Short Title. This ordinance shall be known as the "Plumbing and Sanitary Code of Elgin," may be so cited, and will be referred to in this ordinance as "this Code." Section II - Scope 19-602. Purpose. It is the purpose of this Code to eliminate work encompassed herein which is dangerous to human life or safety or detri- mental to health; to provide for buildings, structures and premises that are adequately and .safely piped, vented, sewer.ed, drained and cleaned in reference to actual or intended use; and to render the air, human ford, drink and water supply wholesome. 19-602.1. Definitions. The following.. wor_ds and phrases used in this Code shall have and include the several meanings given herein. (a) Plumbing. The planning, designing,. installation,, maintenance, repair,. alterations, or extensians .of a. plumbing system or gas piping _system in or adjacent to any b»;1ding_or__on any premises, including air.-.conditianing.. and refrigeration systems excluding_ duct work,_which..is,. ar which is to he, connected to any public or...private water supply, sewage disposal_ syst.em or gas utility system and includes: r 1. All piping,. fixtures, .appurtenances, appliances and equipment installed. for a supply of water for any use in and about buildings or on premises; 2. All piping,.._fixtur.es,. appurtenances, appliances, and equipment installed for a sanitary .drainage and related ventilation system within a, hir lding, and all, piping, fixtures, appurtenances., appliances outside_ a bni l ding connecting.. the building ..or premises with the source of water supply an the premises or the main in the street, alley or at the curb; 3. All piping, fixtures, appurtenances, appliances, equipment, drain or waste pipes carrying domestic sewage from the foundation_walls. of a, building or from the premises to the sewer ser_vice._lateral,..at the curb or in the street or alley, or other disposal terminal holding, private or domestic usage; 4. All piping, fixtures, appurtenances., appliances, and equipment .insta l l ed in a buil ing or on premises for a gas system connecting. to the utility gas meter and excepting connections to relocated meters., service, service regulator and meter piping and piping connection less than 6 feet in length between an existing gas outlet and a gas appliance in the same room with the outlet, and gas appliance connected thereto; 5. The planning, design, installation, repair, maintenance, alteration, extension, and.work_ upon and connection with such piping., fixtures, appliances, appurtenances, drain or waste pipes. t 19-602.1 6. Plumbing shall not be construed to apply to the trade of drain- laying in relation to storm water or free underground water, the trade of drilling water wells or the connections between such wells and pumping units or pressure tanks in private water supply systems., the trade of constructing. or. installing_ private. wastes disposal systems. from the..b.uilding soil pipe_to. r3is- charge; or the trade or business of_maintaining__and.servicing water softener equipment and apparatus, or the business of manu, facture or selling plumbing fixtures,_appliances_, equipment or hardware except as-provided .e.ls.ewhere.herein.; or work performed by the City of Elgin, franchised gas utility, or Elgin Sanitary District_in the_ construction, extension, repair_or maintenance. of their respective._water,. gas or sewer systems an publicly owned or dedicated land.; nor does it mean or includeminor repairs which do not require changes in the piping to or from.plumbing fixtures or involve the removal, replacement, installation or reinstallation of any pipe or plumbing fixture, nor does it_ in- clude lawn sprinkler system separated from plumbing systems by an approved type backflow prevention valve, and installed using plastic pipe. (b) Private Wastes Disposal System. The system of equipment, pipes, septic tanks, cesspools, drain tile and including connection to a structure's soil pipe 3 feet outside the foundation wall, for disposal of waste and sewage and from buildings or premises where a public sewer is more than 100 feet from the nearest point of the property. (c) Private. Storm Water Disposal System. The system of pipes, catch basins, dry wells, foundation and drain appurtenances intercepting surface and underground storm water not discharging into public right of way. (d) Private Water Supply System. That portion of water system not a part of a plumbing system or public water supply system. (e) Licensed Plumber.. A person who has a. certificate _of registration in effect, issued by the Department of Registration and Education of the State of Illinois, specifying such person to be a Licensed Plumber. (f) Registered Plumber's Apprentice. A. person who has a certificate of registration in effect, issued by the Department of Registration and Educa- tion of the State of Tll_inois, specifying such person to be a registered Plumber's Apprentice. (g) Plumbing Contractor. An individual , firm, partnership, association or corporation engaging or offering to engage in the business of plumbing and shall; 1. In the case of an individual, be a Licensed Plumber. 2. In the case of a firm, have at least one member who is a Licensed ` Plumber and under whose personal supervision such work shall be performed. .l 19-602.1 100- 3. In the case of a partnership, have at least one partner who is a Licensed Plumber and under whose personal supervision such work shall be performed. L . In the case of an association or corporation, have at least one association or corporate official who is a Licensed Plumber and under whose personal supervision such work shall be performed. (h) Building Official. The. Director of the Department of Engineering and Inspection of the City of Elgin (City Engineer) and designated in the Illinois State Plumbing Code hereinafter adopted as the Administrative. Authority, or such assistant or assistants as he shall duly authorize to act in his stead in the enforcement of this Code.. (i) Plumbing:_ Inspector. Such person_appointed as assistant or agent of the Building Official and authorized by the Building Official to. enforce the provisions of this Code and other ordinances designating the