G-1633 Ordinance No. G-1633 AN ORDINANCE GRANTING A SPECIAL USE FOR A HELIPORT AT SAINT JOSEPH HOSPITAL. WHEREAS written application has been made for a special use for a heli- port at Saint Joseph Hospital located at 77 North Airlite Street, Elgin, Illinois; and WHEREAS the Plan Commissionnhas reviewed said application and submitted its written report to the Zoning Board of Appeals and the City Council; and WHEREAS the Zoning Board of Appeals has held a public hearing after due notice by publication as provided by statute and has reported its findings and recommended to the City Council that a special use be granted subject to cer- tain conditions. NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That the City Council hereby finds that a heliport located at Saint Joseph Hospital is necessary for the public convenience in expediting the transfer of emergency patients; and That the City Council further finds that the proposed heliport will be so designed, located and proposed to be operated that the public health, safety and welfare will be protected by limiting the use of the heliport to emergency purposes and by supervision and regulation by the State of Illinois; That the City Council further finds that the proposed use will not cause substantial injury to the other property in the neighborhood in which it is located in that the existing use of the subject property will not change and flights will be limited to emergency purposes. Section 2. That a special use is hereby granted to Saint Joseph Hospital for a heliport on the premises legally described as: Outlot A of Country Knolls, Unit 8, in the City of Elgin, Kane County, Illinois. (Commonly known as 77 North Airlite Street) subject to the following conditions: 1. That the Saint Joseph Hospital heliport shall be restricted to a specific location as referenced on a site plan to be submitted and approved by the City. 2. That the use of the heliport shall be limited to use as a restricted landing site for emergency medical purposes only. Emergency medical purposes shall include the transportation of critically injured persons in need of emergency care and emergency medical supplies, use by the State Department of Aeronautics in testing and licensing of the site as a restricted landing area, and necessary orienta- tion of operators of emergency landing helicopters. 3. That approach and departure patterns shall be identified and indicated along with altitudes and submitted for approval on a City of Elgin Base Map (Scale 1 inch - 800 feet) . All 4. That the special use granted herein may be terminated by the City Council following a public hearing and a finding that any of the foregoing conditions have been violated. Section 3. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 4.
