RESOLUTION
APPROVING THE 2018 ANNUAL ACTION PLAN, AUTHORIZING THE EXECUTION OF
DOCUMENTS NECESSARY TO PARTICIPATE IN THE COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM, AND AUTHORIZING EXECUTION OF AN AMENDMENT
TO CDBG PROGRAM MANAGEMENT INTERGOVERNMENTAL AGREEMENT WITH
KANE COUNTY FOR PROGRAM MANAGEMENT SERVICES REGARDING THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND THE
NEIGHBORHOOD STABILIZATION PROGRAM
WHEREAS,Title I of the Housing and Community Development Act of 1974 provides for
Community Development Block Grant (CDBG) funding to units of local governments for the
purpose of developing viable urban communities by providing decent housing, a suitable living
environment, and by expanding economic opportunities; and
WHEREAS,the CDBG Program is funded by the U.S. Department of Housing and Urban
Development(HUD)and is to be implemented in a manner consistent with priorities and strategies
identified in a Housing and Community Development Consolidated Plan; and
WHEREAS, such a plan, covering a five-year period including Program Years 2015
through 2019,was prepared and made available for public comment as required by the Kane-Elgin
Consortium's Citizen Participation Plan; and
WHEREAS, it is necessary to approve an Annual Action Plan for Program Year 2018 in
order for the City to qualify for an annual allocation of CDBG funds from HUD; and
WHEREAS, it is desirable to amend an intergovernmental agreement with Kane County
to provide for the proper administration and management of the City's CDBG Program (and
Neighborhood Stabilization Program) during Program Year 2018.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That the 2018 Annual Action Plan, including the activities listed below, is
hereby approved:
1. Pediatric Clinic Renovation
CDBG funds will be used to renovate the Seneca Health Center for use as a pediatric clinic.
The renovated space will include lab and provider areas, and will improve health care
access, service delivery and outcomes for an estimated 7,000 children.
CDBG Funding: $100,000.00
Agency: Greater Elgin Family Care Center
2. Wellness Kitchen
CDBG funds will be used to construct a demonstration wellness kitchen, for the purposes
of undertaking programming aimed at reducing high incidences of chronic disease within
VNA's primary care patient population,and within the Elgin community at large. This will
be accomplished though the provision of hands-on health education for a low-income
population at increased incidence and risk of chronic disease.
CDBG Funding: $74,259.00
Agency: VNA Health Care
3. Elgin Community Support Team
CDBG funds will be used to provide intensive wrap-around services to individuals with
significant mental health challenges. The program will be delivered in collaboration with
the Elgin Police Department to specifically serve individuals who are homeless or at-risk
of homelessness.
CDBG Funding: $34,800.00
Agency: Association for Individual Development
4. Substance Abuse Prevention Program
CDBG funds will be used to provide Elgin residents, who require substance abuse
prevention treatment, a service that meets their needs in a bilingual and bicultural
environment. Services will be offered in Spanish.
CDBG Funding: $15,600.00
Agency: Latino Treatment Center
5. Comprehensive Services for Seniors
CDBG funds will be used to provide services for seniors and disabled adults to allow them
to live safely with improved health and dignity in their homes and community as long as
possible.The Agency will add a support person for Elgin case managers to continue service
at the same or increased level in the face of reduced state, federal and local funding.
CDBG Funding: $25,000.00

6. Owner-Occupied Housing Rehabilitation Program
CDBG funds will be used to provide housing rehabilitation assistance to low/moderate-
income homeowners in the City of Elgin. Critical repairs will be made to improve living
conditions and occupant safety, such as repairing water service lines, replacing water
heaters, replacing sanitary sewer laterals, upgrading electrical systems, and replacing
furnaces. $15,000 shall be reserved for emergency repair work on homes identified by the
Elgin Community Development Department.

7. Affordable Housing Fund
The Affordable Housing Fund(AHF)will leverage multiple funding sources to support the
preservation and creation of affordable housing for households with incomes at or below
80% of the area median income ($67,700 for a family of four). CDBG funds will be used
to provide gap financing for the development of affordable rental and/or home-ownership
projects funding for affordable housing activities within the City of Elgin.

