.r Ordinance No . G-1351 ` AN ORDINANCE AMENDING ARTICLE IV , ENTITLED "THE ADOPTION AND ADMINISTRATION OF POSITION CLASSIFICATION AND PAY PLANS" , OF CHAPTER 6 OF THE CITY CODE ( ORDINANCE NO . S- 569 , PASSED DECEMBER 23 , 1955) , AS PERTAINS TO THE COMPENSATION PLAN AND TO THE SCHEDULE OF STANDARD SALARY RANGES AND THE OFFICIAL SALARY PLAN OF THE CITY OF ELGIN , ILLINOIS . WHEREAS , in the considered opinion of the City Council of the City of Elgin , Illinois , it is fit and proper and to the best interest of the community that the Compensation Plan and the Schedule of Standard Salary Ranges and the Official Salary Plan of the City of Elgin employees be , from time to time , reviewed and amended in relationship to the economic conditions that exist from time to time . NOW, THEREFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN , ILLINOIS : Section 1 . That Section 6-403 of Article IV of Chapter 6; of the City Code ( Ordinance No . S-569 , passed December 23 , 195t) , is amended , be , and the same hereby is amended in the following manner , to-wit: a . By adding to sub-section B of said Section 6-403 the following additional sub-paragraphs , to-wit: ( 1) All employees with a starting date prior to January 1 , 1970 shall be affected by Steps C through F in their respective ranges and shall with satisfactory performance on the job be at the top step in three years . ( 2) All new employees starting with the City after January 1 , 1970 shall be affected by steps A through F in their respective ranges and shall with satisfactory performance on the ,io.b be . at the top step in five years . b . That Section 3 of said Section 6-403 be , and the same hereby is , amended to provide as follows , to-wit: ( 1 ) Appointment Rate : The minimum rate of pay for a class shall be paid upon appointment to the class , except that j appointment rates above the minimum rate may be paid if the department head submits a written request outlining reasons for such action which are approved by the City Manager, or if difficulty is encountered in the recruitment of qualified j employees at a minimum rate for a position . c . That Section 4 of said Section 6-403 be , and the same hereby is , amended to provide as follows , to-wit: ( 1 ) Salary Ranges . Salary increases within appropriate ranges shall be from one step to the next higher step . Such salary increases shall be made annually for each individual employee , effective with the anniversary day of the commencement of his employment by the City . All salary ranges are contingent upon the recommendation of department heads , as indicated by "Satisfactory" service ratings . After reaching the top salary in his range , an employee receiving a "Superior" rating in his last service ratings , or having an assigned responsibility above the normal responsibility of the class to which he is assigned and for which no other classification exists , may , on recommendation of the City Manager, be advanced a maximum of one step beyond such maximum salary in the ranges . Notwithstanding the provisions of the foregoing paragraph , a department head may grant salary increases of more than one step or more frequently than specified above upon submitting detailed written statements to the City Manager specifying the employee ' s exceptional performance of the unusual employment conditions that made such action necessary and after approval of such increases by the City Manager. Salary increases or decreases resulting from the adjustment of salary ranges in accordance with Section 2 of this rule shall not prevent within-range increases in accordance with this section . Section 2 . That Schedule I , attached to and forming a part of Article IV of Chapter 6 of the City Code ( Ordinance No .
