AN ORDINANCE
ADDING ARTICLE 21 ENTITLED BURGLARY SECURITY CODE TO
THE BUILDING CODE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That Article I of Chapter 19 of the City Code of Elgin, as
amended, is hereby further amended by adding the following:
"Article 21. Burglary Security Code
Section 2100.0 Scope
The provisions of the article shall apply to all new con-
struction and to buildings or structures to which additions,
alterations or repairs have been made within any twelve month
period exceeding thirty percent of the replacement value of
the existing building or structure. These buildings or struc-
tures shall be made to conform to the requirements for new
buildings or structures.
2100.1 Definitions: (For the purpose of this article)
Access Point: Means any opening (in an exterior wall)
larger than 96 square inches with the smallest dimension 6
inches; but not including glass panels utilized as walls or
portions of walls. (See definition covering windows for
clarification of glass walls.)
Accessible: Means any access point which is within:
18 feet of the ground or the roof of an adjoining
building or structure measured in a vertical line; or
18 feet from any fire escapes, ledges or roofs or
directly or diagonally opposite windows of any adjacent
building or strucutre. A roof being any surface 6 feet
or more in width and a ledge being any surface protrusion
6 inches or more in width. Diagonally opposite means
that the angle measured from the horizontal planes of
the access points or the surfaces in question are not
greater than 45 degrees; or
within 3 feet of another access point, fire escape
or ledge located on the same wall of any building or
structure.
Burglar Resistant Glazing Material: Framed glass or glass-
like materials that will withstand the impact of a five-pound steel
ball dropped from a height of 40 feet and five impacts from a height
of ten feet concentrated within a five inch diameter area of the
surface without releasing from the frame.
Commercial Building: Any permanent building or structure which
is not defined herein as either a PRIVATE DWELLING or a MULTIPLE
DWELLING, including, but not limited to, stores, factories, ware-
houses, office buildings, institutions, schools, and places of amuse-
ment.
Cylinder Guard: A hardened steel ring or plate surrounding the
otherwise exposed portion of a cylinder lock to prevent cutting,
drilling, prying, pulling or wrenching with common tools.
Deadbolt: A bolt which has no automatic spring action and
which is operated by a key cylinder, thumb turn, or lever, and
is positively held fast when in the projected position.
Dead Latch: A latch which is positively held in the latched
position within a strike by an added, integral bolt-type mechanism
and is again released by a key from the outside and a knob or
similar actuator from the inside.
Door Scope: A system of lenses encased for convenient installa-
tion in entrance doors permitting an inside viewer to observe a 180
degree area of the outside with the door closed.
Exterior Door:
For the purposes of Division II (Private Dwellings) of
this article, exterior doors or any doors which provide
egress from the private living area of a dwelling to the out-
doors, to an attached garage area or to an attached porch,
or similar structure. When there is more than one door along
the same path between the private living area and the outdoors,
at least one of said doors shall be an exterior door for the
purposes herein.
For the purposes of Divisions III and IV (Multiple and
Commercial) of this article, exterior doors or any doors which
allow access to the building from the outdoors, from an attached
garage area or from an attached porch or similar structure.
For the purposes of this article, storm doors shall not
be considered exterior doors.
Exterior Door Construction:
Solid Core: A door constructed with an interior core
of either solid wood or block material providing rigid
support for the exterior finished surface of the door itself.
Solid Core with Vision Panels: Same as above in 'Access
Point' as to construction but with a portion designed with a
panel, usually of glass, for viewing. Where vision panels
are provided the panel construction shall conform to the
specifications described in 'Burglar Resistant Glazing
Material' .
Stile and Rail Construction: A door designed and con-
structed with two or more upright stiles and two or more
rails surrounding one or more panels, either of wood or
glazing material.
Thickness: All doors utilized as exterior doors
under the text of this code shall be 1 3/4" in thickness.
Metal Covered Door Units: Doors utilizing metal cover-
ing material shall be constructed with no less than 18
gauge sheeting, covering a rigid frame.
Glass Wall Panels: Glass utilized as walls or portions of walls
which are intended for lighting alone and are in a non-openable condi-
tion at all times. Glass wall panels will not be included as 'Access
Points' unless specifically indicated in certain applications.