8. Program Administration
CDBG funds will be used to cover costs associated with the administration of the CDBG
program, and expenses associated with administration of the Continuum of Care, which
facilitates the award of state and federal funding to Elgin agencies that serve the homeless
population. Funds will also cover the cost of scanning Elgin CDBG Program records and
files from previous program years.
CDBG Funding: $127,715.00

9. CDBG File Scanning
CDBG funds will be used to cover the cost of scanning CDBG Program records and files
from previous program years.
CDBG Funding: $20,000.00

Section 2. That the above funding awards are conditioned on each agency's compliance
with applicable HUD requirements,and satisfaction of conditions outlined in the attachment to the
report and recommendation issued to the Mayor and Members of the City Council at the
Committee of the Whole meeting of May 23, 2018.
Section 3. That Richard G. Kozal, City Manager, be and is hereby authorized and directed
to execute such applications, agreements, certifications, reports, and other documents required by
HUD, and to provide additional information and furnish such documents as may be required by
HUD, to complete the activities described in the plans approved or amended herein.
Section 4. That Richard G. Kozal, City Manager,be and is hereby authorized and directed
to execute an amendment to CDBG Program Management Intergovernmental Agreement on
behalf of the City of Elgin with Kane County for program management services regarding the
Community Development Block Grant Program and the Neighborhood Stabilization Program, a
copy of which is attached hereto and made a part hereof by reference.

Amendment#2 to CDBG Program Management
Intergovernmental Agreement
THIS AMENDMENT, made and entered into this 11 day of July , 2018, by
and between the CITY OF ELGIN, an Illinois municipal corporation (the "CITY"), and KANE COUNTY, a
body corporate and politic(the "COUNTY"), which are collectively known as "the Parties", modifies an
Intergovernmental Agreement (the "Agreement") entered into by the Parties for CDBG Program
Management services on July 13, 2016, and subsequently amended on November 15, 2017.
WITNESSETH:
WHEREAS, in 2016, the CITY determined it to be in its best interest to obtain program
management services from the COUNTY for implementation of its Community Development Block Grant
(CDBG) Program and Neighborhood Stabilization Program (NSP); and
WHEREAS, the Parties entered into an Intergovernmental Agreement under which the CITY
purchased said services from the COUNTY during Program Year 2016 (June 1, 2016 to May 31, 2017);
and
WHEREAS, Paragraph 6 of said Agreement stipulates it will automatically renew for subsequent
one-year periods on June 1, provided that the CITY is awarded an annual formula allocation of CDBG
funds by the U.S. Department of Housing and Urban Development for the new Program Year beginning
on June 1, and a budget for program management services to be provided during the new Program Year
is approved by the CITY as part of its Annual Action Plan; and
WHEREAS, under said paragraph, the Agreement was renewed for Program Year 2017 (June 1,
2017 to May 31, 2018), and the Parties amended the Agreement to make certain changes regarding the
budget and scope of services for Program Year 2017; and
WHEREAS, the CITY has been awarded an annual formula allocation of CDBG funds for Program
Year 2018 (June 1, 2018 to May 31, 2019), and a budget for program management services to be
provided during Program Year 2018 was approved by the CITY as part of its Annual Action Plan for
Program Year 2018; and
WHEREAS, the Agreement, therefore, was automatically renewed for Program Year 2018, but it
is necessary to amend the Agreement to make certain changes regarding the budget and scope of
services to be provided during Program Year 2018; and
WHEREAS, Paragraph 18 of the Agreement stipulates that it may be amended provided that
such amendments are in writing and duly executed by the Parties.
NOW, THEREFORE, upon the consideration of the mutual promises contained herein and upon
the further consideration of the recitals hereinabove set forth, it is hereby agreed between the CITY and
COUNTY to amend certain portions of the Agreement as follows:

