G17-76 t . Ordinance No. G17-76 AN ORDINANCE ESTABLISHING THE PLANNING AND LAND USE COMMISSION BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Article VIII of Chapter 7 of the Elgin City Code, as amended, is hereby amended to read as follows: "7-801. Creation. There is hereby created a Planning and Land Use Commission for the City. 7-802. Organization. The Planning and Land Use Commission shall be composed of fourteen (14) members appointed by the City Council. The terms of the members of the Planning and Land Use Commis- sioners shall be for three years; however, of the members first appointed, five members shall be appointed for a term of three years, five members shall be appointed for a term of two years, and four members shall be appointed for a term of one year. Appointments shall expire on the first day of July in the anniversary year of appointment of a member. The Planning and Land Use Commission shall consist of two committees known as the Planning Committee and the Land Use Committee. Each committee shall consist of seven members of the Planning and Land Use Commission, but no member shall serve on more than one committee. Vacancies shall be filled by appointment of the City Council. 7-803. Chairman. The City Council shall appoint one member to serve as chairman of the Planning Committee; the City Council shall also appoint one member to serve as chairman of the Land Use Committee. The chairman of the Planning Committee shall serve as chairman of the Planning and Land Use Commission. 7-804. Rules. The Planning and Land Use Commission shall adopt rules regulating the procedure at all meetings of the Commis- sion and its committees. Such rules shall be filed in the office of the City Clerk and may be amended at any meeting; such rules shall be effective upon filing in the office of the City Clerk. 7-805. Secretary. The Land Use Administrator shall serve as secretary to Planning and Land Use Commission and shall keep a true and complete record of all meetings and actions of the Planning and Land Use Commission. Official records of the commission shall be kept in the office of the City Clerk and shall be available for public inspection. r a► 7-806. Powers and Functions. The Planning and Land Use Commission shall have the following powers and functions: a) Land Use Committee 1. Review plats of subdivision. 2. Review proposed annexations. 3. Conduct public hearings and make recommenda- tions concerning proposed special uses. 4. Conduct public hearings and make recommenda- tions concerning amendments to the zoning ordinance concerning applications for the reclassification of property. 5. Hear appeals from the Hearing Examiner and Land Use Administrator. b) Planning Committee 1. To prepare and recommend to the City Council a comprehensive plan of public improvements looking to the present and future development of the City. 2. To recommend from time to time changes in any official plan adopted by the City Council. 3. To prepare and recommend to the City Council from time to time plans and specific improvements in pursuance of such official plans. 4. To give aid to the Board of Local Improvements or other officials of the City charged with the direc- tion of improvements embraced within the official plan, to further the making of such improvements, and generally to promote realization of such plan. 5. Conduct public hearings and make recommendations concerning proposed amendments to the text of the zoning ordinance. 6. Review proposed annexations and amendments to the zoning ordinance to reclassify property in conflict with the comprehensive plan. 7. To exercise such other powers as may be provided by statute or ordinance. c) Joint Committee Meeting. The Planning and Land Use Commission shall periodically review and discuss the operational effectiveness of the Planning and Land Use Commission and discuss land use issues of general concern and such other matters as may be referred by the City Council. 7-807. Meetings. Not less than four (4) quarterly meetings of the Planning and Land Use Commission shall be held each year; each committee shall meet once a month to consider matters within its jurisdiction."