Plumbing Inspector. as enforcing officer, and who is performing the duties set forth in this Code or in other City ordinances. (j) Person. A natural person, firm, partnership, corporation, company, associ- ation of any kind. Whenever used with respect to any penalty, the term "person" as applied to partnerships ar associations, or firms, shall. mean the partners or members thereof and as applied to corporation, the officers thereof. eft (k) Health Department. The Department of Health of the City of Elgin. (1) Registered Gas Appliance Installer. An individual , firm, partnership., association or corporation: (1) engaging or offering to engage in the busi- ness of installing appliances supplied with any type fuel gas; (2) registered with the Department of Engineering and Inspection; (3) covered by surety bond as required elsewhere in this Code. Section III - Administration & Enforcement 19-603. Administration & Enforcement (a) The administration and enforcement of this Code shall_ be the duty of the Building Official, who is hereby authorized to take such action as may. be reasonably necessary to enforce the purposes and provisions of this Code. (b) The City of Elgin Plumbing Inspector should be a competent plumber, licensed by the State of Illinois. Such persons shall be appointed and authorized as assistants to the Building_Official to carry out the provisions of this Code. Each person so appointed and directed to enforce the provisions of this. Code, and other City ordinances setting forth duties of the Plumbing Inspector, shall use the title "Plumbing Inspector" in the performance of these duties. Inspectors shall.be selected and serve under the rules of Civil Service and shall be under the general supervision of the Building Official. 19-604 Section IV - Adoption of State of Tllinois Plumbing License Law 19-604. Plumbing License Law Adopted. 'There is hereby adopted by the City of Elgin for the purpose of regulating the practice of plumbing, the State of Illinois Plumbing License Law of the Illinois Revised Statutes of 1971, save and except such portions as are hereinafter deleted, modified or amended, of which not less than three (3) copies have been and now are filed in the office of the City Clerk of the City of Elgin, and the same is hereby adopted and incorporated as fully, as if set out at length _herein, and from the date on which this ordinance shall take effect, the provisions thereof shall be controlling within the corporate limits of the City of Elgin. Section V - Application and Permits Required 19-605. Permits Required. A permit for: plumbing, including gas piping, plastic pipe lawn sprinkler systems, swimming pools, private water supply, wastes disposal, and storm water disposal system installation; and for con- nection of such installations to public water supply, public sanitary or storm sewer system,. or gas utility service piping or meter; shall ..be obtained. from the Building Official before any such work is commencedr...whether new work, alteration, or repair except as specifically provided herein. 19-605.1. Effective Time.. Permits issued shall be effective for one year, unless an extension is approved and is in writing. Permits for work which is not started within six months from date of issue shall be voided. Permits shall become void after one year from date of issue. if work is not completed within that time, except as provided otherwise herein. When permits are voided, new permits shall be obtained and regular fees paid before work can be started or continued. 19-605.2. Forms. All applications., permits and all forms used in connection with this Code shall be as prescribed by the Building_Offialal . One. copy shall be filed in the Building Offic;al 's office and .may be .destroyed.after, two years provided that a permanent record is kept of the information contained thereon. 19-605.3. Applications. Applications shall be made on forms prescribed by the Building Official and may made by the owner or authorized agent. New application forms need not be made for work for which permits were voided due to time lapse. Each application shall set forth the valuation of the proposed work. 19-605.4. Issuance of Permits. (a) Permits shall be granted within 24_hours when no plans are required to be checked. Other permits shall be issued within a reasonable period to allow for checking of plans. (b) Permits for plumbing shall be issued to Licensed Plumbers only except 19-605.4 for owner of a single family dwelling who performs plumbing work in conformance with this Code. (c) Permits for gas appliance installations required by this Code may be issued to a Registered Gas Appliance Installer provided: 1. Installer is engaging or offering to engage in the business of selling and installing or installing appliances supplied with any type fuel gas. 2. Installer has registered with the City of Elgin, Department of Engineering and Inspection, the names and addresses of responsible person or persons in his employ who will be in charge of gas appliance installation. 3. Installer shall execute and deposit with the City of Elgin .a surety bond in the amount of $5,000.00, such bond to he conditioned that all gas appliance installation work performed by the. Installer or under his supervision shall be performed. in accordance with the provisions of this Code and that he will pay all fines and penalties properly im- posed upon him for violation of the provisions of this Code. No permit shall be issued to a Registered Installer unless said .surety bond is executed and deposited and in effect as herein provided. r 19-605.5. Posting of Permit. The permit card shall be posted at all times during work and until completion thereof, in some accessible place on the outside of the structure or on the premises where such work is being done, so that the permit card may be seen from a public street or public alley. 19-605.6. Street Work Permit. In addition to other permits, a street work permit must be obtained from the City Engineer and liability bond filed with the City for all work done in the public street or right of way in accordance with Ordinance G-778 "Street Openings and Closings." 