AN ORDINANCE
ANNEXING CERTAIN TERRITORIES IN SECTIONS 6 & 7, TOWNSHIP 41
NORTH, RANGE 9, EAST OF THE THIRD PRINCIPAL.MERIDIAN, HANOVER
TOWNSHIP, COOK COUNTY, ILLINOIS, TO THE CITY OF ELGIN, ILLINOIS.
WHEREAS, a petition signed by all of the owners of record of the
land hereinafter described, has been filed with the City Clerk and no
electors reside thereon, and
WHEREAS, said petition requests the annexation of such territories
to the City of Elgin and contains statements therein under oath, that all of
the owners of record of such land have joined in such petition and that no
electors reside thereon.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF ELGIN, ILLINOIS:
Section 1. That the territories and lands described as follows, to-wit:
That part of Lots 3 and 5 in the Circuit Court Partition of parts of
Sections 6 and 7, Township 41 North, Range 9 East of the Third
Principal Meridian according to the plat recorded in the Recorder's
Office of Cook County on February 13, 1918 as. Document No.
6272373 in Book 151 of Plate, page 39, described as follows:
Commencing at the Southwest corner of said Lot 3; thence Easterly
along the South line of said Lot 3, a distance of 546. 03 feet for the
place of beginning; thence Northerly parallel with the West line
of said Lot 3, a distance of 958. 32 feet; thence Easterly parallel
with the South line of said Lot 3 and parallel with the South line of
Lot 5 as aforesaid, a distance of 546. 03 feet; thence Southerly
parallel with the West line of said Lot 3, a distance of 958. 32 feet
to the South line of said Lot 5; thence Westerly along the South
line of said Lot 5 and along the South line of said Lot 3, a distance
of 546. 03 feet to the place of beginning, Being situated in Hanover
Township, Cook County, Illinois.
being contiguous to the City of Elgin and not a part of any municipality be,
and they are hereby, annexed to and made a part of the City of Elgin.
Section 2. That the boundary lines of the City of Elgin be, and
they are hereby, enlarged and extended to include within the corporate boun-
daries thereof the above-described territories.

Section 3: T hat said territories be,', and they are hereby, included in
R-2, Single Family Residence District, as set forth in the Elgin Zoning Ordi-
nance (Chapter 21 of the City Code of Elgin, Illinois).
Section 4: That a certified copy of this ordinance, together with,-an
accurate map of said annexed territories, be filed with the Recorder of Deeds
of C<o.oiCounty, Illinois.
Section 5. Thatthis ordinance shall be in full force and effect from
and after its passage, as provided by law, and shall be published in pamp-
hlet form by authority of the City Council.

Action Tabled on Request of Union National Bank for Proposed Change
in Drive-Up Windows
Mr. Brunton said that the Union National Bank owns two buildings east of their
present structure and plans for remodeling call for a drive-up window at this
location. Pedestrian and traffic counts are now being made, and they have asked
that their request be tabled for two weeks or a month until they can make a complete
presentation. Councilman Barber made a motion, seconded by Councilman Santanni,
to table the matter. Yeas: Councilmen Alft, Barber, Santanni, Tillery, and Mayor
Shales. Nays: None.
Ordinance Authorized to Eliminate Franchise Fee for Elgin City Lines
for Period of Twenty-One Months
Mayor Shales, Mr. Bolerjack, and the City Manager met with officials from the
Notional City Lines, together with representatives of the City of Aurora. The
Council met in committee to discuss the many problems which would result from a
curtailment of bus services. During 1965 the busses accomodated 800,000 riders.
The problem was resolved on a temporary basis on acceptance of the three factors
proposed: (1) Elgin and Aurora will eliminate their franchise fee for a period
of 21 months, or for 1966 and 1967 (2) Elgin and Aurora will join in a petition
with the national City Lines before the Illinois Commerce Commission for an increase
in fares, and (3) Private groups in Elgin will furnish $3,000 and groups in Aurora
will furnish $5,000 for a public transpostation study to be completed before

Passed by the City Council on March 10, 1966. We also enclose eight
accurate maps of the area.

We also enclose a copy of the notice of the proposed annexation
which was sent to the Hanover-Wayne Fire Protection District, with an
affidavit of service dated tebruary 25, 1966.