Multiple Dwelling: Any building or structure designed to pro-
vide sleeping accommodations for more than one family unit or person
who are not being detained involuntarily or for medical or other care
or treatment, including, but not limited to; hotels, motels, rooming
houses, dormitories, apartments, and duplexes.
New Construction: Any building or structure to be erected or
altered requiring a building permit.
" Single Dwelling: Any building or structure designed as a
permanent residence for one family unit including mobile homes.
Rated: Means approved by any of the following: Underwriter's
Laboratory s, American Society of Testing Laboratories, Law Enforce-
ment Testing Laboratory of the U.S. Bureau of Standards, Architectural
Aluminum Manufacturer's Association or National Woodwork Manufacturer's
Association.
Stora&e Area: Any area provided in a multi-dwelling building for
the specific use of tenants in the storage of personal property, other
than those areas located within the specific living quarters.
Strike Plate: A steel plate secured to the door jamb which
protects the area into which a latch or bolt projects.
Sliding Glass Window Units: A door unit or a series of door
units designed in such a manner as to allow one or more of the panels
to slide horizontally past one another.
Windows: A window unit designed to provide light and ventila-
tion containing one or more panel which can be opened.
2100.2 Alternate Materials
The provisions of this article are not intended to prevent the
use of any material or method of construction not specifically prescribed
by this article. If such alternate has been approved it is not the inten-
tion of this article to exclude any sound method of structural design
or analysis to be used. Structural design limitations given in
this article are to be used as a guide only, and exceptions may
be made if substantiated by calculations or other suitable evidence
prepared by a qualified person.
2100.3 Tests
Whenever there is insufficient evidence of compliance with the
provisions due to material or construction which does not conform to
the requirements of the article or to substantiate claims for alternate
materials, methods of construction, the enforcing authority may require
tests as proof of compliance to be made at the expense of the owner or
his agent by an approved agency.
2100. 4 Enforcement
The building official shall enforce all the provisions of this
article and shall act on any question relative to the mode and manner
of installation and the materials to be used except as may otherwise
be specifically provided.
2100. 5 Responsibility for Security
The owner or his designated agent shall be responsible for com-
pliance with the specifications set forth in this article.
2100.6 Appeals
All
The Building and Housing Board of Appeals shall exercise its
power to prevent or lessen unnecessary hardships or practical diffi-
culties in exceptional cases where it is difficult or impossible to
comply with the article and to determine the suitability of alternate
materials and types of construction and provide a reasonable interpre-
tation of the provisions of the article. The Board will act in such a
way that the public welfare is secured, and substantial justice done
Most nearly in accord with the intent and purpose of this article.
Section 2101.0 Single Dwellings
2101.1 Exterior Doors
Exterior doors and doors leading from garage areas in private
family dwellings shall be secured with either, a passage lock set
or self-locking (dead latch) lock set with a minimum throw of 1/2
inch in addition to, a single cylinder dead bolt lock with a bolt
throw of 5/8 inch minimum in those installations utilizing metal
fabricated frames. The minimum throw of the dead-bolt shall be
one inch in those installations utilizing wood framing material
reinforced with steel plates.
Cylinders shall be so designed or protected so they cannot be
gripped by pliers or other wrench devices.
Exterior doors shall be constructed of solid core, flush type,
wood or of fabricated metal, with a minimum thickness of 1 3/4 inch.
Vision panels in exterior doors or within reach of the inside
activating device shall be of burglary resistant material or
equivalent as approved by the Building Official.
Exterior doors swinging out shall have non-removable hinge pins.
Frames for all exterior doors shall be of fabricated metal of
at least 16 gauge thickness; or
Wood, reinforced in the strike plate area with a steel plate
of minimum thickness of 1/8 inch; width, the full size of the frame;
and no less than ten inches in length. The plate shall be secured
to the back of the strike plate area and be designed so as to allow
the bolt of the lock to protrude through the plate when in a locked
position.
2101.2 Sliding Patio Type Doors Opening onto Patios or Balconies
which are Less than One Story Above Grade or are Otherwise Accessible
from the Outside.