19-605.7. Plumber's Surety Bond. A person who is a duly licensed plumber or plumbing contractor shall execute and deposit with the City of Elgin a surety bond in the amount of $5,000.00, such surety bond to be conditioned that all plumbing work performed by the licensee or under his supervision shall be performed in accordance with the provisions of this Code and that he will pay all fines and penalties properly imposed upon him for violation of the provisions of the Code. No permit shall be issued to a licensed plumber or plumbing contractor unless said surety bond is executed and de- posited and in effect as herein provided. Said surety bond is not to be construed as being in lieu of liability bond required in Section 5.7 covering work to be performed in City street or right of way. 19-605.8. Emergency Work. Work of an emergency nature may be accomplished immediately without permit being secured prior to such work, provided that 19-606.8 the Department of Engineering and Inspection is notified within.twenty- four hours or for holiday and weekend emergencies, on the .next day._such office is open; and provided that the appropriate permit is secured within three days after the day such work is started._ In the event such work, regulated by this Code, is accomplished by unauthorized persons, a properly qualified person shall obtain the required permit and certify to the City that the work has been done in accordance with this Code and request appro- priate inspection. Section VI - Plans 19-606. Plans Required. (a) Before construction, extension, alteration or repair of any portion of the plumbing, private water supply system, private wastes disposal system, or private storm water disposal system, of any- building or premises is begun, two (2) sets of plans and specifications of such work shall be presented to the Building Official for approval at the time of application for permit by the owner or his authorized agent, except as provided. (b) Plans and specifications shall not be required: 1. For plumbing for single family. 2. For alteration and repair work of a minor nature; the Building All Official shall determine whether the work proposed is of a minor nature. 19-606.1. Plan Changes.. Applications for changes it any plans after a permit is issued, shall be in writing—and, if approved, the original permit shall be changed and the additional fees, if any, shall be paid prior to the performance of such change. No material deviation from the permit and approved plan shall otherwise be permitted. 19-606.2. Plan Records Required. Plans and specifications of all work shall be kept for at least two years from the date of final acceptance, in the office of the Building Official; after two years, plans and specifications may be destroyed, provided that pertinent data is transferred to master records in the Building Official's office and available to the public on request. Section VII Fees 19-607. Fees Required. To provide for costs of administration, plan-checking, and inspection, fees for permits required by this Code shall be as set forth herein and shall be paid prior to the issuance of the permit. No permit shall be in effect unless such fees are paid. 19-607.1. Regular Fees. (a) Basic Fee. The basic fee for any plumbing permit issued shall be $ 3.00 19-607.1 (b) Sewer Connection. The fee for building sewer and connection to sewer at curb line shall be $ 4.00 (c) Water Service. The fee for permit for water service and connection to City water system shall be $ 4.00 (d) Regular Inspections. The fee for each regular in- spection, such as rough-in and final, shall be $ 4.0O (e) Openings. (1) The fee for each opening or plumbing _fixture, including replacements, shall be $ 1.50 For purpose of computing fee, plumbing fixtures are installed receptacles, devices, appliances, or equipment which are supplied with water or which receive or dis- charge liquids or liquid-borne wastes, with or without discharge into the drainage system from which they may be directly or indirectly connected. (2) The fee for each opening for, or gas fixture or appliance installed, including replacement shall be $ 1.00 (3) The fee for each branch of lawn sprinkler system controlled by a distribution valve shall be - - - $ 2.00 (f) Private Water Supply System. The fee for each one or two family private water supply system shall be $ 5.00 The fee for any other private water supply system shall be $10.00 (g) Private Wastes Disposal System. The fee for each one or two family private waste supply system shall be - - - $ 5.00 The fee for any other private wastes disposal system shall be $10.00 (h) Private Storm Water Disposal System. The fee for each one or two family private storm water disposal system shall be $ 5.00 The fee for any other private storm water disposal system shall be $10.00 19-607.2 19-607.2. Plumber's Certificate of Compliance. (a) The fee for each Certificate of Compliance for repair or replacement of plumbing less than $50.00 in value shall be $ 2.00 (b) In the event inspection reveals that work or equipment is not in conformance to this Code, appropriate reinspection fees shall be charged and Certificate voided. (c) In the event actual cost of work is greater than estimated cost and exceeds $50.00 in value, appropriate regular permits shall be immediately secured and corresponding fees paid. 19-607.3. Reinspection Fee. (a) The fee for reinspection caused by failure of the plumbing system to pass a water, air, gas, peppermint or smoke test shall be - - - - $ 5.00 and shall be paid before any certificate of approval is issued. (b) The fee for reinspections due to improper workmanship, materials, or installation of improper equipment or fixtures shall be $ 5.00 and shall be paid before any certificate of approval is issued. 19-607.4. Refunds. (a) No fees shall be refunded where permit has lapsed as specified elsewhere. Where permit is revoked at the request of the applicant prior to lapsing due to time limits, and no work has been done under the permit, all but the basic fee may be refunded. 