G21-74 Ordinance No. G21-74 AN ORDINANCE CREATING THE ELGIN BICENTENNIAL COMMISSION OF THE AMERICAN REVOLUTION WHEREAS, the Illinois Bicentennial Commission was created by the State of Illinois on July 1, 1972 to commemorate the 200th anniversary of the United States and the bicentennial of the American Revolution; and WHEREAS, the City of Elgin wishes to partake in said commemoration of the 200th anniversary of the United States and the bicentennial of the American Revolution; and WHEREAS, the goal of said anniversary and commemoration is to help the people of the City of Elgin plan and implement a rewarding and worth- while commemoration with results that will last beyond 1976; and WHEREAS, the Mayor and Council of the City of Elgin deem it in the best interest of the citizenry to commemorate said anniversary and to create for said purpose an Elgin Bicentennial Commission. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF ELGIN AS FOLLOWS: Section 1. That there shall be and hereby is created an Elgin Bi- centennial Commission for the purpose of helping the people of Elgin to eft plan and implement a rewarding and worthwhile commemoration with results that will last beyond 1976. Section 2. That said commission shall be composed of an executive committee comprised of a chairman, treasurer, secretary and chairman of subcommittees, which executive committee shall be a working committee and shall meet as necessary in order to accomplish and effectuate the goals and purposes of said commission. That members shall be appointed by the Mayor with the consent of the City Council. Section 3. That said commission shall recommend to the Mayor and City Council of Elgin its recommendations concerning necessary action to effectuate its purposes and goals. Section 4. That the following subcommittees shall be and are created which shall include: (a) Finance and Fund Raising subcommittee, which sub- committee shall be headed by a treasurer and be respon- sible for the budget, audit, bookkeeping, fund raising plans and events and securing gifts and grants. (b) Communication subcommittee, which committee shall be responsible for publicity and informing the general public, securing speakers and encouraging bicentennial programs at local organization meetings and which sub- committee shall utilize the expertise of publishers, writers, reporters, public relations people, artists, printers, photographers, and radio and television broadcasters. (c) Heritage "76" Committee, which shall be responsible for historic programs, pageants and historic re-enactments, educational programs, restoration and preservation of historic sites and buildings, the marking of historic sites, routes and trails, the publication or reprint of local history, special exhibits in museums and libraries, places of business and government, and projects to remind the community of America's revolutionary heritage, which committee shall utilize the expertise of historians, educa- tors, librarians, publishers, authors, societies and sons and daughters of the American Revolution. (d) Festival subcommittee which shall be responsible for art and cultural programs, fairs and exhibits, international activities, travel and tourist attractions and hospitality and shall utilize the expertise of hotel and motel managers, tourist agents, actors, artists, directors, musicians, county fair board, dancers, art societies, teachers, veterans and other civic groups. (e) Horizon "76" committee which shall be responsible for the community goals program to examine needs and priorities for community action in such areas as environment, beautifi- cation, and transportation, utilizing human resources and shall utilize the expertise of conservationists, civic and garden groups, businessmen, educators, government officials, social workers, labor groups, youth groups, and construction people and organizations. Section 5. That each subcommittee shall be responsible to and report to the executive committee. Section 6. That no member of said commission, including the executive committee and any member of subcommittees shall enter any contractual obliga- tion, pay bills, or solicit or collect money without the approval and consent of the Mayor and Council of the City of Elgin. Section 7. That this ordinance shall be in full force and effect from this day and until the last day of December, 1976. Section 8. That the validity or invalidity of any portion of this ordi- nance shall not affect the validity or invalidity of the remainder.