I. Paragraph 4, "Payments to the County," shall be replaced with the following:
4. PAYMENTS TO THE COUNTY
A. The CITY shall make periodic payments to the COUNTY for program
management services provided under this Agreement according to the budget
established in Attachment B, "Budget for Program Year 2018 Services—Elgin
CDBG Program Management Services."
B. The total of all payments made by the CITY to the COUNTY for program
management services provided under this Agreement shall not exceed
$123,415.00 unless modifications to the SERVICES are authorized in writing by
the CITY and COUNTY by way of written amendment to this Agreement.
C. The CITY shall also make periodic payments to the COUNTY for the
reimbursement of housing rehabilitation costs and services provided under this
Agreement according to the budget established in Attachment C, "Budget for
Program Year 2018 Services—Elgin CDBG Program Housing Rehabilitation
Services."
D. The total of all payments made by the CITY to the COUNTY for housing
rehabilitation costs and services provided under this Agreement shall not
exceed $351,190.00 unless modifications to the SERVICES are authorized in
writing by the CITY and COUNTY by way of written amendment to this
Agreement. The payments to the COUNTY for housing rehabilitation costs and
services shall include both the amounts of residential rehabilitation assistance
provided to Elgin residents for rehabilitation costs and the program delivery
costs to Community Contacts, Inc.,for the administration and management of
the CITY's housing rehabilitation program, in accordance with the terms and
provisions of this Agreement. The COUNTY shall pay Community Contacts, Inc.,
directly for its administration and management of the CITY's housing
rehabilitation program, and shall submit invoices to the CITY for reimbursement
in accordance with Section 4 of this Agreement.
E. Additional services provided by the COUNTY which are not described herein
require prior written approval of the CITY and COUNTY and shall be
compensated according to terms agreed upon in such written approval.
II. Attachment A, "Scope of Services," shall be replaced with Amended Attachment A, "Scope of
Services,"which is attached to this Amendment.
III. Attachment B, "Budget for Program Year 2017 Services—Elgin CDBG Program Management
Services," shall be replaced with Amended Attachment B, "Budget for Program Year 2018
Services—Elgin CDBG Program Management Services," which is attached to this Amendment.
IV. Attachment C, "Budget for Program Year 2017 Services—Elgin CDBG Housing Rehabilitation
Costs and Services," shall be replaced with Amended Attachment C, "Budget for Program Year
2018 Services—Elgin CDBG Housing Rehabilitation Costs and Services," which is attached to this
Amendment.

SCOPE OF SERVICES
The Kane County Office of Community Reinvestment will provide the following program and
project management services to support the City of Elgin's Community Development Block Grant
Program:
Determination of Activity Eligibility and Project Readiness
• Provide written report with supporting documentation for each project to document
compliance with HUD's activity eligibility and national objective criteria.
• Provide written report documenting project readiness and verifying that funding sources are
secured and project is ready to proceed.
Annual Action Plan Prep./Amendment Prep.
• Prepare plan narratives.
• Enter plan narratives and projects/activities into HUD's IDIS System.
• Public comment period/public hearing.
o Draft public notice for publication.
o Conduct public hearing(within the City of Elgin).
o Prepare summary of comments received during comment period and hearing for review
by Elgin.
• Plan submittal:
o Incorporate public comments/responses and submit with Kane-Elgin Consortium plans
in IDIS.
o Provide hard and electronic copies of final plan for Elgin's records/use.
• Prepare amendment(s)to any current or prior-year Action Plan(s) as requested by Elgin.
Environmental Review
• Prepare individual Environmental Review Records for all CDBG-funded activities for review and
signature by Elgin's Certifying Official.
• Prepare/publish required notices (if necessary).
• Prepare RROF/FONSI forms for review/signature by Elgin's Certifying Official and submittal to
HUD (if necessary).
• Obtain release of funds from HUD (if necessary).
• Enter/upload all required information/documents into HEROS systems as required by HUD.
Project Management/Oversight
Includes oversight of both new and prior-year CDBG activities through project close-out and final file
review to ensure project records are complete and ready for future audit/monitoring.
• Prepare funding agreements.
• Set up all activities in IDIS.
• Conduct project kick-off/orientation meeting to ensure smooth project launch/completion.
• Assist with procurement/bidding processes to confirm compliance with HUD standards.
• Confirm/document that the selected contractor(and subs) are not debarred.
• Ensure compliance with Federal Labor Standards/Davis-Bacon, including collection of certified
payroll records from contractor(and subs), and conducting/documenting job site interviews.

