G55-79 Ordinance No. G55-79 r AN ORDINANCE CREATING THE HENIENS ADVISORY BOARD BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Chapter 3.65 entitled "Hemmens Advisory Board" be and is hereby added to Title 3 of the Elgin Municipal Code, as amended, to read as follows: "3.65 Hemmens Advisory Board 3.65.010 Created. There is hereby created the Hemmens Advisory Board for the purposes of encouraging the use of the Hemmens Building for meetings, concerts, exhibits, lectures and other public performances and encouraging participation by other interested groups to implement new projects and programs for its use. 3.65.020 Members. The Board shall consist of thirteen members to be appointed by the Mayor with the advice and consent of the City Council. Each member so appointed shall serve for three years and may be reappointed. The terms of the initial appointees hereunder shall be staggered in such a manner so that the term of four members shall be for one year; four members for two years and five members for three years. Vacancies occurring on the Board shall be filled by appointment to serve for the unexpired term. The Hemmens Advisory Board shall elect one of its members as chairman for a term of one year subject to relection. One member of the City Council shall be appointed as an ex-officio member. 3.65.030 Meetings. The Board shall meet on the second Thursday of January and every other month thereafter. 3.65.040 Powers and Duties. The Hemmens Advisory Board shall have the following powers and duties, in addition to any other which may be granted by the City Council: A. To recommend to the City Council projects to improve and beautify the Hemmens Building. B. To recommend new equipment, ideas, projects, or programs to improve and meet the needs of the Hemmens Building. C. To review and approve requests for consideration of special fees for the use of the Hemmens Building. D. To coordinate and recommend to the City Council the use of gifts or bequests so as to improve and meet the needs of the Hemmens Building. E. To prepare and submit an annual report to the City Council concerning its activities. F. To establish rules for the conduct4of meetings. G. To perform such other duties as the City Council may designate." Section 2.
