G18-76 Ordinance No. G18-76 AN ORDINANCE AMENDING THE BICYCLE REGISTRATION PROVISIONS OF THE ELGIN CITY CODE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Article XV of Chapter 17 of the Elgin City Code, as amended, be and is hereby amended by amending Section 17-1513 to read as follows: "17-1513. Registration. No person who resides within the municipality shall ride or operate a bicycle upon any roadway or public place within the City of Elgin unless said bicycle has been properly registered and tagged in accordance with the following regulations. 1. Every owner of any bicycle who resides within the City of Elgin shall make application for the registration of said bicycle with the Chief of Police on a form provided for that purpose. 2. Registration of bicycles shall be serial numbered and kept on file by the Chief of Police in his office as a public record. 3. The Chief of Police, upon receiving proper registration of a bicycle, shall affix or cause to be affixed, to the rear fender or frame of the bicycle an identification tag or plate, serially numbered to correspond to the bicycles registration, in such position to be plainly visible. A registration card shall be issued to the owner of each properly registered bicycle. 4. A charge of fifty (.50) cents per registration shall be made for the registration and tag of any bicycle with a wheel size of ten (10) inches up to twenty-four (24) inches. 5. A charge of one (1) dollar per registration shall be made for the registration and tag of any bicycle with a wheel size of twenty-five X25) inches or larger. 6. The Chief of Police shall keep a record of: a. The number of each registration. b. Date issued. c. Name and address of person to whom issued. d. The make and number of each bicycle frame. 7. Bicycles registration tags issued under these provisions shall remain affixed to said bicycles as long as the ownership remains the same as at the time of registration. A new rrgistration of a bicycle shall be elik required with any change in the ownership of the bicycle. The Chief of Police shall affix or cause to be affixed a registration tag or plate to each bicycle at the time of registration. 8. The Chief of Police shall affix or cause to be affixed on any bicycle not having a serial number on it's frame, a serial number placed on the underside of said bicycles sprocket and shall maintain a public record of such serial number and the bicycle so stamped. 9. It shall be unlawful for any person wilfully or maliciously to remove, destroy, mutilate or alter the identification tag or plate, frame number of the bicycle or the registration card issued to the owner thereof." Section 2. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 3. That this ordinance shall be in full force and effect from and after its passage in the manner provided by law and shall be published in pamphlet form by authority of the City Council. . s/ Richard L.