19-607.5. Penalty Fee. No permit shall be issued for work under this Code which has been started without such permit, and such work shall cease, until all requirements have been met for obtaining such permit and a penalty fee equal_ to 100 percent of the total required permit fees has been paid. Payment of such penalty fee shall not affect other penalties as prescribed in this Code. 19-607.6. Additional Work After Permit is Issued. In the event permittee desires to revise the plumbing system after a permit is issued, he shall apply to the Building Official for permission to make such changes and, if approved, shall pay additional fees required under the original permit be- fore certificate of acceptance is issued. Approval of such change shall be made in writing. Section VIII - Certificate of Compliance - Plumbing 19-608. Authorized Use. Where the total value of a repair or replacement plumbing job at one address is $50.00, or under, such job to include cost of labor, use of equipment, material, appliances and appurtenances installed, and profit and overhead, the Building Official may authorize the plumber to issue to the owner a Certificate of Compliance; in such case, the provisions of this Code relative to permits and fees shall not be required, and inspec- tions and tests shall be made as deemed necessary by the Building Official. 19-608.1 19-608.1. Issuance. Certificate of Compliance shall be on forms as prescribed by the Building Official and shall be issued only to a licensed plumber upon payment of the proper fee. 19-608.2. Certificate Provisions. Each certificate shall contain: (a) A statement to the effect that the plumber by signing such certifi- cate, certifies that the repair work has been done and replacement fixtures are in accordance with this Code. (b) A reference to this Code providing for such certificate and author- izing a licensed plumber to issue such certificate to the owner. (c) A statement that the total value of the job is under $50.00. (d) A notice that the Building Official may cause inspection and/or test of the work to be done. (e) A number and date of issuance. (f) Owner's name and address. (g) Description of work done. (h) Such other items as prescribed by the Building Official. 19-608.3. Distribution. The original signed certificate shall be given to the owner; a copy shall be returned to the Building Official within three (3) days of date of certificate; and a copy shall be retained by the plumber. Section IX - Adoption of Illinois State Plumbing Code 19-609. Adoption of Illinois State Plumbing Code. There is hereby adopted by the City of Elgin for the purpose of establishing rules and regulations for the installation, repairs, and alterations of plumbing, private water supply systems, private storm drainage systems, and private sewage disposal systems, that certain plumbing code known as the Illinois State Plumbing Code as published by the State of Illinois, Department of Public Health, Division of Sanitary Engineering, being particularly, the 1969 revised edition thereof and the whole thereof, save and except such portions as are hereinafter deleted, modified or amended, of which not less than three (3) copies have been and now are filed in the office of the City Clerk of the City of Elgin, and the same are hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this ordinance shall take effect, the provisions thereof shall be controlling within the corporate limits of the City of Elgin. Section X - Amendments to "Illinois State Plumbing Code" 19-610. Amendments. The "Illinois State Plumbing Code" herein adopted is amended and changed in the following respects; except that, whenever inspec- tion of an existing building or structure is required to determine whether 19-610 such buildings or structure meets minimum sanitary conditions for health and safety of people, the "Illinois State Plumbing Code" as herein adopted and without amendments hereinafter set forth, except those amendments which refer directly to existing_.bi -ld;ngs or structures, shall be considered as setting forth the absolute minimum requirements to permit the continued use or occupancy of such building or structure. Any building or structure. in existence at the time of adoption of this ordinance and not meeting such. absolute minimum requirements to permit the continued use or occupancy of such building or structure. Any building or structure in existence at the time of adoption of this ordinance and not meeting such absolute minimum re- quirements shall be discontinued in use or occupancy until made to comply with these requirements. Notice of such violation shall be made to the .property owner of record and a reasonable time shall be allowed for corrective work to be accomplished, such time not to exceed one year from date of notice. 19-610.1. Chapter 1 Amendments. (a) Section 1.2, Definition of Terms, is amended and changed as follows: 1. Building Storm Drain. Delete the words "a combined building sewer." 2. Building Subdrain. Add the words "and building storm drain" to the end of the definition. 3. Combined Building Drain. Delete the entire definition., 4. Leader. Delete the words "combined building drain.." 5. Plumbing. Delete the entire definition. 6. Add definition: "Gas Piping System. Any arrangement of gas piping and fixtures supplied by one meter other than gas utility system to the meter." 7. Add definition: "Gas Fixture. A fixture or apparatus manufactured or designed to use natural, manufactured or mixed gas as fuel; pro- vided, however, that nothing herein contained shall be construed to apply to apparatus used for strictly experimental or scientific. pur- poses. Special consideration will be given to safety requirements for gas burning appliances or apparatus for industrial and commercial processing purposes. " 19-610.2. Chapter 2 Amendments. (a) Section 2.1, Conformance with Code, is amended by adding Section 2.1.2: "Every new and existing dwelling or place of employment shall be provided with a plumbing system, including water closet facilities. When any such building shall be located on a street or on a site not more than 100 feet from a main sewer or main sewer lateral, connection shall be made thereto. 