AN ORDINANCE
TERMINATING A SPECIAL USE HERETOFORE AUTHORIZED ON CERTAIN PROPERTY
IN THE CITY OF ELGIN AS A PLANNED DEVELOPMENT FOR HOSPITAL PURPOSES .
WHEREAS , the City Council heretofore passed Ordinance No .
G-1183 , on January 12 , 1967 , authorizing the development and
maintenance of a planned: development for hospital purposes
upon certain property hereinafter described , in the City of
Elgin , and
WHEREAS , said special use for a planned development upon
said real estate was granted and authorized on the express condition
that no permit shall be issued by the Department of Engineering &
Inspection of the City of Elgin to construct any site improvements ,
buildings, or make any additions or enlargements of existing buildings ,
on said tract until the plans for , and location of such specific
improvements , have been approved by the Elgin Plan Commission and
by the City Council of the City of Elgin , and
WHEREAS , despite the fact that more than five years have passed
since said Ordinance was passed , no plans and specifications have
been submitted to the Plan Commission of the City of Elgin , or
the City Council , for such planned development , and
WHEREAS , at the time said special use was granted , there was
an existing structure on the described premises , which was being
utilized for a private sanitarium purpose for aged persons and
persons with mental disorders , which facilities are no longer
licensed by the State of Illinois for such purposes , and
WHEREAS , the City Council does hereby determine that such
special use has never been constructed , or developed , and that it
is in the best interest of the general public that said use be
officially terminated .
NOW , THEREFORE , BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF ELGIN , ILLINOIS :
Section 1 . That that certain special use for the development
and maintenance of a planned development for hospital purposes
granted by Ordinance No . G- 1183 , passed on January 12 , 1967 , on
the following described real estate , to-wit :
Block 1 ( except Lots 11 and 14) of E . C . Lovell ' s
Addition to Elgin , situated in the City of Elgin ,
County of Kane , Illinois ,
be , and the same hereby is , terminated and of no further force
and effect .

Section 2 . That all ordinances or parts thereof in conflict
herewith be , and the same hereby are , repealed and of no further
force and effect .
Section 3 . That this Ordinance shall be in full force and
effect from and after its passage as provided by law , and shall
be published in pamphlet form by authority of the City Council .
