G-1492 Ordinance No. G-1492 rm. AN ORDINANCE AMENDING ARTICLE 12 OF CHAPTER 7 OF THE CITY CODE PERTAINING TO THE ORGANIZATION OF THE "ELGIN ECONOMIC DEVELOPMENT COMMISSION". WHEREAS, in the considered opinion of the City Council of the City of Elgin, it is appropriate and in the public interest that the composition and internal organization of the Elgin Economic Development Commission be changed and modified so as to better serve the interest of the community. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Article XII of Chapter 7 of the City Code of Elgin be, and the same hereby is, amended in the following manner, to-wit: (a) By deleting present Section 7-1202 in its entirety, and inserting in lieu thereof, the following: "7-1202. Appointment. This Commission shall consist of fifteen (15) members. Five (5) members shall be appointed by the City Council of the City of Elgin. Five (5) members shall be appointed by the Executive Board of the Elgin Assoc- iation of Commerce. Five (5) members shall be appointed by the ten (10) members, who have been appointed by the City Council and the Executive Board of the Elgin Association of Commerce. Each member so appointed shall serve for a term of three (3) years, except that the term of the initial appointees hereunder shall be staggered in such a manner so that five (5) members terms shall expire on the first Monday of May, 1972, five (5) members terms shall expire on the first Monday of May, 1973, and five (5) members terms shall expire on the first Monday of May, 1974. All members of the Commission shall continue in such capac- ity until their successor has been duly appointed and is acting. Any member who is appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall serve for the remainder of such term. In making appointments to this Commission, the appointing bodies shall attempt to give broad representation to the various segments of our community, including business, the professions, government, education, and labor. There shall be four (4) ex-officio members of the Elgin Economic Development Commission, who shall be the Mayor and City Manager of the City of Elgin, and the President and Executive Vice-President of the Elgin Association of Commerce." (b) By deleting present Section 7-1205, in its entirety, and inserting in lieu thereof, the following: "7-1205. Executive Director. The Commission shall appoint an executive Director to coordinate the activities of the Commission. The term of office of such Executive Director may be terminated at any time by the Commission. The Executive Director shall receive no compensation from the City, but may, with approval of the Commission, receive compensation from private groups interested in the pro- motion and encouragement of the economic development of the City of Elgin, either for expenses, or as a salary or consulting fees." (c) By deleting present Section 7-1207, in its entirety, and inserting in lieu thereof, the following: "7-1207. Compensation. No member of the Commission shall receive any compensation from the City, or incur any expense to the City without the approval of the City Council. The City, from time to time, in its discretion, shall make available the services of its professional staff, to aid and cooperate with the Commission in carrying out its responsibilities, as provided herein." Section 2. That the terms of office of all of the present members of the Elgin All Economic Development Commission, are hereby terminated, effective January 2, 1972. Section 3. That all ordinances or parts thereof, in conflict herewith be, and the same hereby are, repealed and of no further force and effect. Section 4. That this Ordinance shall be in full force and effect from and after its passage as provided by law, and shall be published in pamphlet form by authority of the City Council. s/ W. E.