• Collect and maintain documentation of activity accomplishments and beneficiary info, including
quarterly performance reports. Update accomplishments in IDIS on a quarterly basis per HUD
standards.
• Monitor projects (both while underway and at completion).
• Collect and review annual agency audits to confirm compliance with OMB standards. Follow up
on any findings/deficiencies that are of concern.
• Enter completion data/info and closeout projects in IDIS.
• Preparation of project files/records:
o Provide Elgin with complete and organized file for each project(in both hard and
electronic formats)to document compliance with all Federal requirements.
• Meet with representatives from Elgin's external auditing firm (Sikich)to provide
information/documentation and assist with the city's annual single audit.
• Meet with HUD staff to provide information/documentation and assist with monitoring visits.
Field follow-up questions and prepare draft written responses for Elgin's review/submittal to
HUD.
Housing Rehabilitation Services
• Subcontract with Community Contacts to provide housing rehabilitation assistance to Elgin
homeowners consistent with the County's program under the following parameters:
o Homeowner Eligibility:Applicants must be at least eighteen (18)years of age, and their
total household income must be at/below 80%of Area Median Income (as updated and
published annually by HUD).Applicants must own and occupy the property as their
principal residence and be current with the payment of their mortgage, property taxes,
and homeowner's insurance premium.
o Property Type(s): Properties must be lawful, single-family dwellings free of all liens and
located in the City of Elgin.
o Amount of Assistance/Household: Up to$15,000 for housing rehabilitation work and up
to$10,000 for lead hazard control work,for a combined maximum of$25,000/
household.All assistance shall be provided in the form of a grant. Community Contacts
shall be eligible to receive a project delivery fee.
• Oversee and monitor the following tasks to be performed by Community Contacts:
o Receipt and processing of applications to identify eligible households. (All applications
currently under review/processing by Elgin's Community Development Department will
be given priority status ahead of any new applications.)
o Assessment of the physical condition of homes determined eligible for the program.
o Preparation of a scope of work and specifications for each housing unit to be
rehabilitated along with a cost estimate for the work.
o Procurement of contractor services through competitive bidding to a pre-qualified list of
contractors.
o Execution of agreements and other documents necessary for homeowners to
participate in the program.
o Inspection of work performed by contractors to ensure satisfactory completion,
including compliance with lead-based paint requirements.
• Pay Community Contacts directly and submit reimbursement requests to Elgin.
• Maintain project files and beneficiary data for reporting/tracking purposes.

Neighborhood Stabilization Program
• Oversee and monitor the redevelopment of 209 Franklin Boulevard,which was previously
acquired by the city under its Neighborhood Stabilization Program. Manage the homebuyer
qualification and closing process.
• Prepare/submit outstanding and future quarterly reports in HUD's DRGR System.
• Other work associated with closing out Elgin's Neighborhood Stabilization Program.
Financial Recordkeeping/Payment Processing/Reporting
• Review/approve project invoices/requests for payment.
• Submit invoices/requests for payment to the city's Finance Department for processing.
o If requested by city,assist with IDIS drawdown process to ensure prompt
reimbursement from HUD.
• If requested by Elgin, review financial records and quarterly financial reports(SF-425).
• Maintain records/backup documentation to support the city's financial records. Make same
available for preparation of the city's annual single audit and HUD monitoring.
o Prepare corrective action plans and narrative responses necessary to address
deficiencies identified in program audits/monitoring visits.
• Prepare and submit other compliance reports.
o Contract and Subcontract Activity Reports(HUD-2516)

