AN ORDINANCE
AUTHORIZING THE SALE OF BEER AT THE SPARTAN MEADOWS GOLF COURSE.
WHEREAS, the City of Elgin owns, maintains and operates a municipal
golf course known as Spartan Meadows for use by the general public; and
WHEREAS, non-public golf courses offer alcoholic beverages including
beer for purchase by patrons incident to the operation of said golf courses;
and
WHEREAS, the sale of beer at the Spartan Meadows Golf Course operated
by the City of Elgin will tend to promote the use of said course by members
of the public and assist in reducing operating deficits; and
WHEREAS, the City of Elgin is a home rule unit authorized to exercise
any power and perform any function relating to its government and affairs.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS.
Section 1. That in the exercise of its home rule powers the City of
Elgin hereby authorizes and directs that beer shall be made available for
purchase at the Spartan Meadows Golf Course.
Section 2. That the price of beer offered for sale at Spartan Meadows
Golf Course shall be determined by resolution of the City Council.
Section 3. That the sale of beer at the Spartan Meadows Golf Course
shall be made only at such times when food is dispensed for consumption on
the premises and only with food served to a customer for consumption at a
dining table and not across any bar.
Section 4. That this ordinance shall be in full force and effect from
and after its passage in the manner provided by law and shall be published
in pamphlet form by authority of the City Council.
