G6-80 1 Ordinance No. G6-80 AN ORDINANCE AMENDING THE MANAGEMENT GROUP BENEFIT PROGRAM WHEREAS, the City Council of the City of Elgin authorized a benefit program for management employees and certain confidential clerical employees in addition to the basic benefit plans provided employees; and WHEREAS, in consideration of the changing benefit program for employees covered by negotiated agreements , it is therefore fit and proper from time to time to review and amend the management benefit program. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Section 10 of Ordinance G-1648, passed December 23, 1973, as amended, is hereby further amended to read as follows: "Section 10. That there is hereby established a benefit program for the position of City Manager, Police Chief, Public Works Director, Community Development Director, Finance Director, Fire Chief, Public Property and Recreation Director, Building Maintenance Director, Transit Director, Assistant to the City Manager, Water Operations Director, Engineering Director and Deputy Finance Director as follows: eft (1) Vacation - 1 - 10 years of service - 3 weeks 11 years and over - 4 weeks (2) Sick Leave - Sixty (60) days credited when commencing employment. (3) Life Insurance - $15,000 coverage. (4) Medical Insurance - Comprehensive Major Medical Insurance program with employee option to con- tinue upon retirement until age 65, after twenty (20) years service with payment of premium by retiree. (5) Physical Exam - $50 reimbursement for annual physical examination. (6) Holidays - Seven (7) holidays, New Year's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Christmas Day and three (3) additional holidays which shall be designated administratively by the City Manager. (7) Uniform Allowances - Fifty Dollars ($50) uniform allowance differential for Fire and Police manage- r ment personnel above the authorized annual employee allowances for Fire and Police employee groups. In 1980 the issuance of a new dress uniform for Fire management personnel." Section 2. That Section 11 of Ordinance G-1648, passed December 23, 1973, as amended, is hereby further amended to read as follows: "Section 11. That there is hereby established the benefit program for the positions of Deputy Police Chief, Engineering Supervisor, Deputy Fire Chief, Police Lieutenant, Assistant Community Development Director, Accounting Manager, Assistant Corporation Counsel, Civil Engineer II, Purchasing Agent, Senior Planner, Streets Superintendent, Water Maintenance Superintendent, Electrical Superintendent, Garage Manager, Greens Superintendent, Recreation Director, Auditorium Manager, Construction Superintendent, Parks Supervisor, Refuse Superintendent and Administrative Assistant as follows: (1) Vacation - 1 to 5 years of service - 2 weeks 6 to 11 years of service - 3 weeks 12 years and over - 4 weeks (2) Sick Leave - Thirty (30) days credited upon commencement of employment. (3) Life Insurance $12,500 coverage. (4) Medical Insurance - Comprehensive Major Medical Insurance program with employee option to continue upon retirement until age 65, after twenty (20) years of service with payment of premium by retiree. (5) Physical Exam - $50 reimbursement for annual physical examination. (6) Holidays - Seven (7) holidays, New Year's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Christmas Day and three (3) additional holidays which shall be designated administratively by the City Manager, (except Fire management shift personnel who shall observe two (2) personal days) . (7) Uniform Allowances - Fifty Dollars ($50) uniform allowance differential for Fire and Police manage- ment above the authorized annual employee allowances for Fire and Police employee groups. That there is hereby established a benefit program for the positions of Fire Captain, Police Sergeant, Analyst/Programmer, Associate Planner, Crime Analyst, Public Health Officer, Assistant Recreation Director, Assistant Public Works Superintendent, Chief Engineering Inspector, Civil Engineer I, Accountant, Planner, Assistant Building Maintenance Superintendent, Transit Supervisor, Water Meter Supervisor, Garage Supervisor, City Clerk, Human Relations Coordinator, Cemetery Supervisor, Chief Plant Operator, Sewer Supervisor, Water Chemist, Manage- ment Analyst, Recreation Supervisor, Executive Secretary, Mall Coordinator and the confidential clerical positions of Legal Secretary, Personnel Clerk and Police Secretary as follows: (1) Vacation - 1 to 7 years of service - 2 weeks 8 to 13 years of service - 3 weeks 14 years and over - 4 weeks (2) Sick Leave - Fifteen (15) days credited upon commence- ment of employment. (3) Life Insurance - $10,000 coverage. (4) Medical Insurance - Comprehensive Major Medical Insurance program with employee option to con- tinue upon retirement until age 65, after twenty (20) years of service with paymmat of premium by retiree. (5) Physical Exam - $50 reimbursement for annual physical examination. That the City Manager is hereby authorized and directed to prepare an appropriate schedule reflecting the foregoing amendments to the benefit program of the City of Elgin. Section 5. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 6.