1. Introduction
The City of Elgin receives federal Community Development Block Grant (CDBG)funds annually from the
U.S. Department of Housing and Urban Development (HUD). As a condition of receiving these funds,the
City is required to develop an Annual Action Plan that articulates the housing and community
development goals it will address using these funds.This Action Plan is for Program Year 2018,which
begins June 1, 2018 and ends on May 31, 2019.
The overall objective of the CDBG Program is to foster the development of viable urban communities by
providing decent housing, a suitable living environment, and expanded economic opportunities,
principally for low- and moderate-income people. The CDBG Program provides funding for a wide range
of housing and community development activities that help to strengthen neighborhoods and improve
the overall quality-of-life for residents.
The City of Elgin has participated in the CDBG Program since 1975 as a "metropolitan city" serving a
program area that is coterminous with its municipal boundaries,which includes portions of both Kane
and Cook Counties. In 2004,the City of Elgin formed a partnership with Kane County—known as a
"consortium"—in order to participate in HUD's HOME Investment Partnerships Program.The area
served by the Consortium includes the county's CDBG program area and the City of Elgin.
In the spring of 2015, Kane County, as the lead entity of the Consortium, adopted a Housing and
Community Development Consolidated Plan for 2015—2019. The Consolidated Plan contains a housing
and homeless needs assessment, a housing market analysis, and a strategic plan,which identifies
priority needs in the Consortium area, and establishes funding priorities for the five-year period covered
by the Plan. The activities outlined in this Annual Action Plan for Program Year 2018 address those
priorities and will help both the City and the Consortium meet the goals and objectives laid-out in the
Consolidated Plan.
During Program Year 2018,the City will have access to CDBG funds carried over from previous program
years, as well as new CDBG funds awarded by HUD for a total$967,057.The Annual Action Plan
allocates the funds for a variety of projects that will address the priorities identified in the Consolidated
Plan.
As the summary below shows, all CDBG activities (with the exception of program planning and
administration) will benefit low-to moderate-income residents.

• Facility Development: $174,259
• Homeless and Supportive Services: $75,400

2. Summarize the objectives and outcomes identified in the Plan
The Kane County/City of Elgin Consortium has identified the following objectives to be addressed with
resources covered under the Consolidated Plan:
Objective#1:Affordable Housing
Under the priority of Affordable Housing,the Consortium will: 1) Provide gap financing for affordable
homeownership and rental opportunities by providing development subsidies designed to reduce the
market price of such housing. 2) Implement an owner occupied rehabilitation program funded by both
HOME and CDBG funds for low to moderate income households. Energy efficiency improvements,
health/safety repairs, code violations, and accessibility modifications will be priorities under the
program. 3) Provide first-time homebuyer assistance to low-income homeowners throughout the area.
Homeownership education and financial management counseling services will be included as a
component of such assistance. 4) Continue to further fair housing by educating the public and
community stakeholders regarding fair housing laws.
Objective#2: Neighborhood Improvements
When appropriate,the county and city will strategically utilize their Federal funding to provide "gap"
funding for critical,targeted, neighborhood improvement projects. Generally,there are four main focus
areas of neighborhood improvement priority which could be targeted with Federal funds; 1) Storm
water drainage, 2) Sanitary sewers and potable water supply, 3)Streets and sidewalks, and 4) Parks.
Objective#3: Facility Development
As in prior years, Kane County and the City of Elgin will provide support for the construction,
rehabilitation and general improvement of public facilities such as community centers and facilities from
which human services are provided to area residents.
Objective#4: Homeless and Supportive Services
The Consortium will work to support the availability of both emergency-shelter and transitional-housing
services and facilities. Furthermore, it will continue to support the Continuum of Care for Kane County
as a vehicle through which services to the homeless population are coordinated and funding is obtained
to address critical needs.
Performance Outcome Measurement
Three broad objectives have been established focusing on supporting low-and moderate-income
households in ways that are consistent with the goals of the Consolidated Plan:
• Create suitable living environments
• Provide decent, affordable housing
• Create economic opportunities
The following outcome options help to identify the type of change/result that is sought by each activity:
• Availability/Accessibility: Activities that make services, infrastructure, housing, or shelter available or
accessible to low-and moderate-income people, including persons with disabilities. Accessibility
does not refer only to physical barriers, but to making the affordable basics of daily living available
and accessible to low- and moderate-income people.
• Affordability: Activities that provide affordability in a variety of ways in the lives of low-and
moderate-income people. This can include the creation or maintenance of affordable housing, basic

infrastructure hookups, or services including transportation or day care.
• Sustainability: Projects where the activity is aimed at improving communities or neighborhoods,
helping to make them livable or viable by providing benefit to persons of low-and moderate-income