19-610.2 When such sewer connection is not available, a private sewer disposal system shall be provided, subject to the provisions of this Code. When the sewer and water mains are laid in any street, or public right of way, all buildings, located on or accessible as described herein to such street or public right of way, shall connect with said mains not later than_ one year after such mains are ready for. connection and notification has been sent to the legal owner thereof. _ All. septic tanks, vaults., cisterns, or cesspools on such premises shall be discontinued when connection to the sewer is made and the waste contents shall be hauled away and buried. Discontinued. receptacles shall be filled with sand or similar material, and disinfected and permanently sealed. (b) Section 2.4.1. Fittings Prohibited, is amended by revising the last sentence to read: "No drainage or vent piping, water distribution piping or gas piping system shall be drilled or tapped, " and by also adding . "No. turn fittings will be allowed in connection with copper waste lines or vents." (c) Section 2.17.1. Depth of Building. Sewer and Water Service. (Outside of Building), is amended by inserting dimensions in blanks therefor: "5 (feet) 0 (inches) for, sewer and 5 (feet) 6 (inches) for water" and adding "Lesser depths for building sewer may be permitted where connection to existing main sewer does not provide adequate slope or depth for compliance, and adequate protection from frost is provided. " (d) Section 2.21.1. Sewer Required, is amended by adding "When approved by the Administrative Authority, two building sewers may be connected_ t.o the same main sewer or lateral, provided that an approved manhole is constructed at the junction and such junction is within the public right of way." (e) Ventilation Ducts, is amended by adding ' Kitchen ventilating systems shall exhaust to the outer air: However, this provision shall not apply to ductless, self-contained kitchen purification systems." 19-610.3. Chapter 3 Amendments. (a) Section 3.3, Plastic Pipe, Tubing, and Fittings for Potable Water Piping, is deleted in its entirety. (b) Chapter 3 of the Illinois State Plumbing Code is amended by adding thereto the following additional section, which shall follow Section 3.4.3: 3.4.4 Uses (1) Above ground or floor in multi-family structures not exceeding six stories in height. (2) Above ground or floor in single family structures. tow (3) As horizontal branches in any structures. 19-610.3 3.1 .5. Handling and Storage. (1) Pipe and fittings should be protected from direct sunlight. Store pipe in horizontal position and support along its entire length. Do not stack over two feet high. As with any kind of. pipe, PVC and, ABS pipe should be handled with reasonable care to prevent damage. (2) Protection from freezing after installation. PVC and ABS .pipe and traps can be protected with one of the following:. a) 4 quarts of water mixed with 5 gnarts of glycerol b) 22 lbs. of magnesium chloride dissolved in one gallon of water c) 3 lbs. of table salt dissolved in one gallon of water d) alcohol or antifreeze mixture .as used in protecting automotive cooling systems. The salt solutions are effective to approximately L0° F. For lower temperatures, drain the pipes or use the other solutions. 3.4.6. Installation. (1) Cutting pipe. Use a hand saw, pipe cutter with a thin cutting wheel or power saw with a fine tooth blade. Cut the pipe square and remove burrs inside and outside with a knife or coarse file. (2) Solvent welded joints, Clean joining_ surfaces of pipe fitting with cleaner. With a natural bristle brush 1" or larger, apply a heavy coat of solvent cement to the pipe joining ..surface and then a light coat to the socket joining surface. Immediately insert the pipe to the full socket depth while rotating the fitting or pipe one quarter turn to insure even distribution of cement. Wipe excess cement from the outside of the pipe at the shoulder of the fitting. Do not turn pipe .spigot_ in the socket while wiping. If a fillet or bead of cement is not visible after joint is assembled, a heavier coat of solvent cement should be used on the pipe spigot. The assembly can be handled with care within two minutes. Do _not attempt to adjust the joint ,after the cement has set or damage will result. Joining methods such as the genoweld method are acceptable. (3) Threaded Joints. Used for connecting PVC or ABS-DWV pipe to other materials. When a threaded joint is required, do not thread the pipe, but use the proper PVC or ABS.male or female_threaded adapter. Threaded joints in a DWV system are used for trap connections and clean-out plugs. In assembling a PVC or ABS threaded joint, use only approved. thread tape or lubricant such as Teflon tape, petroleum jelly or rectorseal12. Conventional pipe joint sealer should not be us.ed.. Threaded joints should not be over tightened. After hand tightening the joint, 2 to 1 full turn with a strap wrench will be sufficient. (Li) Other joints. Rubber compression joints are used for applications such as connecting PVC or ABS-DWV to copper DWV, cast iron soil pipe or vitrified 19-610.3 sewer pipe. These joints should be made in accordance with the manufac- turers recommendations. Lead wool may be used for caulking joints where PVC or ABS pipe is connected to other material. (5) Supports. Conventional clevis hangers, brackets. or strapping having a bearing of 1" or more are suitable supports... Supports _shall be desig- nated for the particular installation but in na case, shall .supports for horizontal runs of pipe 12 inches or less in diameter be more than three (3) feet on center. Supports for larger diameter should have a maximum of four (4) foot centers. Trap arms should be supported to maintain alignment. All supports should permit expansion and contraction of the pipe without binding. (6) Thermal Expansion. Thermal expansion of PVC and ABS pipe occurs at the rate of approximately 3/8" per 10 foot length per 100° F. tem- perature change. In a DIG system an expansion allowance of %" per 10 foot length of pipe is recommended. All stacks, regardless of size, must have a suitable expansion joint, properly supported, in the attic just above joists and insulation in vertical runs, before going out of room. Clear expansion fittings utilize a rubber o-ring that should be lub- ricated with a water pump grease, petroleum jelly or other