Sliding glass doors shall comply with either the Architectural
Aluminum Manufacturer's Association's Standard for Forced Entry
Resistance, AAMA 1303.4 or National Woodwork Manufacturer's
Association, 1.5. - 3-70 4.7.
Multiple sliding patio doors shall be locked at the meeting rail
and meet the locking requirements of "A" above.
2101.3 Window Protection
Sliding windows.
All windows shall be so constructed that when the window
is locked it cannot be removed from the frame.
All windows shall comply with the Architectural Aluminum
Manufacturer's Association's Standard for Forced Entry Resist-
ance, AAMA 1302.4 or the equivalent.
All other openable windows.
All windows shall be so constructed that when the window
is locked it cannot be removed from the frame.
All windows shall be provided with substantial locking
devices which render the building as secure as the devices
required on sliding units.
Non-openable windows.
Where glass panels are utilized as wall portions or walls,
in a non-operative condition, the requirements of operative units
shall not apply.
Louvered windows shall not be used within eight feet of
ground level in any access point; excluding porches which have
specified exterior doors between the porch and the living
quarters.
2101.4 It shall be unlawful to furnish overhead garage doors with
louvers, vents or glass. All overhead garage doors shall be
equipped with keyed locks utilizing slide bars which secure the
door at both sides when in a closed position. Overhead garage
doors utilizing electric operators shall be required to have the
keyed lock with slide bars.
2101.5 Exceptions:
No portion of this article shall supersede any local, state or
federal laws, regulations, or codes dealing with the life-safety factor.
Section 2102.0 Multiple Dwellings
2102.1 Exterior Doors
Exterior doors and doors leading from garage areas into multiple
dwelling buildings and doors leading from stairwells shall have self-
locking (dead-latch) devices. A key must be used to gain access to
the interior of the building from the outside, garage area, or into
the hallways.
Exterior doors and doors leading from the garage areas into mul-
tiple dwelling buildings and doors leading into stairwells shall be
equipped with approved door closers, if not already required by other
regulations, ordinances, or codes.
Vision panels in exterior doors or within 40 inches of the inside
locking device shall be of burglary resistant material or equivalent as
approved by the building official.
Cylinders shall be so designed or protected so it cannot be gripped
by pliers or other wrench devices.
On pairs of flush meeting exterior doors, equipped with panic lock-
ing mechanisms, either: an astragel or center post shall be provided to
prevent violation of the locking bolt and/or the panic handle.
Frames for all exterior doors shall be of fabricated metal of at
least 16 gauge thickness.
2102.2 Garage Doors
Whenever parking facilities are provided, either under or within
the confines of the perimeter walls of any multiple dwelling, such
facility shall be fully enclosed and provided with a locking device
at all entry or exit doors.
2102.3 All Swinging Doors to Individual Motel, Hotel, and Multi-Family
Dwellings:
All wood doors shall be of solid core construction or equivalent
with a minimum thickness of 1 3/4 inches.
Swinging entrance doors to individual units shall have dead bolts
with a one inch minimum throw and hardened steel inserts, in addition
to self-locking (dead latches) with half inch minimum throw. The locks
shall be so constructed that both dead bolt and dead latch can be
retracted by a single action of the inside door knob. Cylinders shall
be so designed or equipped so as to prevent grasping by pliers or other
wrench devices. Alternate devices to equally resist illegal entry may
be substituted subject to prior approval by the building official.
A doorscope shall be provided in each individual unit entrance
door which does not contain a vision panel-
Vision panels within 40 inches of the inside locking device of
an individual unit entrance door shall be of burglar resistant glazing
material.
Doors swinging out shall have non-removable hinge pins.
Frames for all exterior doors shall be of fabricated metal of
at least 16 gauge thickness.
Jambs for all doors shall be so constructed or protected so as
to prevent violation of thefunction of the strike and keeper.
In all leased or rented housing units in buildings other than
hotels and other multi-unit buildings having transient occupancies,
lock cylinders or mechanisms and keys shall be changed upon a change
of tenancy.
Approved door closers shall be provided on each individual unit
entrance door.
2102.4 Sliding Patio Type Doors Opening Onto Patios or Balconies which
are Less than One Story Above Grade or are Otherwise Accessible from the
Outside.

