G-1560 Ordinance No. G-1560 r AN ORDINANCE AMENDING THE CITY CODE OF ELGIN TO FORMALLY ESTABLISH AND CREATE A DEPARTMENT OF PUBLIC WORKS AND ENGINEERING. WHEREAS, the City Manager has recommended to the Council that for proper administration and coordination of the design, construction and maintenance activities of all public improvements and for proper management of such related functions there be established a combined Department in the City Government responsible for all engineering and public works activities rather than being administered as two independent Departments, and WHEREAS, the City Council concurs in such recommendation. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That the City Code of Elgin be, and it hereby is, amended to provide for a Department of Public Works and Engineering to be responsible for all engineering, design, inspection and maintenance of facilities not assigned to another department, in the following manner: By adding the following additional Chapter to the City Code of Elgin, Illinois, to-wit: CHAPTER 12.5 rft ARTICLE I DEPARTMENT OF PUBLIC WORKS AND ENGINEERING 12.5 - 101 Establishment 12.5 - 102 Director 12.5 - 103 Functions 12.5 - 101 Establishment. There is hereby created an administrative department of the City Government to be known as the Department of Public Works and Engineering. This department shall consist of the Director of Public Works/City Engineer, all engineers, and such other officers and employees as may be provided by the City Council and such equipment and supplies assigned to the operation thereof. 12.5 - 102 Director of the Department of Public Works and Engineering. There is hereby established the Office of the Director of Public Works who shall be the City Engineer and who shall be the supervising officer of said Department and shall have charge of all property and employees thereof. He shall be appointed by the City Manager with the advice and consent of the Council. r 12.5 - 103 Functions. The Director of Public Works shall be responsible for the maintenance of City streets, side- walks, sewers, water lines, street lights, equipment, buildings and property not assigned to another department for maintenance; the collection and disposal of garbage and refuse; the installation and maintenance of traffic signs and traffic control devices; the removal of snow and control of ice and other material upon the City streets and thoroughfares; the trimming of trees; and for force account construction and other related activities. He shall be responsible for all City engineering relating to traffic, construction, planning, design, and inspection; the review of subdivision plans and engineering plans assigned to him by statute or ordinance and any amendments thereof; and the preparation and preservation of city maps and associated records. He shall be responsible and exercise general supervision over the City building, electrical and plumbing inspectors in the performance of the duties assigned to them by statute, or ordinance and any amendments thereof. Section 2. That Section V of Ordinance No. S-567 entitled "An Ordinance Creating Certain Administrative Departments of the City and Defining the Power of Each," passed November 4, 1955, be, and the same hereby is, repealed and of no further force and effect. Section 3. That this ordinance shall be in full force and effect from and after its passage, as provided by law, by the authority of the City Council.
