G69-74 Ordinance No. G69-74 AN ORDINANCE PROHIBITING AND DEFINING THE OFFENSE OF CRUELTY TO ANIMALS BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Section 16-44 of the Elgin City Code, dated February 21, 1955, entitled "Cruelty to Animals" be and is hereby amended to read as follows: "16-44. Cruelty to Animals. No person or owner shall beat, cruelly treat, torment, overload, overwork or otherwise abuse any animal. 'Animal' means any living creature, domestic or wild, but does not include man. 'Owner' means any person who (a) has a right of property to an animal; (b) keeps or harbors an animal; (c) has an animal in his care; or (d) acts as custodian of an animal. No person shall own, operate, manage, maintain, charge admission to or be a patron at any place used for the purpose of fighting or baiting any bull, bear, dog, cock or other animal. No owner shall fail to provide any animal sufficient quantity and good quality wholesome food and water, adequate shelter and protection from the weather, veterinary care when needed to pre- vent suffering; and humane care and treatment. eft No owner may abandon any animal where it may become a public charge or may suffer injury, hunger or exposure." Section 2. That this ordinance shall be in full force and effect from and after its passage in the manner provided by law and shall be published in pamphlet form by authority of the City Council. s/ W. E.