Aluminum Manufacturer's Association's Standard for Forced Entry Resist-

I.S. 3-70, 4.7.

2102.5 Window Protection.

The glass utilized in the capacity of walls or wall
portions shall be of a minimum thickness of 1/4 inch.
Louvered windows shall not be used within eight feet of ground
level, or within an area defined as accessible; excluding porches pro- "'
vided with a specified exterior door between porch and living quarters.
2102.6 Storage Areas.
Areas set aside for tenant use to store personal property shall be
completely enclosed with solid material. The use of screens, slats, or
glass is prohibited.
The area shall be secured by a door, capable of being locked with
a padlock or similar locking device.
Where a hasp device is provided for use with padlocks, the hasp
shall be attached with vandal-proof screws.
Hinges shall be secured with vandal-proof screws and non-removable
pins.
2102.7 Exceptions.
No portion of the article shall supersede any local, state or
federal laws, regulations, or codes dealing with the life-safety factors.
Section 2103.0 Commercial Buildings
2103.1 All exterior doors shall be secured as follows:
A single door shall be secured with at least a single cylinder
lock, with turnpiece, with a minimum throw of one inch. A hook or
expanding bolt may have a throw of 3/4 inch. Any dead bolt must con-
e"' tain hardened material to repel attempts at cutting through the bolt.
On pairs of doors the active leaf shall be secured with the type
lock required for single doors as above. The inactive leaf shall be
equipped with flush bolts protected by hardened material with a
minimum throw of one inch at top and bottom.
Any single or pair of doors locking at other than the center
position shall have locks with a minimum one inch throw bolt at both
the top and bottom rails.
On pairs of doors, equipped with panic type locking mechanisms,
the doors shall be equipped with: a center post, to prevent viola-
tion of the locking device or handle.
Cylinders shall be so designed or protected so they cannot be
gripped by pliers or other wrenching devices.
Exterior sliding commercial entrances shall be of an approved
type with regard to locking with special attention given to safety
regulations.
Rolling overhead doors, solid overhead swinging, sliding or
accordion garage type doors shall be secured with a cylinder lock or
padlock on the inside, when not otherwise controlled or locked by
Ow electric power operation. If a padlock is used, it shall have a
hardened steel shackle, with minimum five pin tumbler operation with
non-removable key when in an unlocked position.
Metal accordion grate or grill-type doors, shall be equipped with
metal guide track at top and bottom, and a cylinder lock and/or padlock
with hardened steel shackle and a minimum five pin tumbler operation
with non-removable key when in an unlocked position. The bottom track
shall be so designed that the door cannot be lifted from the track when
the door is in a locked position.
Outside hinges on all exterior doors shall be provided with non-
removable pins.
Doors with glass panels and doors that have glass panels adjacent
to the door frame shall be U.S. rated burglary resisting glazing
material or a material which meets or exceeds Underwriters Laboratories
test 972.
Frames for all exterior doors shall be of fabricated metal of at
least 16 gauge thickness.
All exterior wood doors shall be of fabricated metal of at least
16 gauge thickness.
All exterior doors, excluding front doors, shall have a minimum
of 60 watt incandescent bulb or equivalent over the outside of the
door. Such bulb shall be protected with a break resistant material.
Accessible rear and side windows not visible from the street
shall consist of U.L. rated burglary resisting glazing material or ''
glasslike material which meets or exceeds Underwriters Laboratories
test 972.
If the accessible side or rear window is of the openable type
it shall be secured on the inside with a locking device capable of
withstanding a force of 300 pounds applied in any direction.
Outside hinges on all accessible side and rear glass windows
shall be provided with non-removable pins. If the hinge screws are
accessible the screws shall be of the non-removable type.
2103.2 Roof Openings.
Skylights and other roof openings (businesses designated as
prime targets for reason of inventories) .
Skylights.
