AN ORDINANCE
PROVIDING FOR THE MAKING OF A LOCAL IMPROVEMENT IN AND FOR THE
CITY OF ELGIN, COOK COUNTY, ILLINOIS
BE IT ORDAINED by the Mayor and City Council of the City of Elgin, Cook
County, Illinois:
Section 1. That a local improvement shall be made in the City of Elgin,
Cook County, Illinois, the nature, character, locality and description of
which improvement is as follows:
A connected system of cast iron water mains of sizes six
inches (6") and sixteen inches (16") herein provided for and
described as HIGHVIEW HILLS water main extension, Cook County,
Elgin, Illinois, complete with gate valves, valve boxes,
hydrants and all cast iron fittings, shall be constructed within
public streets, all described as follows:
A sixteen (16") inch water main from and connected with an
existing sixteen (16") inch water main at a point fifteen feet
(15') west of the centerline of ALLEN DRIVE and fifteen feet
(15') south of the centerline of BODE ROAD, thence southerly
for a distance of one thousand three hundred thirty feet (1330')
parallel with the centerline of ALLEN DRIVE at a distance of
fifteen feet (15') west of the centerline of ALLEN DRIVE except
at the southern end of this section of the water main at which
location the distance from the centerline of the pavement shall
be variable.
Also, a six inch (6") water main from and connected with a
sixteen inch (16") water main hereinbefore provided for at a point
fifteen feet (15') west of the centerline of ALLEN DRIVE and
fifteen feet (15') north of the centerline of BRUCE DRIVE, thence
westerly for a distance of five hundred ninety feet (590') parallel
with the centerline of BRUCE DRIVE at a distance of fifteen feet
(15') north of the centerline of BRUCE DRIVE to a point.
Also, a six inch (6") water main from and connected with a
six inch (6") water main at the above described point on BRUCE
DRIVE, thence southerly for a distance of four hundred fifty feet
(450') parallel to the centerline of MARK DRIVE and at a distance
of fifteen feet (15') west of the centerline of MARK DRIVE, except
at the southern end of this section of the water main at which
location the distance of the water main from the centerline of
the pavement shall be variable.
Section 2. That the recommendation of the Board of Local Improvements
of the City of Elgin, providing for the improvement, and the estimate of the
cost thereof made by the President of the Board of Local Improvements, both
hereto attached and made part hereof, be, and the same are hereby approved.

Section 6. That the Mayor of the CITY OF ELGIN be and he is hereby
directed to file a Petition in the Circuit Court of Cook County, Illinois,
in the name of the people of the CITY OF ELGIN, praying that steps may be
taken to levy a special assessment for the purpose of defraying the expense
of said improvement so far as the same may lawfully be done and to ascertain
what property will be benefited, in accordance with the provisions of this
ordinance, and in the manner prescribed by law.
Section 7. That all ordinances, or parts of ordinances, in conflict
with this ordinance, be, and the same are hereby repealed.
Section 8. That this ordinance shall be in full force and effect from
and after its passage and approval thereof according to law.

Gentlemen:
I herewith submit an Estimate of the Cost of the construction of a
Local Improvement consisting of all necessary improvements necessary for
the construction of the Fountain Square Plaza Mall, all as herein described,
in accordance with the plans therefore, attached hereto and made a part
hereof, including the cost of Engineering and Inspection, the cost of
making, levying and collecting the Assessment therefore, as provided by Law,
all in the City of Elgin, Kane County, Illinois:
The mall improvement will be constructed completely within the right-
of-way of Grove Avenue from Chicago Street to Spring Street, DuPage Street
from Grove to Spring, Spring Street from DuPage to Prairie, and the alleys
connecting Grove Avenue with Riverside Drive.
The cost as estimated herein for each item shall be complete in place,
including all material, labor and equipment.