Progress toward Outcomes is measured with Output Indicators,as defined by HUD. Objectives are
combined with Outcomes to produce an Outcome Statement. Outcomes are the "benefits" relating to a
change in conditions,status, attitudes, knowledge, or behavior that result from the funded programs.
3. Evaluation of past performance
The City of Elgin has participated in the CDBG Program since 1975. Since then,the City has used its
annual CDBG allocations,totaling$36.2 million,to fund a variety of programs and projects which have
improved housing conditions, strengthened neighborhood infrastructure,enhanced public facilities, and
expanded emergency shelter services.
In just the first three years of the current Consolidated Planning period (2015 to 2019),the City has
invested over$2.4 million in CDBG funds towards affordable housing activities, neighborhood
improvement projects, and homeless programming.These programs and projects have served to
improve and maintain over 23 units of affordable owner-occupied housing, provide homeless services to
over 354 at-risk or homeless individuals, as well as improve the overall quality of life for 5,910 residents
in low-and moderate-income neighborhoods.
At the close of each program year,the City summarizes the year's activities and accomplishments in a
Consolidated Annual Performance and Evaluation Report (or"CAPER"), which is made available for
public review during a fifteen-day comment period prior to being submitted to HUD.
4. Summary of Citizen Participation Process and consultation process
On December 18, 2017,the City launched its citizen participation process for the 2018 program year in
partnership with Kane County. On that day, a public hearing was held at The Centre of Elgin,the City's
downtown public recreation/conference center. The purpose of the hearing was to solicit citizen input
regarding the community needs and objectives identified in the Consortium's 2015-2019 Consolidated
Plan, which guides the use and allocation of funds. Following the hearing,the Kane County Office of
Community Reinvestment,which provides CDBG program management services to the City, prepared a
draft of the City's Annual Action Plan under the direction and oversight of the City's Community
Development Department.The City released a draft of its Annual Action Plan for public review and
comment during a 30-day comment period held from May 31, 2018 thru June 29, 2018.Activities
included in the 2018 Annual Action Plan were discussed at a publicly noticed Committee of the Whole
meeting of the Elgin City Council on May 23, 2018, and the Council formally adopted the Plan at its
publicly noticed meeting on July 11, 2018.The development and adoption process for the City's 2018
Annual Action Plan was consistent with the Kane-Elgin Consortium's Citizen Participation Plan, and all
applicable HUD regulations.

Program Year 2018 represents the fourth year of the current five-year Consolidated Planning period,
and this Annual Action Plan outlines the activities the City will undertake with Federal funds during the
year.
During Program Year 2018,the City will have access to a total of$967,057 in CDBG funds. This amount
represents the total of the City's Federal Fiscal Year 2018 formula allocation ($885,279) and carry-over
funds from previous years totaling$29,778, and will receive program income of approximately$52,000.
These funds have been allocated for a variety of activities that will address the priorities identified in the
Strategic Plan, including affordable housing, neighborhood improvements, and program planning and
administration.
The following table provides a summary of the CDBG activities included in this Action Plan. With the
exception of funds that will support program planning and administration activities, 100% of the funding
will support programs/projects that will benefit low-or moderate-income residents.

1. Introduction
The City's 2018 Annual Action Plan was prepared by the Kane County Office of Community
Reinvestment.The City published a legal notice in the Daily Herald on May 30, 2018, announcing that a
draft of the Plan was available for citizens, public agencies, and other interested parties to examine and
comment on during a 30-day period running from May 31, 2018 through June 29, 2018. Copies of the
draft Plan were made available at the City's Community Development Department. Additionally,the City
made a draft copy available on the World Wide Web at: http://cityofelgin.org/
The City, in partnership with the Kane County Office of Community Reinvestment, held a public hearing
during the development of the 2018 Annual Action Plan. It was held on December 18, 2017, at The
Centre of Elgin, the City's recreation and conference facility in the downtown area. At the hearing,
information was provided concerning the estimated amount of CDBG funds anticipated (including the
annual grant, program income, and carry-over funds from prior years)for housing and community
development activities during Program Year 2018, and the range of activities that may be undertaken
with those funds. Information was also available regarding the estimated amount that would benefit
low- and moderate-income persons.

The City of Elgin consults with housing advocates,social service agencies and other entities on a variety
of issues by attending and participating in local and regional meetings/planning groups that deal with
issues that affect the homeless, children,the elderly, and those with disabilities, including HIV/AIDS.
As a public service,the City also frequently provides support and information to citizens, local churches,
and civic organizations regarding homelessness, special needs populations, home buyer education,
tenant/landlord rights and responsibilities, and predatory lending and foreclosure issues.
The City has and will continue to make a conscious effort to broaden public participation in the
Consolidated Plan during the remainder of the five-year planning period. These efforts have included
the expansion and enhancement of information available via the City's website and the use of social
media to reach additional stakeholders.