Skylight units or portions of openings utilizing
transparent panels, shall be provided with burglary
resistant glazing material, meeting or surpassing
Underwriter's Laboratory test 972. The skylight unit
shall be securely fastened to the roof in such a manner
as to prevent removal from the exterior using cannon
tools; or,
Iron bars of at least 1/2 inch round or 1 inch by
1/4 inch flat material, constructed in such a way as to
allow openings no larger than eight inches by 12 inches,
securely fastened in the well of the skylight opening;
or,
A steel grill of at least ten gauge material of two
inch mesh under the skylight and securely fastened in the
well.
Hatchway and ventilating openings.
All hatchway openings shall be secured as follows:
If the hatchway is constructed of wooden material,
it shall be covered on the exterior with sheet steel
of at least 16 gauge or its equivalent, attached with
either vandal-proof screws or smooth headed bolts.
The hatchway shall be secured from the interior
with a slide bar or slide bolts. The use of cross
bars or padlocks must be approved by the Building
Official and must not violate any provision or code
dealing with life-safety.
Outside hinges on all hatchway openings shall
be provided with non-removable pins and secured with
vandal-proof screws or smooth headed bolts.
All hatchways shall conform to the above unless
specific hatchways are called for in regards to fire
codes or life-safety regulations concerning spring-
loaded thermostatically controlled units.
Ventilating openings shall be secured as follows:
Openings, in buildings larger than 96 square
inches utilized for the intake or exhausting of air
shall be securely fastened to the roof so as to
prevent easy removal from the exterior using common
tools; or,
The provisions of the above in this section shall
apply.
Skylights and roof openings in buildings and businesses not
specifically designated as prime targets for reasons of inventories.
Skylights.
Skylights in buildings, not having specific high risk
elk inventories, will not be required to provide burglary resist-
ant glazing material, nor iron bars or mesh material in the
wells; however, skylights must be securely fastened to the
roof so as to prevent easy removal from the exterior using
common tools.
Hatchways and ventilating openings.
The same provisions apply in this section as are appli-
cable in skylight, hatchway and ventilating openings.
Businesses specified as prime targets for reasons of inventories.
The following businesses, having named items among their
inventory shall be designated prime targets for purposes of
this ordinance.
Guns and ammunition
Liquor retail and wholesale
Tobacco wholesale
Drugs retail and wholesale
Furs sales or storage
Electronic equipment
Coins and stamps
Precious metal storage facility
Businesses not specifically designated as prime targets, all
other inventories not specifically named.
Businesses designated as department stores.
Those businesses, dealing in large numbers of merchandise,
specifically separated into departments shall not fall into
rime taxet category even though they may have protected
inventories.
The above provisions, businesses specified as prime targets,
businesses not specifically designated as prime targets, and businesses
designated as department stores, shall apply to roof openings only,
both skylights, hatchways and ventilating openings.
2103.3 Special Security Measures
Safes
Commercial establishments having $1,000 or more in
cash on the premises after closing hours shall lock such
money in a Class "E" safe after closing hours.
Office Building (Multiple Occupancy)
All entrance doors to individual tenant suites shall
have a deadbolt lock with a minimum one inch throw bolt which
can be opened from the inside.
2103.4 Establishments Having Specific Type Inventories Shall be Designated
as Prime Targets and be Protected by the Following Type Alarm Service,
Whether the Inventory Mentioned is the Only Inventory Carried or Part
of the Overall Inventory as a Department. Department Stores, Having Named
Protected Inventories, Shall Fall Under Prime Target Category.
Silent Alarm--Central Station--Supervised Service.
Guns and ammunition
Liquor wholesale and retail
Tobacco wholesale and retail
Drugs wholesale and retail
Furs sales and storage
Electronic equipment wholesale and retail
Coins and stamps
Precious metal storage facilities
Silent Alarm.

2103.5 Establishments Having Specific Inventories and Designated Prime
Targets Under Alarm Section, Shall be Protected by Burglary Resistant Glazing
Material in all "Accessible" Glass Areas, Including Those Portions of Walls
Utilizing Glass in the Construction.
This section shall not be applicable to establishments which are
commonly referred to as "Department Stores", where the primary merchandise
is not that specifically referred to as prime target inventories."
Section 2. That all ordinances or parts of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
Section 3. That this ordinance shall be in full force and effect ten days
after its passage and publication in pamphlet form by authority of the City Council.