water-resistant grease to facilitate assembly. Protect the operating end of the expansion fitting from dirt by means of a thin plastic, rubber or cloth sleeve. DWV systems having short runs with frequent offset will not require ex- pansion fittings. However, on long straight runs or stacks, expansion fittings should be installed.. On stacks with closet connections at each floor, the expansion fitting should be installed just above or below the. closet connection stack ..fitting. . On. horizontal runs, the_expansion fitting may be installed at any convenient lacatiou._ In all cases, ex- pansion fittings should be installed with the operating .end upstream and. solvent welded to the next downstream. pipe or fitting. The expansion joint should be set for maximum expansion or contraction based on the installation temperature. (7) Drain and waste bends shall be long sweep 90' ells and wyes.. T-wyes are acceptable for fixture termination. All drains must have clean-outs conveniently- located. Short turn fittings are to be used on dry vent systems only. (8) Roof Flashing. Use High Lead boot with PVC and ABS-DWTL_pipe. This. provides a permanent seal and avoids the problem encountered with drying and shrinkage of roofing cement. (9) Installation through Fire-Rated Walls. When PVC or ADS-DWV pipe passes through a fire wall, the pipe shall be inclosed in a close-fitting metal sleeve extending 20 inches on each side of the. wall. The sleeve shall be 18 gauge (4.40 in. ) or heavier. The space between the sleeve and the wall f 19-610.3 opening shall be firestopped by packing with an acceptable non-combustible filler. Alternate procedure for firestopping may be used if they have been tested and proven satisfactory in protecting the fire-rating of the wall system. When closet connections penetrate fire-walls, sanitary bends and connecting piping between water closets and riser fittings shall be accept- able metal material. (10) PVC and ABS cannot be mixed on any given assembly. 3.4.7 Testing and Repair (1) Testing. Test by standard ::air. or water procedure. Thermal expansion and operation of the expansion fittings should be tested by draining at least 30 gallons of hot water into the system at the most distant fixture. The ex- pansion fittings should move freely and the pipe should not bow, distort or be restricted in linear movement. All systems being tested must be visible for inspection. Leaks in PVC and ABS pipe joints can .be repaired by drying the joint and applying additional cement. Dry the joint by draining the line and then brushing cleaner into the leak area. After 2L hours, seal., the leak by brushing in solvent cement. Leaks can also be repaired by cutting. out and replacing the fitting. (c) Section 3.5, Plastic Pipe and Fittinga for Drainage Piping Outside the Building is deleted in its entirety. (d) Section 3.6, Alternate Materials and Methods, is deleted in its entirety. 19-610.4 Chapter 5 Amendments. (a) Section 5.2, Type and Size of Traps and Fixture Drains is amended by adding new section: "5.2.5 Bath Traps. 12" or 2" cast brass P bath traps are permitted. " (b) Section 5.4.2, Change of Direction is amended by adding "except where a cleanout is located within 10 feet of the change of direction. " (c) Section 5.4_.6, Base of Stacks is amended by deleting the first sentence as set forth in the "Illinois State Plumbing Code" in its entirety and sub- stituting in lieu thereof the following: "A long sweep stack base fitting or Test T with cleanout not less than 4" in diameter shall be provided at the foot of each vertical waste or soil stack. " 19-610.5 Chapter 7 Amendments. (a) Section 7.13.1, Separate Connections, is amended by adding "An additional drainage tee shall be installed in the sink waste line on the same floor for a disposal unit, whether for immediate or future use." (b) In newly constructed buildings it shall be mandatory to have separate toilet facilities for men and women. • 19-610.6 19-610.6 Chapter 10 Amendments. (a) Section 10.10.1, Water Distributing Pipe, Tubing and Fitting. is amended by adding: "All copper water pipe or tithing placed under basement ..floor shall be Class K and all sizes two inch and smaller above basement floor shall be Class K or L. " (b) Section 10.12.1, Water Supply Control, is amended by deleting the words "with a drip valve. " (c) Section 10.12.2, Shut-off Valve at Meter, is amended by revising to read "A 125# gate shut-off valve shall be provided at each end of the water meter and shall not be less in size than the size of the building water service.-" (d) Section 10.13.1, Water Service Pipe, is amended by adding "Water services shall be lead, copper (Class K) or cast iron, from corporation cock to inside of building and shall terminate above basement floor level at meter and gate- valve. Each building shall be separately and independently connected with the City water main. Electric ground must be connected on the street side of meter. Section 10.13.1 is also amended hy.substituting "3/4 inch nominal diameter" with "1 inch nominal diameter." (e) Section 10.14.2, Size of Fixture Supply, is amended. by substituting tabular value to read as follows: "Wail hydrant (Sill Cock) - 3/14 inch". (f) Section 10.14.8. Hazard and Noise, is amended by deleting said section in its entirety and substituting in lieu thereof the following: 10.1)4.8. All plumbing fixtures shall be equipped with air chambers 12" long and same diameter as the pipe it serves. (g) Section 10.17, Miscellaneous, is amended by adding new subsection as follows: "10.17.),Lawn Sprinkler Systems. Lawn sprinkler systems may be installed using approved type plastic piping meeting requirements as set forth herein: All systems must be connected to the water distribution system by means of distributing control valves and an approved type backflow prevention valve and vacuum breaker. Plastic pipe shall be rated at least 75 p.s.i. working pressure @ 74°F..where the street main pressure does not exceed 50 p.s.i. static pressure; and shall be rated at least 100 p.s.i. working pressure @ 7)4°F. where the street main pressure exceeds 50 p.s.i. static pressure. The type of plastic pipe and connections to be used must be approved by the