AN ORDINANCE
AMENDING THE CITY CODE OF ELGIN TO FORMALLY ESTABLISH AND
PROVIDE FOR A DEPARTMENT OF MUNICIPAL PLANNING ,
Whereas , the City Manager has recommended to the Council
that there be established a separate Department in the City
government , actively engaged in formulating and making
recommendations for the orderly development and growth of the
community , and responsible for reviewing and making
recommendations relative to the Official Plan of the City and
the administration and periodic modification thereof , and
Whereas , the City Council concurs in such recommendation ,
NOW , THEREFORE , BE IT ORDAINED, BY THE COUNCIL OF THE
CITY OF ELGIN , ILLINOIS :
Section 1 . That the City Code of Elgin be , and it hereby
is , amended to provide for a Department of Municipal Planning ,
to actively engage in formulating and making recommendations
for the orderly development and growth of the community , and
responsible for reviewing and making recommendations relative to
the Official Plan of the City and the administration and periodic
modification thereof in the following manner:
By adding the following additional Chapter to the City Code
em of Elgin , Illinois , to-wit : Chapter 22 . 5 ,
ARTICLE I . DEPARTMENT OF MUNICIPAL PLANNING
22 , 5-101 Establishment
22 . 5-102 Director of Planning
22 . 5-103 Functions
22 . 5-101 Establishment , There is hereby created an
Administrative Department of the City government , to be known
as the Department of Municipal Planning . This Department shall
consist of the Director of Planning of the City of Elgin and
such other officers and employees as may be provided by the
City Council and such equipment and supplies assigned to the
operation thereof.
22 , 5-102 Director of Planning . There is hereby established
the office of Director of the Department of Municipal Planning ,
who shall be the supervising officer of said Department , and
shall have charge of all property , equipment and employees there-
of. He shall be appointed by the City Manager , with the advice
and consent of the City Council .
22 . 5-103 Functions , The Director of the Department of
Municipal Planning shall at all times be actively engaged in
e formulating and making recommendations for the orderly develop-
ment and growth of the community , and he shall review and make
recommendations concerning the Official Plan of the City and the
periodic modification thereof . The said Director shall have
control and supervision over all employees assigned to such
Department , subject , however , to the control of the City Manager .
The said Director of Planning shall have the following
additional specific responsibilities :
( a) To meet and counsel with subdividers and developers
relative to the City Plan and ordinances , in relation to their
particular projects ;
(b ) To review all plats of subdivision and annexation plats
submitted to the City and make comment relative to the same ;
(c ) To review all plats of subdivision which are submitted
to the City to see that the same comply with the general provisions
of the Subdivision Ordinance and Zoning Ordinance of the City of
Elgin ;
(d ) To attend all meetings of the Plan Commission of the City
of Elgin ;
(e ) To prepare studies , designs and plans as parts of the
comprehensive Master Plan ;
(f ) To prepare statistical data and base maps , charts and
tables relative to the Official Plan ;
( g ) To prepare technical reports on special planning
programs ;
( h ) To prepare sketches , tracings and other data for proposed
municipal projects ;
( i ) To conduct land use studies and analyses of changes and
trends in land use ;
(j ) To analyze and prepare summary reports on social , physical
and population data and correlate such information with the
Official Plan of the City .
Section 2 . That this ordinance shall be in full force and effect
from and after its passage as provided by law, and shall be published
in pamphlet form by authority of the City Council .
