AN ORDINANCE
GRANTING A SPECIAL USE FOR A YMCA.
WHEREAS a written application has been filed for a special use permit
to construct and operate a recreational building in an R-2, Single Family
Residence District, at the property located at 44 and 52 North McLean
Boulevard, Elgin, Illinois; and
WHEREAS due notice has been given and a public hearing held in accordance
with the applicable statutes of the State of Illinois and the provisions of
the Elgin Zoning Ordinance; and
WHEREAS the Elgin Zoning Board of Appeals and the Elgin Plan Commission
have recommended that the petition be granted.
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1. That a special use permit is hereby granted for the con-
struction and operation of recreational buildings at 44 and 52 North McLean
Boulevard, Elgin, Illinois, legally described as follows:
Parcel A: That part of the East half of the West half of
Section 15, Township 41 North, Range 8, East of the Third
Principal Meridian, described as follows: Beginning at a point
in the North and South center line of Section 15 aforesaid,
8.25 chains North of the North line of Larkin Avenue; thence
West at right angles 10 chains; thence South parallel with said
center line 2.50 chains; thence East at right angles 10 chains
to said center line; thence North on said center line 2.50 chains
to the point of beginning, being situated in the Township of Elgin,
Kane County, Illinois.
Parcel B: Part of the South West quarter of Section 15,
Township 41 North, Range 8 East of the Third Principal Meridian,
in the Township of Elgin, Kane County, Illinois, described as
follows: Beginning at a point in the North and South center
line of Section 15 aforesaid 5.75 chains North of the North
line of Larkin Avenue, thence West at right angles 10 chains,
thence South parallel with said center line 2.50 chains, thence
East at right angles 10 chains to said center line of said
Section, thence North on said center line 2.50 chains to the
point of beginning, containing about 2 1/2 acres of land, and
excepting therefrom the land dedicated to the State of Illinois.
(Parcels A and B being commonly known as 44 and 52 North McLean
Boulevard.)
Section 2. That the City Council finds that the special use for recrea-
tional buildings on the subject property is necessary for the public conven-
ience in providing a needed complex of recreational facilities including an
indoor-outdoor swimming pool in an area without such facilities available to
the community.
That it further finds that the proposed use with restrictions on ingress
and egress, screening and landscaping and the proposed improvements will
compliment rather than detract from the surrounding neighborhood and will
preserve property values.
The City Council further finds that for the foregoing reasons the
public health, safety and welfare will be protected and enhanced by the
proposed recreational facility.
Section 3. That the special use herein granted shall be subject to the
following conditions:
A. Development of the subject property shall be substantially
in conformity with the site plan previously submitted, dated March 19,
1973, including building locations, building set backs, building
heights and landscaping and parking;
B. A six foot solid wood screening fence shall be installed
along the north, south and west boundaries of the subject property;
C. In the event that parking as provided in the site plan is
inadequate to provide an adequate number of parking spaces for
members, guests and visitors of the YMCA, the YMCA shall at the
direction of the City of Elgin install additional parking spaces
adequate to provide necessary off-street parking.
Section 4. That all ordinances or parts of ordinances in conflict with

the provisions of this ordinance are hereby repealed.
Section 5. That this ordinance shall be in full force and effect from
and after its passage and approval in the manner provided by law and shall
be published in pamphlet form by authority of the City Council.
