G4-85 Ordinance No. G4-85 AN ORDINANCE AMENDING HOURLY RATES OF PAY FOR CERTAIN PART TIME EMPLOYEES BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section I That the following hourly rate of pay be and is hereby established for the following part time positions: Crossing Guard $ 5 50/hr. Police Reserve $ 7.30/hr. Police Reserve $ 7.80/hr. (upon completion of the 240 hour Basic Police Course) Section 2. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Blondin, Assistant Corporation Counsel SUBJECT: Proposed Amendments to Alcoholic Liquor Ordinance Attached please find two drafts of proposed ordinances which would establish a 4:00 A.M. liquor license. Draft number one is substantially identical to the draft considered by the liquor commission at its meeting on January 14. This draft would establish a separate classification of liquor license which would permit the holder to remain open until 4:00 A.M. I have revised the draft that you reviewed on January 14 and reduced the required seating capacity of an applicant for a 4:00 A.M. license from 200 to 150 persons. This revised draft contains no reference to the off-street parking requirements for the applicant. In reviewing the Elgin Municipal Code I found that no other licensing provision contains an express statement regarding the off-street parking facilities of the licensed premises. It is unnecessary to state that a licensed premises must comply with the current off-street parking requirements as they are obligated to meet these requirements in any event. The second draft enclosed with this memorandum is an attempt to address concerns raised regarding the establishment of a new class of license and the requirement that applicants for a 4:00 A.M. license surrender their existing license. This draft would, rather than establish a new class of license, establish an extended hours permit. This permit could be obtained by qualified license holders and would permit the license holder to remain open until 4:00 A.M. every day of the year.
