AN ORDINANCE
ESTABLISHING EXEMPTIONS FROM THE CLASSIFIED SERVICE OF THE
CITY OF ELGIN
WHEREAS, the City of Elgin has previously adopted the provisions of
Division 1 of Article 10 of Chapter 24 of the Illinois Revised Statutes,
1977, providing for Civil Service in cities; and
WHEREAS, the City of Elgin pursuant to the Constitution of 1970 is a
home rule unit authorized to exercise any power and perform any function
pertaining to its government and affairs; and
WHEREAS, it is necessary and desirable to exempt certain management,
professional and supervisory positions from the classified service of the
City of Elgin in order to promote the professional recruitment and selec-
tion of qualified candidates for said positions; and
WHEREAS, because of the confidentiality of certain clerical positions,
it is desirable that said positions be appointive in nature.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS;
Section 1. That there is hereby added to the exemptions from the
classified service described in Section 10-1-17 of Division 1 of Article 10
of Chapter 24 of the Illinois Revised Statutes, 1977, the following positions:
Water Operations Director, Engineering Director, Deputy Finance
Director, Engineering Supervisor, Assistant Community Development
Director, Accounting Manager, Civil Engineer II, Purchasing Agent,
Senior Planner, Street Superintendent, Water Maintenance Supervisor,
Electrical Superintendent, Garage Manager, Greens Superintendent,
Recreation Director, Auditorium Manager, Construction Superintendent,
Parks Supervisor, Analyst/Programmer, Associate Planner, Crime
Analyst, Public Health Officer, Assistant Recreation Director,
Chief Engineering Inspection, Civil Engineer I, Planner, Assistant
Building Maintenance Director, Garage Foreman, Refuse Superintendent,
Transit Supervisor, Water Meter Supervisor, Human Relations Coordinator,
Cemetery Supervisor, Chief Plant Operator, Laboratory Technician,
Management Analyst, Receration Supervisor, Mall Coordinator, Legal
Secretary, Personnel Clerk and Police Secretary,
Said positions and all positions described in Section 10-1-17 of Division 1
of Article 10 of Chapter 24 of the Illinois Revised Statutes, 1977, shall not
be included in the classified service of the City of Elgin.
Section 2. That any person appointed either by the Civil Service
Commission or have been reclassified while maintaining their Civil Service
status to any of the positions described in Section 1 of this ordinance
prior to the effective date of this ordinance shall continue to be a member
of the classified service of the City of Elgin until separated from said
service in the manner provided by law.
Section 3. That all ordinances or parts of ordinances in conflict with
the provisions of this ordinance are hereby repealed.
Section 4. That this ordinance shall be in full force and effect from
and after its passage in the manner provided by law.