Administrative Authority before any permit is issued. Data shall be submitted stating type, manufacturer, rating, locations where pipe has been used under similar conditions. Pipe shall be non-brittle, non-toxic and non-corrosive. " 19-610.7 19-610.7. Chapter 11 Amendments. (a) Section 11.1.1, General, is amended by adding "Service weight, cast iron soil pipe is permitted in any building, provided that the type of jointing material be in conformance with the Cast Iron Soil Pipe Institute. " (b) Section 11.1.3, Underground, Piping within Buildings, is amended by de- leting "copper (Type K or L), or DWV plastic pipe as specified in Section 3.4." (c) Section 11.2.2, Exception is amended by deleting "Type K hard-temper copper pipe with soldered joints, or DWV plastic pipe as specified in Section 3.5 and 11.1.3.' (d) Section 11.2, Building Drain, is amended by adding new section as follows: "11.2.7 Minimum Size. Building sewer shall be 4" minimum size. Changes in size of building sewer shall be by means of reducer or increaser." (e) Section 11.6 Offsets on Drainage Piping is amended by adding new section as follows : "11.6.6 Offsets. Change in direction shall be made with "Y" and one-eighth or similar bends. " 19-610.8 Chapter 12 Amendments. (a) Section 12.2.1, Traps Protected is amended by adding "It is the purpose of this Code to require an individual protective vent for each trap. Specific deviations from this requirement may be permitted by the Administrative Autho- rity, provided that such deviation is: in accordance with an appropriate sec- tion of this Chapter on Vents; will maintain a pressure differential with that portion of the drainage system between the limit& of plus or minus one (1) inch of water; and will not result in an unsafe and unsanitary system, in the opinion of the Administrative Authority. " (b) Section 12.4 Vent Terminals is amended by adding new section as follows: "12.4.7 Basement Water Closet Vent. Every dwelling or remodeling job involving additions to existing plumbing systems shall be provided with a 2 inch vent for future water closet in basement, such vent to be dropped down to basement ceiling and to enter stack above ceiling joists. (c) Section 12.5.1, Vent Terminal, is amended by revising to read: 1'The vent extension through and above the roof shall, be no.t, less than 4 inches in dia- meter and shall have a diameter at least 1 inch greater than that of the pipe to the roof. " (d) Section 12.9.1, Distance of Trap to Vent is amended by deleting entire section and replacing with following section: . . 19-610.8 "12.9.1 Protecting Vent Required. Each.fixture trap shall have a pro- tecting vent. Exceptions permitting use of arms may be made by the Adminis- trative Authority where unusual difficulty arises and when so,.permitted, vents shall be located so that the slope and the developed length in the fixture drain from the trap weir to the vent fitting are within the require- ments set forth in Table 12.9.3," (e) Section 12.9.3, Table is amended by adding_"The use of "arms" as pro- vided for in this table shall not be permitted except upon written approval of the Administrative Authority and only when he determines that unusual in- stallation difficulties require such approval." (f) Section 12.9.5 Crown Vent, is deleted in its entirety. (g) Section 12.12 Wet Venting. Wet vent allowed for basement water closet only. All other wet vents deleted. (h) Section 12.14.1 Horizontal Branches is deleted in its entirety. (i) Section 12.14.3 Limits of Fixture Units Above Bathtubs and Water Closets is deleted in its entirety. (j) Section 12.15.1, Battery Venting is deleted in its entirety. (k) Section 12.15.2, Dual Branches is deleted in its entirety. 19-610.9 Chapter 13 Amendments. (a) Section 13.1.1, Drainage Required is amended by adding "Such drainage shall not be permitted into a combined sewer system except upon prior written approval of the Administrative Authority. " In the case of the construction on lots served only by a combination storm and sanitary sewer of a one or two family residence, or in the event that 35 per cent or less of the surface of such lot will be covered by the building being constructed thereon, the roofs, paved areas, yards, courts, and court yards shall not be required to be connected into such combination sewer in the event that the soil on such lot provides adequate percolation for natural drainage, as determined by the Building Official. (b) Section 13.4.3 Combining Storm with Sanitary Drainage, is amended by revising section to read "Sanitary and storm drainage system of a building shall be entirely separate and if connected to a combined sewer main shall have separate connections to such main. " 19-610.10 Chapter 14 Amendments. (a) Section 14.8.1, Tests of Drainage and Vent Systems, is amended by re- vising second sentence to read: "After the plumbing fixtures have been set and their traps filled with water, the holder of the permit shall call for a final inspection. The entire drainage system of new or existing work shall be submitted to a final test as provided in Section 14.9.3. " r 19-610.10 (b) Section 1 .9.3, Final Test, is deleted in its entirety and replaced with new section as follows : 14.9.3 Final Type Test. The smoke test or the peppermint test shall be used in testing the sanitary condition of the drainage _or plumbing system of all buildings where there is reason to believe it has become dangerous or defective as a result of settlement of the building, abuse, accident or other cause. A smoke test or a peppermint test may be required by the Administrative Authority as part of the. final inspection on all new work and alterations of existing_ w.ork, where the inspection discloses. questionable methods of connecting fixtures or traps, defects in fixtures, traps, materials, or faulty workmanship. When a smoke test is made, all windows, doors and other openings admitting outside air to the building shall be closed. The smoke machine shall be located outside of the building and shall be connected to any suitable opening or outlet in the drainage or venting_syst.em. When the system is filled com- pletely with dense, pungent smoke, and the openings emit smoke, they