AN ORDINANCE
PROVIDING FOR AN ANNUAL BUDGET IN LIEU OF AN APPROPRIATION ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That Section 8-2-9.1 and Sections 8-2-9.2 through
8-2-9.10 of Chapter 24 of the Illinois Revised Statutes, 1971, providing
for preparation and adoption of an annual budget in lieu of the passage
of an appropriation ordinance, are hereby adopted, commencing with the
preparation of a budget for the fiscal year 1974.
Section 2. That the City Manager is hereby authorized and directed
to appoint a Budget Officer who shall have all of the powers and duties
established by Section 8-2-9.1 and Sections 8-2-9.2 through 8-2-9.10, of
Chapter 24 of the Illinois Revised Statutes, 1971.
Section 3. That all ordinances or parts of ordinances in conflict
with the provisions of this ordinance are hereby repealed.
Section 4. That this ordinance shall be in full force and effect
from and after its passage in the manner provided by law.
