G16-74 Ordinance No. G16-74 AN ORDINANCE AMENDING CHAPTER 21 OF THE CITY CODE OF ELGIN, ILLINOIS ENTITLED THE ELGIN ZONING ORDINANCE TO RECLASSIFY PROPERTY LOCATED AT 481 NORTH GIFFORD STREET, ELGIN, ILLINOIS FROM R-5 TO B-3 AND R-5/SPECIAL USE FOR OFF-STREET PARKING. WHEREAS, a written application has been made to reclassify certain property located at 481 North Gifford Street, Elgin, Illinois from R-5, General Residence District to B-3, Service Business District and for a special use for off-street parking; and WHEREAS, the Plan Commission has submitted its report to the Zoning Board of Appeals and to the City Council; and WHEREAS, a public hearing has been held by the Zoning Board of Appeals after due notice; and WHEREAS, the Zoning Board of Appeals has submitted its findings and recommended approval. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS. Section 1. That the City Council hereby finds that the remodeling and upgrading of the subject property as proposed will improve the neighborhood in which it is located; it will promote the public health, safety and welfare; and that the provision of off-street parking is necessary for the public convenience and that the proposed use will not cause substantial injury to the value of other property in the neighborhood in which it is located. Section 2. That subsection b of Section 21-106 of Chapter 21 of the City Code of Elgin, as amended, be and is hereby further amended by adding the following paragraph: "That the boundaries hereinbefore described and laid out in the 'Zoning District Map' as amended, be and are hereby altered by including in B-3, Service Business District, the following described premises: Lot 11 in T. Schoonhoven's Addi- tion to Elgin, in the City of Elgin, Kane County, Illinois." Section 3. That a special use be and is hereby granted for off-street parking on the following described premises: "Lot 10 in T. Schoonhoven's Addition to Elgin, in the City of Elgin, Kane County, Illinois. r