shall be closed air tight and air pressure equivalent to one inch water column shall be applied and left standing at least fifteen minutes. If there is no leakage or forcing of trap.s_eals or other defects, the system shall be considered air and .gas tight. No fixture connected to the system being tested shall be used while the test is being made. The peppermint test shall be made by pouring three gallons cf steaming hot water into the stack to be tested followed by three ounces of oil of pepper- mint which shall be washed. down with another three gallons of steaming hot water and the roof opening tightly closed. All windows, doors, and other openings in the building being tested shall be tightly closed and maintained closed until permission to open same is given by the Administrative Authority conducting such test. The person handling the peppermint shall not enter the building until after so ordered. Section XI m Adoption of Gas Piping and Appliance Codes 19611. Adoption of Low Pressure Gas Piping and Gas Appliance Code. There is hereby adopted by the. City .of Elgin, for the purpose of establishing rules and regulations for the installation, repairs and alterations of low pressure gas piping and appliances, that certain code known as National Board of Fire Underwriters Pamphlet No. 51, entitled "Installation of Gas Appliances and Gas Piping" as recommended by the National Fire Protection Association as published in 1969, and all subsequent revisions, modifications and amendments thereto, of which not less than three (3) copies have been and now are filed in the office of the City Clerk of the City of Elgin, and the same hereby are adopted and incorporated as fully as if set out at length herein, and from the date of which this ordinance shall take effect the provisions thereof shall be controlling within the corporate limits of the City of Elgin. 19-611,1 tek 19-611.1. Adoption of The Storage and Handling of Liquified Petroleum Gases: There is hereby adopted by the City of Elgin for the purpose of establishing rules and regulations for the installation, repairs and alter- ations of undiluted liquified petroleum gas piping and appliances, that certain code known as "The Storage and Handling of Liquified Petroleum Gases" published by the National Fire Protection Association, as NFPA Pamphlet No. 58, being particularly the 1969 edition thereof and the whole thereof, save and except such portions as are hereinafter deleted, modified or amended, •of which not less than three (3) Copies have been and now are filed in the office of the City Clerk of the City of Elgin, and the same are hereby adopted and incor- porated as fully as if set out at length herein, and.from the_date_.an._which this ordinance shall take effect, the provisions thereof shall be .controlling within the corporate limits of the City of Elgin. Section XII - Amendments to Low Pressure Gas Piping and Appliance Code The said code is amended and changed in the following respects : 19-612. Part I. Part I is amended by adding new sections as follows: "1.1.5, Inspections and Tests. Inspections and tests shall be made in the presence of the Building Official. " "1.1.6, Certificate of Approval. When final inspection of gas piping and for fixtures and appliances is made, a certificate of acceptance shall be issued by the Building Official, a copy of which shall be delivered to the gas utility to inform it that the installation has been duly inspected and approved and is ready for service. No gas shall be used on any premises until such certificate has been issued." "1.1.7, Authority to Disconnect. The Fire Chief or Building Official or gas utility is hereby authorized to disconnect or have disconnected any gas appliance or gas piping which shall be found not to conform to this code, or may be found defective and in such condition as to endanger life or property. Responsible contractor to be notified immediately. Where such disconnection has been made, a notice shall be attached to such appliance or gas piping which shall state that the same has been disconnected together with the reasons therefor, and such notice shall not be removed nor such appliance or gas piping be reconnected until the unsatisfactory condition has been corrected. " Section XIII - Code Distribution 19-613. Distribution. Copies of "State of Illinois Plumbing License Law," "Gas Piping Codes," Street Opening and Closing Ordinance, and this ordinance shall be secured by the Building Official and made available on request ata charge to be set by the City Manager from time to time to defray actual plus handling costs of the City. Section. XIV - Appeals 19-614. Appeals. Any person dissatisfied with a decision of the Building Official may appeal in writing to the City Manager, who shall then appoint a 19.-61)4 board to conduct a hearing within ten (10) days of date of appeal. This board shall consist of one licensed plumber, one licensed plumber's appren- tice, one person representing the..public, and one person representing the Board of Health, all of whom shall be residents of Elgin. The board shall report its findings to the City Manager as suon as practicable and such decision shall be final. Section XV - Validity 19-615. If any section or part thereof of this ordinance or codes adopted by reference herein, is held unconstitutional, the remaining sections or provisions shall be given full force and effect as completely as if the part held unconstitutional had not been included herein. Section XVI - Violations and Penalties 19-616. Any person violating any of the provisions of this ordinance by refusing, failing, or neglecting to comply with such provisions shall be subject to a fine of not less than Ten Dollars ($10.00) or more than Two Hundred Dollars ($200.00) or by imprisonment not exceeding six (6) months, or by both such fine and imprisonment. Each and every day such violation exists shall be deemed a separate offense. 19-616.1. No person shall be imprisoned under this ordinance for the first offense and the prosecution shall always be as and for the first offense unless the affidavit upon which the prosecution is instituted contains an allegation that the offense is a second or repeated offense.