The City of Elgin is an active partner in the Continuum of Care for Kane County(COC). The COC assesses
the ongoing needs of homeless populations and those at risk of homelessness, and responds with new
or expanded services and programs as resources become available. The Kane County Office of
Community Reinvestment is the lead agency of the COC. It serves as the collaborative applicant for the
annual COC application to HUD and coordinator for the COC's planning and data collection efforts. A
representative of the City serves on the COC Board of Directors and the City helps to support the COC's
administrative expenses. This, in turn, helps to secure additional federal resources for Elgin-based
agencies that serve the homeless population.
Describe consultation with the Continuum(s) of Care that serves the jurisdiction's area in
determining how to allocate ESG funds, develop performance standards for and evaluate
outcomes of projects and activities assisted by ESG funds, and develop funding, policies and
procedures for the operation and administration of HMIS
While the City does not receive Emergency Solutions Grant funds directly from HUD, it participates on
the local COC Board of Directors,which assists the State of Illinois with the review and ranking of local
projects for state-administered ESG funding made available to COC agencies. The COC Board of Directors
is also responsible for the adoption and implementation of performance standards used to evaluate the
outcomes of projects assisted by ESG funds.
In its role as the administrator of the Continuum of Care for Kane County's Homeless Management
Information System (HMIS),the Kane County Office of Community Reinvestment works closely with the
COC's HMIS Committee and the COC Board of Directors to develop, maintain, and update the system for
the benefit of the COC members. Specifically,this includes the development and implementation of data
protocols, reporting policies, problem solving measures, and the evaluation of whether new funding
sources are available and appropriate for maintaining system.

The City of Elgin's goal for citizen participation is to ensure broad participation of the community's

and evaluation. The City was a participant in the development of the 2015-2019 Consolidated Plan, and
the Elgin City Council is responsible for ensuring conformance with the Consolidated Plan's citizen

Introduction
Barriers to affordable housing can present in a variety of aspects and multiple entities including, but not
limited to government agencies, banking and finance institutions, insurance industry regulations, zoning
regulations,social and economic variables, neighborhood conditions, public policy legislation, and fair
housing enforcement. Sections MA-40 and SP-55 of the Consortium's Consolidated Plan describe
barriers to affordable housing within the Consortium area in greater detail.
Maintaining diversity by preserving affordable housing opportunities is one of many objectives of the
City's CDBG Program. As a result, the City's program policies tend to facilitate the creation and
preservation of affordable housing. However, even within the framework of a regulatory structure that
supports affordable housing, some provisions and procedures can exist that create barriers to affordable
housing, and external considerations greatly impact the success of the City's efforts. In order to further
its ongoing commitment to the provision of affordable housing with CDBG funds will continue efforts to

house its extremely low-, low- and moderate-income residents.
Actions it planned to remove or ameliorate the negative effects of public policies that serve
as barriers to affordable housing such as land use controls,tax policies affecting land, zoning
ordinances, building codes, fees and charges, growth limitations, and policies affecting the
return on residential investment
Availability of Funding:
The City will work to eliminate any regulatory gaps by working with federal and other agencies to
identify problems and, where appropriate,to seek refinements or waivers of regulations that impede
efficient affordable housing production and preservation. The City of Elgin will also look to identify new
sources of funding for housing efforts. In the coming years, Elgin will continue to assess all of its housing
activities to take advantage of opportunities for preserving and expanding the affordable housing stock
in a changing market, while working to minimize the impact on its most vulnerable residents.
Competing Concerns of Neighborhood Residents:
The strategies to address this barrier include public education, using prior successful affordable housing
developments as examples, integrating other uses such as open space into housing developments, and
working with neighborhood residents in planning for new housing proposals. Speaking with residents
and abutters early in the development process has proven successful in building support for affordable
housing developments.

