein, Ordinance No. G9-87 remains in full force and effect. Section 4. SUBJECT Consideration of Petition 46-90 Requesting an Amendment to Ordinances No . G23-81 , G9-87 , and G22-87 , which Granted a Special Graphics District , Property Located at 811 , 819 , 825 , 833 , 835 and 934 Center Street , by Sherman Hospital , as Applicant and Owner. II . CONSIDERATIONS A petition has been filed by Sherman Hospital which requests an amendment to Ordinances No. G23-81 , G9-87 , and G22-87 granting a variation for a special graphics district . The subject property is located at 934 Center Street. The petitioner desires to amend the variations granted in eft. 1981 and amended in 1987 for a special graphics district . The special graphics district designation was granted to enable Sherman Hospital to vary the requirements of the Community Graphics Ordinance . Specifically, the special graphics district as amended in 1987 permitted the installation of ten ( 10) freestanding signs and four (4) flushmounted signs on the campus of Sherman Hospital which exceeded the standards of the Community Graphics Ordinance . The ordinance creating the special graphics district and the ordinances amending the special sign district provided that any additional signs erected within the district be in conformance to the signage plan prepared for the ten ( 10) freestanding signs and the sign design plan prepared for the flushmounted canopy sign . The petitioner desires to amend the ordinances granting and amending the special graphics district in 1981 and 1987 to provide for an additional 11 freestanding signs , one flushmounted sign and for the replacement of three existing freestanding signs . III . FINDINGS After due notice , as required by law, the Land Use Committee held a public hearing on the proposed amendment to the special graphics district on August 6 , 1990 . The eft. petitioner testified at the hearing and presented documentary evidence . Objectors appeared at the hearing . Exhibit A • -Page 1- No written objection has been filed . The Land Use Committee has made the following findings with respect to Petition 46- 90 : A. Site Characteristics : The Sherman Hospital campus is located on the block bounded by Cooper Avenue , Slade Avenue , Prospect Boulevard and Spring Street and on the Center Street block face between Slade and Lincoln Avenues . The site is improved with a multi-story hospital structure and attached surgical pavilion , a multi-story medical office building , a parking deck and accessory off-street parking lots . B. Sewer and Water: The proposed signage would have no impact on sewer and water. C. Traffic and Parking : The proposed signage would not add to traffic or decrease parking . However , a number of the proposed signs are directional signs to direct traffic to parking areas . D. Zoning History: 1927 A/B Res . 1960 B-Res . 1962 R- 2 1950 B-Res . 1961 B-Res . Present R- 2/R-3 t E. Zoning Status : The property is a lawful , conforming Planned Unit Development . F. Surrounding Land Use and Zoning : The areas to the north and west of the subject property are zoned R- 2 Single Family Residence District . The areas east and south of the subject property are zoned R- 2 Single Family Residence District and R-3 Two Family Residence District . The entire area surrounding the subject property is developed with residences , primarily with single family and two family residences . G. Trend of Development : Sherman Hospital is located in a mature residential neighborhood in the northeast portion of the city. H. Comprehensive Plan: The subject property is recognized as an existing "community facility" located in the northeast neighborhood . I . Sign Variation Standards : The Land Use Committee is of the opinion that Petition 46-90 is in substantial conformance with the sign variation standards . r -Page 2- rm. J. Conditions for Approval : The Land Use Committee is of the opinion that approval of Petition 46- 90 should be subject to the following conditions : 1 . That all signs erected be in compliance with the submitted Master Signage Plan prepared by Sherman Hospital , amended to exclude signs 10 , 11 , and 12 . 2 . That prior to installation of the signs , Sherman Hospital provide a specific sign location map for review and approval by the Land Use Administrator. 3 . Conformance to all other applicable codes and ordinances . IV. RECOMMENDATION. On a motion to recommend approval of Petition 46-90 , subject to the conditons for approval , the vote was six (6) yes and zero (0) no.
