AN ORDINANCE
RECLASSIFYING PROPERTY AT 628 GLENWOOD AVENUE FROM
R-2 SINGLE FAMILY RESIDENCE DISTRICT TO B-3 SERVICE BUSINESS DISTRICT
WHEREAS, written application has been made to reclassify certain property
located at 628 Glenwood Avenue from R-2 Single Family Residence District to B-3
Service Business District; and
WHEREAS, the Land Use Committee has conducted a public hearing after due
notice and submitted its written findings and recommendations to the City Council; and
WHEREAS, the City Council has reviewed the recommendations of the Land Use
Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section I. That Chapter 19.08, Section 19.08.020, entitled "Zoning District Map"
of the Elgin Municipal Code, 1976, as amended, be and the same is hereby further
amended by adding thereto the following paragraph:
"The boundaries hereinbef ore laid out in the 'Zoning District Map', as
amended, be and are hereby altered by excluding from the R-2 Single
Family Residence District and including in the B-3 Service Business
District, the following described property:
Lot 15 in Block I of Trout Park River Bluff Addition to Elgin, in the
City of Elgin, Kane County, Illinois."
Section 2. That this ordinance shall be in full force and effect from and after its
passage and approval in the manner provided by law and shall be published in pamphlet
form by authority of the City Council.

WHEREAS , the undersigned is the sole owner of Lots 15 and
16 in Block 1 of Trout Park River Bluff Addition to Elgin, in the
City of Elgin, Kane County, Illinois , which are presently zoned for
residential purposes under the zoning ordinances of the City of
Elgin, Kane and Cook Counties , Illinois and which lots shall
hereinafter be separately referred to as "Lot 15 " and "Lot 16" ; and
WHEREAS, the undersigned has made certain representations
to the City Council of the City of Elgin, Counties of Kane and Cook,
Illinois in conjunction with a petition for rezoning of Lot 15
regarding certain restrictions that the undersigned is willing to
have placed on Lot 16 .
NOW, THEREFORE, the undersigned hereby declares as follows :
1 . Lot 16 in Block 1 of Trout Park River Bluff Addition to
Elgin, in the City of Elgin, Kane County, Illinois is hereby declared
to be a residential lot to be used only for residential purposes .
This restriction shall extend to the prohibition of the use of Lot 16
as a parking lot or driveway under any special use provisions of the
zoning ordinances of the City of Elgin, Kane and Cook Counties,
Illinois in connection with any commercial use of adjoining real
estate .
2 . The restrictions herein contained in this declaration
may be abrogated by the joint consent of three quarters majority vote