Introduction
The City of Elgin continues to assist its citizens with the use of CDBG funds by continuing to assist
qualified low-to moderate homeowners with rehabilitation of their existing homes and providing funds
to improve neighborhood facilities. Additionally,the City is investing local funds in multiple grant
programs to assist homeowners and neighborhoods in making improvements.
Actions planned to address obstacles to meeting underserved needs
One of the primary obstacles to meeting underserved needs of City residents is the availability of
funding.The City will continue to seek Federal and State funding to overcome the lack of sufficient funds
to address underserved needs. Additionally,when appropriate,the City will partner with other entities
such as Kane County to secure additional funding to meet underserved needs of the area households.
Actions planned to foster and maintain affordable housing
Elgin's adopted 2018 Comprehensive Plan and Design Guidelines establishes the framework to guide
new development and redevelopment while also preserving the unique elements of the City such as
historic structures,varied housing stock and housing affordability. Elgin's Comprehensive Plan goal
related to foster and maintaining affordable housing is stated below:
o Affordable Housing. The City will continue to work with local and regional groups that
promote the redevelopment of affordable housing in Elgin, to ensure an available, high-
quality, and financially sustainable housing stock for the community.
The City will implement its housing goals and objectives by using CDBG funds for the Owner-Occupied
Housing Rehabilitation/Repair Program, gap financing thru the Kane County Affordable Housing Fund,
and thru its partnership with Kane County in the HOME Program. The HOME Consortium provides
HOME funds for the preservation and creation of affordable housing within the City. Further efforts will
include actions to accomplish the following:
• Support the rehabilitation of single and multi-family residences to maintain existing affordable
housing.
• Support the construction of senior housing developments in the City of Elgin.
• Support the renovation of multi-family buildings for special needs housing.
• Restrain the municipal tax levy to limit the financial burden on its residents.
Additionally,the City will also continue to promote its housing related grants and partnerships to ensure
that the affordable housing stock within the community is maintained.
Actions planned to reduce lead-based paint hazards
The City of Elgin and Kane County as HOME Consortium partners, and individually through their CDBG
Programs, have and will continue to work diligently to educate the public, staff, and contractors on
public health hazards caused by lead based paint. All aspects of the lead regulations have been

incorporated into the County's and City's rehabilitation programs in order to ensure occupant safety in
homes that have been rehabilitated.
Actions planned to reduce the number of poverty-level families
The City of Elgin does not have the resources or the capacity to increase the incomes of poverty level
persons. However, the City does act to reduce the housing costs for these individuals. The City works to
reduce the burden of poverty-level individuals and families by targeting CDBG and other funds to
projects that will preserve affordable housing units through housing rehabilitation assistance.
Actions planned to develop institutional structure
The City of Elgin has been receiving HUD grant funds for a number of years (since 1973) and continues to
develop an administrative structure to properly manage federal funds. In Program Year 2016,the City
engaged Kane County(via an Intergovernmental Agreement)to provide program management services
and direct oversight of the City's CDBG Program and Neighborhood Stabilization Program. This structure
was encouraged by HUD and has yielded positive results. Additionally,were appropriate,the City will
form partnerships with nonprofit and for profit organizations that have experience and expertise in
housing and community development activities.
In Program Year 2018, the City expects to further strengthen its working relationship with Kane County,
as well as its collaboration with area agencies and service providers. The City will also continue to
participate in various inter-organizational and inter-jurisdictional initiatives within the metropolitan area
to address housing and community development needs, and to promote effective service delivery to
area residents.
Actions planned to enhance coordination between public and private housing and social
service agencies
The City regularly consults with housing advocates, social service agencies and other entities on a variety
of issues by attending and participating in local and regional meetings/planning groups that deal with
issues that affect the homeless, children,the elderly and those with disabilities.

The City will continue to be involved in the Continuum of Care for Kane County,this support will include
the provision of both financial and staff resources.The City supports Continuum of Care for Kane County
efforts to assist in bringing together human service providers, public and private organizations,and
individuals to address the needs of the community through inter-agency coordination, information
sharing and collaboration. In addition to participation in the COC,the and its partners planning for a
Frequent Users Service Engagement (FUSE) pilot program for individuals in need of supportive
housing due to homelessness and frequent use of public systems, especially the local jail,
hospital and behavioral health services systems.
This planning process will create a roadmap for the City of Elgin, Elgin Police Department, and
collaborative partners in the health care, behavioral health, and housing/homelessness systems
to use strategic, best practice responses to reduce the FUSE population through housing and
services.
